Date of next meeting was set for January 5, 1999 at 12:3a p.m. 6 Jensen moved that the agenda be adopted as presented. Raymond seconded the motion. Motion carried. Raymond moved that the previous meeting's minutes be approved. Jensen seconded the motion. Motion carried, Jensen moved that the vouchers be approved. Burri seconded the motion. Motion carried. Administrative, Report Federal Budget Update for Extension:. The proposed budget in the Senate soil includes a 3 increase for base funding for Extension programs and the House budget includes a 0 % increase. ~t Contracted Services for Horticulture Agent: Bethken volunteered to be the St. Croix County Extension Committee Representative at joint meetings with Pierce and Palk Counties. The first meeting will be January 4, 10 am in Baldwin. Agenda .items will include the Position Description, the Memorandum of Understanding, salary cap and the interview process. iTW-Extension's Role in Y2K: Janke reported on the educational role of UW-Extension regarding potential inconveniences and questions arising from Y2K. Civil Rights Review: April 22 has been confirmed as the date for the Civil Rights review. St. Croix and Pierce Counties will undergo a joint review of their Extension programs. District S WACEC Conference: Bethke, Berenschot and Re~aman will attend the District 8 WACEC Conference in Black River Falls on December 18. The Agenda includes a presentation and round table discussion on District Resource Management Planning, a Local Government Proposal & Administrative Report, Extension's role in the Y2K Issue, the 1999 State WACEC Conference and Legislative Comments. The business .meeting will be conducted at 2:45. 1 j I. District Resource Management Plan: Reaman distributed a copy of the workin draft and g appendices of the Western District Resource Management Plan. The plan outlines decision making criteria, staffing criteria and strategies to reduce dependence on base funds and strategies to fund the Western District Flexible Fund. Meeting with District Director: Mike Perkl, [JWE~ Western District Director, expressed an interest in meeting with County Agents to discuss the performance .evaluation char es, status of the g District Resource management Planning Effort, Department Head Transition and Extension Marketing Efforts . A meeting has been scheduled for January 5 . Agent Performance Appraisal: Since Perkl will be in St. Croix Coun for the Janua Extension ~ rY Committee meeting, the Extension committee will invite him to conduct performance appraisals for the Agents at .that time. Bethke. mill send Perkl a letter with this invitation. Planning Depa~ rtment Report Fodroczi reviewed a list of November vouchers totaling $203,431.71. Berenschot moved that the vouchers be approved as presented.. Jensen seconded the motion. Motion carved. "America Recycles Day": Fodroczi reported that 93 participants dropped off an estimated 13,000 pounds of clothing as part of the "America Recycles Day" event on November 13~'. ~ Six eo 1e tY P P pledged to improve their recycling efforts, and Margie Erdman of Baldwin was the local i prizewinner. All pledges were submitted for the national drawing of a new home using recycled materials and other major prizes . Recycling Grant Distribution: Fodroczi presented a tale of the distribution of final. a menu far PY 1997 and initial payments for 1998 recycling grants to ~.e 26 member municipalities. Final 1997 payments total $70, 300.90, and initial 1998 payments totaled $1 ~9, 373.90. All 2b member municipalities were able to receive 100% reimbursement for 1997. Communities were forewarned that reductions in State recycling funds would likely mean that 1997 would be the last year of full re~nibursement. . VY~RA: Fodroczi reporied~ that he and Chairman Bethke attended the Annual Meeting of WWRA on November 13~'. Their Board gave final a royal of our 1999 service contract for staff services. PP Fodroczi and Bethke summarized the meeting, noting that prices for recyclables are .expected to be low during the coming year. Clean Sweep: Fodraczi reported that staff are working with the Northwest Regional Planning Commission to renew our contract for services and schedule 1999 collection dates. Collection events will likely be held again in May and September with one site for each date rather than move locations on each date. Grant Resolution: Fodroczi presented a resolution authorizing the Planning Department to submit a 2 r. grant application to the State for 1999 Household Hazardous waste grant funds. Jensen made a motion, seconded by Raymond to recommend approval of the resolution by County Board. Motion carried . DNR Recycling Grant Funding: Fodroczi reported that DNR Recycling Funds were reduced from $2.9 million per year statewide to $Z4 million in 1999 and 2000. Fundin recommendations will be g made to the Legislature in early 1999 .for allocations in X001 through 2004. Recycled Christmas Tree ornament Contest: Fadroczi announced that the Recycling Program was sponsoring another recycled Christmas tree ornament contest. Anyone in the County can add an ornament made from recycled materials on the tree at the end of the corridor outside the Planning Department. Prizes are being solicited, and a panel of judges wiil decide winning entries. Resource Agent Report The results of the Erin Prairie land use opinion survey were presented to the Town Board. Janke answered several questions from the committee about the survey. A group of 10 people are interested in developing a certified commercial community kitchen in the Glenwood City area. These persons are interested in producing food products for direct marketin . g Janke and Larry Swain are preparing a grant application to fund a feasibility study. Small business management counseling sessions are scheduled for December S in Hudson. All available appointments have been filled and an additional day has been scheduled on December 9 in case more clients desire appointments. Janke is on the planning committee for aValue-Added Agr-iculture Conference scheduled in Eau Claire in February. The state agriculture departments in Wisconsin and Minnesota and several t other organizations are providing financial assistance. The purpose is to help establish or improve businesses that wish to direct market agricultural relatedx roducts. The oal is to increase the p g amount of profit for the local producers by reducing the amount taken by the "middle man." The conference will feature Pete Reese, who is known as the "agri-preneur. ~ Case studies of numerous successful value-added agriculture businesses from the upper Midwest will be discussed. 4-H Youth Develo ment Re ort 4-H Leader's Retreat and Club officer Training: Reaman distributed a copy of the program from the 4-H Leader's Retreat. Educational workshops included effective delegation, enhancing club meeting through recreation, planning efficient project meetings and capitalizing on teens in your 4-H club. The 4-H Club Officer Training, lead by the 4-H Jr. Leaders, was held in conjunction, with the Leader's. Retreat. Forty participants attended the two educational programs on leadership. New County wide 4-H Project Committees: Three new project committees have been organized 3 to help expand educational programs for 4-H members. Those committees are llama oat and ,g ceramics.
