MINUTES
DEVELOPMENT MANAGEMENT PLAN & ZONING ORDINANCE
STEERING COMIVIITTEE
February 19,1998
Government Center, Hudson
PRESENT: Dick King, Cyril Cernohous, Carolyn Barrette, George Menter, Art Jensen, Ron Raymond,
Tom Dorsey, Jan Hinchman, Dave Hense and Kermit Thompson. Staff: Dave Fodroczi,
Ellen Denzer, Jim Janke, Jay Tappen, Cindy Sherman, and Jerry Chasteen. Guests: Ray
Drake, Tony Steiner, and Sam Huffman.
ABSENT: Bill Peavey, Linda Luckey, Jim Winzer and Jack Breault, excused.
Vice-Chair Dick King called the meeting to order at 9:05 a.m. Motion by Raymond, seconded by Barrette,
to adopt the agenda. Motion carried. Motion by Barrette, seconded by Hinchman to approve the February
10, 1998 minutes as corrected and January 29, 1998 minutes as presented. Motion carried
Project Status Report
Planning Director Dave Fodroczi reported that staff is still researching what is needed to update the
Farmland Preservation Section. Discussion on the meeting in Baldwin with the Zoning Workgroup. King
stated that he felt the meeting went very well. Fodroczi pointed out that except for a couple of minor
things and the question of Board of Adjustment membership there was consensus on the rest of the
material. Raymond stated that he feels the BGA membership issue will take a lot of discussion, by groups other than the Steering Committee and Workgroup to be sorted out.
Chapter 6 Development Plan and Policies
Jay Tappen of West Central Wisconsin Regional Planning, reviewed Chapter G, including staff changes.
Discussion. Motion by Raymond, seconded by Hense to approve Chapter 6 with changes as discussed.
Motion carried.
Zoning Ordinance
Fodroczi reported that the workgroup will be meeting next week, They will go over signs, airstrips, and
Chapter 6. They will also start reviewing district language. Discussion on the composition of the Board
of Adjustment. Should this be reviewed by the Planning, Zoning and Parks Committee or the Administration Committee? Should the towns by asked what they think or
should the full County Board
be asked its opinion? Members of the Planning, Zoning and Parks Committee stated that they will review
the issue. Town members on the Committee were encouraged to ask their boards opinions.
Dave Hense excused at 10:45 a.m.
Chapter 7 Implementation
Chapter 7 on Implementation was not ready for this month. It will be reviewed in March.

ether Business
Raymond reported that he was contacted by Faul Setherstrom of NorLake, who is a member of a
committee investigating retention of area workers. Setherstrom asked if he could address the Steering
Committee regarding affordable housing and transportation issues which impact worker retention.
Committee agreed to have Mr. Setherstrom attend the next meeting. Raymond will contact with staff
assistance.
Motion by Barrette, seconded by Thompson to adjourn. Motion carried. Meeting adjourned at 10:55 a.m.
