Members Present: Tim Filipiak, Linda Luckey, Tom O'Connell and Daryl Standafer. Lee Kellaher, excused. Others Present: Administrative Coordinator John Krizek, Chief Accountant/Auditor Rich Loney and Corporation Counsel Greg Timmerman ,Adoption of Agenda: Motion by o'Connell, 2nd by Filipiak to adopt the April 7, 1998 agenda as published. Carried. Adoption of Minutes: Motion by 0' Connell, 2nd by Filipiak to adopt the November 4, 1997 minutes. Carried. Next Meeting Date: Tuesday, May 5, 1995 - tentative. Chair Standafer thanked Supr. Filipiak for his service on the committee. Chair Standafer also updated the committee on opening ceremonies for the start of the Sesquicentenial celebration. The official cutting of the State birthday cake, will be held May 29. Sandy Koneman from Woodville and her husband Denny will be going to Madison for the festivities . The Governor has asked each County to send a representative whose birthday is on May 29. Supr, o' Connell felt that the Legislative Breakfasts which are held periodically should be combined with Health & Human Service who also meet with the Legislators. Krizek feels Health & Human Service has enough issues to substantiate the separate meetings. Review of Per Diem Payments for Non-Supervisors: The committee discussed at great length whether the rules of the Board of Supervisors also applies to non-supervisory members of standing county committees. Supr, o'Connell stated that as long as he has been a County Board Supervisor the same rules have always applied to both. After 90 days the per diem is not paid to anyone. Supr. Luckey felt that it was unfair to non-supervisors because they do not receive a copy of the rules and by-laws where this ruling is written. Furthermore, the rules only mention "supervisor", not non-supervisor. Motion by G'Connell, 2nd by Filipiak to leave the rules unchanged. No payment to anyone after the 90 days. More discussion followed. Chair Standafer said "the rules are here and clear, but they need to apply to the non-supervisors as well." Standafer stated that the Board rules identify standing committees and their memberships, including citizen members, and therefore it is implicit in the reimbursement rules that they apply to citizen members too. Rules i ~ - ~ , need to be distributed to "all" members of committees. It was the consensus of the committee members, Krizek, Loney and Timmerman that a number of areas in the rules and by-laws need to be researched and clarified. Motion failed. Motion by Filipiak, 2nd by o'Connell to indicate to the Finance Committee to follow past practice until the rules and by-laws can be clarified to refer to non-supervisors. Carried. Luckey voted no, stating that the board rules regarding per diem do not say that they pertain to citizen members of committees. She also said, the board rules were not routinely handed out to citizen members, and, citizen members of some committees are not even being paid a per diem while those on other committees are. Motion by Filipiak, 2nd by O'Connell to recommend to the future Administration Committee that clarification of the rules needs to include non-supervisors on committees. They should adhere to the same rules as County Board Supervisors. Carried. Chair Standafer was invited to attend a Metropolitan Counsel Inner- County meeting. The date has not been set yet. Standafer will present it to the County Board Chair as to who should attend, if anyone. Motion by o'Connell, 2nd by Filipiak to adjourn at 10:45 A.M. Carried. Marilyn Antiel Recording Secretary
