Norman. Community Development staff have reviewed the application to construct a new single-lamiq dwelling accessory structure (detached garage) arid driveway on the property which is partially orated within the Lower St. Croix Riverway Overlay District. The request has been conditionally approved based on the applicalion submission and the following findings. Please see the encloser' site plan to reference the qeneral erosion control and grading notes. • Staff conducted an onsite August 8, 2019. The applicant wished to make some minor modifications to the following: Adjust the driveway location to preserve some trees between the road and the house. o Move the stormwater pond to a more ideal location due to location of driveway. • On June 3, 2019, the applicant submitted a Conditional Use Permit to fill and grade 10,000 square feet or more outside of the slope preservation zone. On July 2S, 2019 the Conditional use Permit, No CUP-7019 016 was approved. • Stormwater management plans and erosion and sediment control plans have been submitted that meet Wisconsin Department of Natural Resources Technical Standards and meet the standards set forth in the Lower St. Croix Riverway Overlay District Section 17.36 H.I. Best Management Practices will be incorporated. • Topsoil to be stockpiled and stored onsite to preserve during construction. Plans to be replaced once construction is complete after which revegetating is planned. • Limited vegetation removal is required and approved as a part of this permit. The existing oak trees within the yard arc to remain, only trees to be removed are the ones located at the building location and driveway location. • The height of the principal structure is 34 feet in height, this is not within the view of the bluffline. • The new residence will require a State Sanitary Permit to install a Private Onsite Wastewater I reatment System (POWTS). The following shall be. fla 1 prior to site construction: slope pre ation zone (25%), side yard setback, wetland and wetl~lRl setback. Silt fence (or other adequaAsion and sediment control) shall be placed along the filling and grading boundary nearest the building site to protect undisturbed areas from erosion, and disturbance and vegetation removal. 2. The minor modifications have been updated in the submitted site plans and shall be install as per site plans, a Mid-Construction inspection shall be required prior to snowfall to ensure property erosion control measures are adequate for these minor changes. 3. An affidavit shall be required describing the approved stromwater management, erosion and sediment control and maintenance requirements within 30 days after construction is completed pursuant to ( hapter 17.36 tl 7.g. 4. Structures will be earth tone colors as per the perfonnance standards set forth in Section 11.36 H.1. 5. All temporary erosion control measures shall be left in place and maintained until the site has reached a point of at [east 70% permanent vegetation. Permanent vegetation shall be established once final grade is reached or as soon as applicable per plan. 6. A post-construction inspection is required to close out the permit. It is the applicant's responsibility to schedule this appointment, please call (715) 386-4680 to schedule. 7. It is the applicant's responsibility to secure any other required local, state or federal permit(s) and approval(s) prior to land disturbance activity. Including permission from the Town of Troy regarding temporary occupancy of the existing structure, if applicable. 8. 1 allure to comply with the terms or conditions above may result in the revocation of this permit by the /oning Administrator according to Chapter 17.36. this approval is subject to the conditions listed above; it does not allow for any additional construction. structures, or buildings beyond the Innits of this request. The existing site is currently mostly wooded and an existing drive enters the west side of the property. The site all drains to a wetland in the center of the property. Approximately 113 of the site flows to a riprap drainage swale that leads to a 24" culvert which flows into the wetland. The remaining 213 of the property sheet drains directly to the wetland from various points on the property. The existing soils used in the modeling were loamy sand of the hydrologic soil group A. This data was obtained from the USDA Web Soil Survey. The runoff from the new impervious surfaces will be routed to the existing riprap drainage swale which will lead to excavated area at the end of the swale that will be used as an infiltration facility. Once the new infiltration basin is full, the water will outlet to the 24" culvert and drain into the wetland as in the existing conditions. The infiltration area uses an infiltration rate of 0.8 in/hr which is the rate given for the loamy sand soils in USDA Soil Classification and the Unified Soil Classifications. The requirement set forth by St. Croix County is to infiltrate 1.5" over the new impervious surface, The proposed new impervious surface for this project is 10,014 sf. 1.5" of stormwater over this area equals 1,252 cf of water infiltrated. The 1.5" event, 2 year storm. and the 10 year storm due not produce enough runoff according in the hydroCAD model to fill the basin to the overflow point.
