DEVELOPMENT MANAGEMENT PLAN & ZONING ORDINANCE
STEERING COMIVVRTTEE
JANUARY 29,1995
GOVERNMENT CENTER, HUDSON
PRESENT: Vice Chairperson Dick King, Art Jensen, Bill Peavey, Cyril Cernohous, Jan Hinchman,
Carolyn Barrette, Linda Luckey, Dave Hense, Jim winzer, Kermit Thompson and Ron
Raymond. Staff: Dave Fodroczi, Jim Janke, Mary Haupt, Jay Tappen, and Jerry Chasteen.
Zoning work Group and other guest members: Bob Pierce, Diania Tweed ~DOT~, and
Ray Drake (DOTS.
ABSENT: Tom Dorsey; Jack Breault and George Menter excused.
Vice Chairperson King called the meeting to order at 9 a.m. Motion by Barrette, seconded by VVinzer to adopt the agenda. Motion carried. Motion by Barrette, seconded by Hinchman
to approve the November
20 minutes. Motion carried. The next meeting is scheduled for Thursday, February 19, 1998, at 9 a.m.
Project Status Report
Fodroczi reported on two items: the policies of the management plan and follow-up on the work being
done by the zoning work group, adding that a joint meeting should be scheduled.
Development Management Policies
Tappen stated that staff have reworked the draft of Chapter 6 of the Development Plan and Policies which
the Committee received to review. Tappen gave a review of topic lists, pointing out the changes that have
been made since the last meeting and asking for input and comments from the committee. Discussion. Tappen explained "receiving areas" and ghost platting. There was also discussion
on what constitutes a
"closed depression." Staff will refine the wording based on impact.
Zoning Ordinance
Fodroczi reported the Zoning VVark Group met last week, and afollow-up meeting is scheduled for
February 5. The Committee scheduled a joint meeting with the Zoning Work Group on February 10,199$,
at 7 p.m. at the new Agricultural Service and Education Center in Baldwin to review the draft ordinance.
Staff will mail all completed chapters and any revisions from the workgroup's meeting next week.
Motion by Hinchman, seconded by Raymond to adjourn the meeting at 10:30 a.m. Motion carried,
