Vice Chairperson King called the meeting to order at 9:05 a.m. Motion by Raymond, seconded by
Cernohous to adopt the agenda. Motion carried. Motion by Cernohous, seconded by Hirschman to approve
the March minutes. Motion carried. The next meeting is scheduled for Thursday, May 21,1998, at 9 a.m.
Affordable Housinglworker Retention
Paul Sederstrom, the Personnel Director for NorLake Inc., is a member of a Housing Task Force concerned
about the lack of affordable housing for workers in the Hudson area. Sederstrom presented information on
the average wage, home ownership costs, rental costs and programs to assist people in getting housing. He
encouraged the Committee to be proactive in encouraging affordable housing and allowing a mixture of
affordable housing throughout the area. Discussion. Committee members indicated that taxpayers are
concerned about housing which does not cover the cost of schools and other tax burdens. They are very
careful in their approach to multifamily housing. The committee members thanked Mr. Sederstrom far his
information and encouraged him to continue to look at options.
Project Status Report
Denier reported comments from the zoning workgroup on Chapter 6. They would like to see a statement
regarding wildlife management. Denier added that several people have called expressing interest in the plan. The workgroup was interested in the amount of potential growth the
plan allowed. Denier said she
worked up very rough numbers which did not include the town of Troy because of the variety of planning
areas in the township. The densities allowed in the Agriculture Planning Area could allow up to 3,500
additional people in each town, without clustering, with clustering this number grows to 14,000 additional
people per town. Total possible growth in the Agriculture Planning Area is from 40,000 people, without
clustering to 170,000 people with clustering. In the General Rural Planning Area the densities allow from
90,000 people without clustering to 140,000 people with clustering. The densities in the Transition Planning
Area for just the Town of Hudson allows 50,000 additional people. Roughly combining these f gores, the
plan densities could allow from 1$0,000 to 360,000 additional people in the County. These numbers are
significantly higher than the projected population growth in any of the planning areas and are not
realistically going to occur.
Chapter 6 Development Plan Policies
Denier presented information on allowing density to be transferred from one forty to another in the General
Rural Planning Area and from three forties to a fourth in the Agriculture Planning Area. She illustrated the
concepts and proposed appropriate policies be added to Chapter 6. The Committee agreed. Staff will

prepare policies as discussed.
Discussion on providing towns with a report on the plan and ordinance, Raymond reported that there is
interest among the towns and the topic is being discussed. Committee agreed there should be a meeting as
soon as possible. Staff will review possible dates and plan to hold meetings in May in Hudson and New
Richmond. The Planning Department staff will meet with the towns individually over the summer months.
Chapter 7 Development Plan Implementation
Jerry Chasteen reviewed Chapter 7. Discussion. Committee members suggested wording changes to
encourage consistency between County and Town plans. Motion by Hense, seconded by Jensen to approve
Chapter ?with the proposed corrections and revisions. Motion carried,
Zoning Ordinance
Fodroczi handed out a list of the proposed districts. Committee members were asked to review for
discussion, changes and approval at the next meeting,
Motion by Hirschman, seconded by Raymond to adjourn the meeting at 10:30 a.m, Motion carried. III
