Dear Glen Goring,
Community Development staff have reviewed the application to construct a principal structure (single
family dwelling) and an accessory structure (detached garage) and driveway on the property located
vi,thin the Lower St- Croix Riverway Overlay District. The request has been conditionally approved based
on the application submission arid the following findings. Please see the enclosed site plan to reference
the general erosion control and grading notes.
• A complete application was submitted on August 15, 2019. Updated site plans were submitted August 19.
2019.
• The applicant proposes to construct a principal structure, accessory structure, driveway and POWTS while
disturbing less than 10,000 square feet outside of the slope preservation zone. Approximately 8,900
square feet of land disturbance is to occur.
The structure is proposed over 4 parcels, a Certified Survey Map combining each parcel will need to be
approved prior to construction.
Stormwater management plans and erosion and sediment control plans have been submitted that meet
Wisconsin Department of Natural Resources I ethnical Standards and meet the standards set forth in the
Lower St. Croix Riverway Overlay District Section 17.36 H.7. Best Management Practices will be
incorporated.
• 1 imited vegetation removal is required and approved as a Part of this permit, however vegetation removal
and filling/grading within the slope preservation zone arid 40-foot bluffline setback are riot proposed nor
permitted with this Project.
The proposed principal structure and accessory structure meet the following:
c, 200-foot Ordinary High Water Mark (011WM) setback
c 40-fool bluffline setback
0 25 foot side yard setback
• I he height of the principal structure does not protrude the view of the bluffline
• The proposed principal slruUure arid accessory structure are proposed to be in earth toned in color -
• The new residence will require a State Sanitary Permit to install a Private Onsite Wastewater Treatment
System (POW IS).
• No additional requests such as a stairway, deck, or lift was proposed with this application

Based on these findings, approval of the Land Use Permit is subject to the following conditions:
1. A State Sanitary Permit, Building Permit and an approved Land Division Permit are required prior to
construction.
2 The following shall be flagged prior to site construction: slope preservation zone, 40-foot bluffline
setback, and structure locations Silt fence (or other adequate erosion and sediment control) shall be
placed along the bluffline setback to protect undisturbed areas from erosion, land disturbance and
vegetation removal_ the storrnwater infiltration area and mound system shall be flagged off to prevent
compaction from construction activities.
3 A pre-construction inspection is required to discuss the construction timeline, verify the areas above and
have been flagged and that erosion and sediment control are installed prior to land disturbance. It is the
applicant's responsibility to schedule this appointment, please contact (715) 386 4680 to schedule this
inspection.
4 All structures will be earth lone in color as per the performance standards set forth in Section 17.36 11.1.
S. All temporary erosion control measures shall be. left in place and maintained until the site has reached a
point of at least 70% permanent vegetation. Permanent vegetation shall be. established once final grade
is reached or as soon as applicable per plan.
6. A post-construction inspection is required to close out the permit, It is the applicant's responsibility to
schedule this appointment, please contact (715) 386 4680 to schedule.
7 An affidavit shall be required describing the approved stromwater management, erosion and sediment
control and maintenance requirements within 30 days after construction is completed pursuant to
Chapter 17/36117g
8 It is the applicant's responsibility to secure any other required local, state or federal permit(s) and
approval(s) prior to land disturbance activity.
9 failure to comply with the terms or conditions above may result in the revocation of this permit by the
Zoning Administrator according to Chapter 1/_36.
I his approval is subject to the conditions listed above: it does not allow for any additional construction,
structures, or buildings beyond the limits of this request. Your information will remain on file at the St.
Croix County Community Development Department suite- It is your responsibility to ensure compliance
sa th any other local, state, or federal permitting or regulations, including contacting the Town of Somerset
to inquire if additional permissions are required.
I his pennrt is valid for one year, with the possibility of up to two (2) six month extensions if the applicant
submits the appropriate permit extension fee and documentation to the Zoning Administrator. A copy
of the Land Use Permit placard should he submitted to the local Building Inspector for the town upon
application for the building permit. I he orange placard [Trust be posted on thejob-site and visible from
public view.
