June 2, 1998
Meeting called to order at 9:05 A.M. by Chair Daryl Standafer.
Members Present: Linda Luckey, Gerald Peterson and Daryl
Standafer. Nancy Bieraugel arrived at 9:20 A.M. Tom O'Connell
absent.
Adoption of Agenda: Mahon by Peterson, 2nd by Luckey to adopt the
agenda as published. Carried.
Adoption of Minutes: Motion by Luckey, 2nd by Peterson to adopt
the corrected May 5, 1998 minutes. Carried.
Next Meeting Date: Tuesday, July 7, 1998.
Rules and By-Laws: The committee discussed per diem for non-
supervisor committee members. Chair Standafer suggested including the non-supervisors in the Rules and By-Laws of the County Board of
Supervisors. He presented the committee with a paragraph that he
felt would help clarify payment of per diem to non-supervisors.
The committee discussed this at length as a possible solution.
Motion by Peterson, 2nd by Bieraugel to add the following paragraph
to the Rules and By-Laws . Page 18, #4 would become #5 and #4 would
read as follows: 4. Non-supervisors serving as committee members of appointed committees shall be subject to the rules and by-laws
of the Board of Supervisors of St. Croix County. Appointed
committee members shall be paid a per diem for each meeting
attended according to the rates of compensation in effect for
Supervisors unless individual committee rules or practice prohibit
such payment or authorize a lesser amount. In no case shall an
appointed member be compensated in excess of Supervisor rates. Motion carried.
Supr. Bieraugel asked about the potential added expense to the
budget. Chair Standafer felt that there would not be a
significant cost increase.
Supr. Luckey would like non-supervisor committee members to receive
a copy of the County Board Rules and By-Laws upon being appointed
to a county committee. Motion by Luckey to amend the original
motion by adding to the first line: 4. Non-supervisors serving as
members of appointed committees shall be "presented with and"
subject to the rules and by-laws of the Board of Supervisors of St .
Croix County. Seconded by Peterson. Motion carried.
Also questioned was a non-supervisor being appointed Chair of a
committee. It was agreed by the committee that each individual
committee has the right to choose their chair. County staff are
usually non--voting members of committees so therefore could not be

appointed to the chair. position. Motion by Bieraugel, 2nd by
Luckey to add on page 4, Section B., #2, first sentence to read:
2. No County employee may serve as a voting member "or officer" of
a County standing committee. Motion carried.
Discussion on what happens when a supervisor is not elected a
second term and cannot finish out a three year term on a committee . Supr. Bieraugel will check further into the history of this and
report back to the committee.
Motion to adjourn at 14:15 A.M, by Bieraugel, 2nd by Luckey.
Carried.
