HomeMy WebLinkAboutResolution 2019 (26) Resolution No. 26 (2019) ST CRO, % NTY RESOLUTION APPROVING AMENDMENT TO TOWN OF FOREST ZONING ORDINANCE FOR THE LINDA REICHERT TRUST: REZONING FROM AGRICULTURAL TO AGRICULTURAL- RESIDENTIAL. 1 WHEREAS, the Linda Reichert Trust owns 68 acres of land located at 2873 Polk/St. 2 Croix Road (Parcel ID#: 014-1007-10-000)in the Town of Forest that is zoned Agricultural; and 3 4 WHEREAS, residential parcels created in the Town of Forest Agricultural Zoning 5 District require lot sizes of no less than 2.5 acres and no more than five (5) acres; and 6 7 WHEREAS, the owners desire to create a 17.43 acre residential parcel with an existing 8 home and need to rezone to an Agricultural-Residential Zoning District that allows residential lot 9 sizes greater than five (5) acres; and 10 11 WHEREAS, the subject parcel is legally described as follows: 12 13 A parcel of land located in the Fractional NW 1/4 of the NEI/4 of Section 4, T3 IN, R15W, Town 14 of Forest, St. Croix County, Wisconsin; described as follows: 15 16 Commencing at the N1/4 Corner of Section 4; thence N89°12'02"E, along the north line of the 17 NEI/4 of said section, 757.91 feet to the point of beginning; thence continuing N89°12'02"E, 18 along said north line, 498.38 feet; thence SO1°26'13"W 1527.18 feet to the south line of the 19 Fractional NW1/4 of the NEI/4 of said section; thence S89°52'10"W, along said south line, 20 498.19 feet; thence NO1°26'13"E 1521.36 feet to the point of beginning. Described parcel 21 contains 17.43 acres (759,087 Sq. The applicant or a representative must appear at that time. Written evidence, testimony, or comments, if any, must be delivered in person or by mail to the Town Hall. A public hearing will be had for a rezone request for a portion of a parcel from Agricultural to Agricultural-Residential. Town of Forest Official Town Board Meeting Minutes Tuesday, June 11, 2019 The Town Board meeting for the Town of Forest was held on Tuesday, June 11th. Town Chairman, Jaime Junker, called the meeting to order at 7:00pm. He asked Town Clerk, Anne Johnston,if this meeting was in compliance. She answered in the affirmative,yes, that the meeting notice and agenda had been posted at the Forest Town Hall, and on the Township website. The meeting was attended by Jaime, Laverne, Todd,Nikki, and Anne. Public Input Brenda Salseg said she had been doing some research and that a geotechnical engineer should be present when the wind turbine foundations are being done. Reviewed meeting minutes from the May 14th Board Meeting. Chairman Junker made a motion to accept the May 14th minutes as corrected. Supervisor Ostberg seconded the motion. Motion carried 3 yes, 0 no. Reviewed May 2019 Treasures Report. Highland Wind Farm Update Creative Company has been hired by the town to help us generate a conversation in the media. Jaime reviewed the summary from Madison Lee,Public Relations, at Creative Company on what they are doing and reviewed 4 major items to be addressed. Jaime asked for the names of experts who can provide information on the impacts of wind turbines and health and suggested that board members put references together. There will be a conference call on Monday,June 17 at 1:00pm at the town hall with Creative Company and town residents. John Strom has a list of 17 items that could be used. Jaime asked John to provide a specific list of items to be addressed during the call. Discussed Operators Licenses, Class B Retail& Tobacco License Renewal for Papa's. Anne reported that all fees had been paid and the background checks are good. There are two new Operator Licenses for Benjamin Stack and Taylor Mortel. Chairman Junker made a motion to approve Operators Licenses, Class B Retail and Tobacco licenses. Supervisor Hoitomt seconded the motion. Motion carried 3 yes, 0 no. Discussed Reichert Rezone and Subdivision request. Supervisor Ostberg made a motion to accept the Reichert rezone and subdivision request. Supervisor Hoitomt seconded the motion. Motion carried 3 yes, 0 no. Plan Commission Update The Kevin and Leeann Lombardo rezone and subdivision request has been tabled due to an adverse possession dispute. Reviewed Plan Commission Member Terms. Todd reported that 4 people need to be renewed. Jaime asked that Todd present the list at the next board meeting for a vote by the board. Discussed Ordinances and Problematic Properties in the town. Todd was in court on Wednesday, May 29th on junk yard citations issued to Larson. Dan Larson was found to have violated our ordinance and unauthorized junk yard. Larson paid a$190 fine. Todd will monitor removal of junk on the property. Need to have a significant change by mid-August. Laverne reported correspondence from Randy Olson. Randy emailed Anne with address and phone number. Laverne called and left him a message but hasn't heard anything back. Jaime suggested going to Rory to discuss tearing the building down because burnt and dangerous, and issuing a citation. Discussed Roads and Annual Board Member Prioritization of 2019 Road Projects. Jaime will talk with Rick Booth. The board will review other projects that need to be done at the next board meeting. June Bilis were reviewed. - Chairman Junker made a motion to approve the May bills for payment. Supervisor Ostberg seconded the motion. Motion carried 3 yes, 0 no. Announcements Nikki reported that a headstone at the cemetery is tipped over. The date for the next Board Meeting is Tuesday,July 9, 7:OOpm. Chairman Junker made a motion to adjourn the meeting.
