The calendar year of 1997, Janua to December is the rY focus of the evaluation. 4-H Youth DeveIo ment Re ort 4-H Leaders' Council Retreat: Adult leaders in the _ St. Croix County 4 H Program are a pri-many clientele group for the 4-H Agent. At the Council retreat several items ule ' ' re rdent~fied as priority areas in which to focus attention for the upcomin ear: trainin for ro'e g Y g p J ct leaders parental involvement and orienting new families. District 4-H Leaders' Conference: Beaman will be teachin a session at the D' - Leade ' g strict 4 H r s Conference on January 31, rt will be a d~scusszon about how to kee ~-H teen frlendl~~ which there are so man p J y opportunities competing for young people's time. _1- - 1 .G. ~ . Re-enrollment: The enrollment deadline for new mem bers is January i5. The preliminary . report lists S22 members enrolled in the traditional 4-H community club ro . With s ecial ' . . P ~ p interest programs conducted throughout the spring and~summer the member participation in 4-H will again be over 900. Current adult leader enrollment is at 265. Reaman estimates that 30 new adult leader w' s ill also complete the WI 4-H Yauth Protection Program this spring. . ~ A e Guidelines Chan ~ ed to Grade; The WI State 4-H Polic ~ Co ~ ~ y . mmittee has changed the age requirements and criteria to grade. In the past, a 4~-H member's a e was determined b ~ . ~ y the member s age on January 1. If the member turned 8 in December, his 4-H a e was 8. If the g member turned 8 after January 1, his 4-H age was i . Under that policy, 3rd aders who had birthdays in the fall and were 8 years old could loin 4-H. Those 3rd raders who had birthda s g y after January 1 could not because they were not 8 by January 1. Movie to the rade g g classification will reduce confusion and increase fairness to children in the same rade. Reaman g and the support staff working with 4-H will spend a considerable amount of time u datin the P g written materials to reflect the transition to grade, Flannin De artment's Re ort Fodroczi reported that staff were still working with the Northwest Wisconsin Re Tonal Plannin . g g Commission on the contract for Clean Sweep Services. Tentative dates would be Ma 2 and Y September 26. Mary Barney will be meeting this month with 4-H clubs and the Fair Board on recycling activities at the County Fair. A riculture A ent's Re ort Forty-two crop producers and crop service people attended the PiercelSt. Cron Cro Production • ~ p i seminar. The program featured presentations on corn and soybean production techni ues and q weed control. Milligan taught a segment on wintering cattle over winter at a Brazier's meetin . Ten eo le g P p participated in the meeting. Milligan is involved in two on-farm research studies. He is participating in the develo meet of . P a computer program that will evaluate the cost of producing replacement daii~~ heifers, He has collected data from two St. Croix County dairy herds and will collect from several more this v~inter. Milligan is also involved in a bunker feed storage study. He will be collecting data and fora e g samples from three dairy producers this winter for the study. The data will provide St. Croix producers with data that can be used for planning purposes and the techniques to use to o tiixiize P . orage preservation. Two dairy meetings will be hosted in St. Croix County this winter. The Northwest Wisconsin Dairy Herd Operator's Seminar January 15-16 and the Western District Dai Seminar in rY February. Milligan is coordinating the seminars and teaching at these events. Additional dair y meetings are being scheduled for this spring and summer. Dairy farm business analysis continues to be a priority with producers. Milligan will be `vorkin g `vith producers on educational programs in this area.  i Milligan has worked with the Master Gardener's in Pierce and St. ' Croy 1n the development of the St. Croix Valley Master Gardener's Association. They have elected officers and assed - P by laws. Milligan is working with them in the development of their educational ro ram p g for 1998. y ~ ~ ~ • ~ Programming areas for Milligan to address in -1998 were discussed. The ke y areas were farm business management, dairy and crop production, and horticulture. Resource A ent Re art 44 small business owners received educational assistance ' ~n 1997. The next day of business management counseling is February 4 at the County Government Center. The Lake Mallalieu Association has re uested technical q assistance from Janke for a survey of property owners and lake users during the coming season. The village board of Woodville has requested that Janke facilitate a series of ublic mee ' identi ~ P tangs to fy priority community goals and protects. Sessions have been scheduled in late Janu ary and mid-February. The St. Croix Economic Development Board has endorsed a ro'ect to identi P t fy types of businesses that are needed in the county to serve the needs of existin businesses . g Famil Lavin A ent's Re ort Mary presented a program on Search Institute's develo mental assets for ' P youth. This approach works well with community groups who want to support youth usin a resilient framewor g y k instead of a problem focus. Currently Baldwinlwoodville, Glenwood Ci ,New Richmond and . tY , Hudson all have commuiuty efforts using this framework. Ma chairs the rou ' . rY g pin Baldwinlwoodville.
