October 6, 1998
Meeting called to order at 9:00 A.M. by Chair Standafer.
Members Present: Linda Luckey, Gerald Peterson and Daryl
Standafer. Nancy Bieraugel arrived at 9:35 A.M. Tom O'Connell
absent.
Others Present: Economic Development Director Bill Rubin, West
Central Regional Planning Grant Administrator Ann Raid.
Adoption of ,A_~ enda: Motion by Peterson, 2nd by Luckey to adopt the
agenda as published. Carried.
Next Meeting: Tuesday, November 3, 1998
Adoption of ,.Minutes Motion by Peterson, 2nd by Luckey to adopt
the September 1, 1998 minutes. Carried.
WCA Convention Attendance: Motion by Peterson, 2nd by Luckey to
adopt and present to County Board a resolution adding a paragraph
to the Rules and By-Laws stating per diem, mileage and meal
expenses to be paid to supervisors attending the convention.

Citizen Participation„_Plan: Ann Raid from West Central Regional.,
Planning explained why citizen participation is important in the
Community Developement Block Grant Program. Motion by Luckey, 2nd
by Peterson to present a resolution to County Board adopting a
citizen participation plan. Carried.
A motion to adopt a resolution authorizing the' county's
- participation in the Wisconsin Community Development Block Grant Program was made by Luckey, 2nd by Peterson. Carried.
Raid explained to the committee the administration procedures
involved in a Block Grant Loan. A revolving loan fund policies and
procedures manual needs to be set up also.
Bieraugel is not real comfortable with this million dollar loan application and would like to have the committee review a copy of
the application. Y,
Motion to adjourn at 9:50 A.M. by Luckey, 2nd by Peterson.
