MINUTES
DEVELOPMENT MANAGEMENT PLAN & ZGNING ORDINANCE
STEERING COMNIITTEE May 21,1998
GOVERNMENT CENTER, HUDSON
PRESENT: Vice Chairperson Dick King, Cyril Cernohous, Carolyn Barrette, Jerry Larson, Art Jensen,
Ron Raymond. Staff; Dave Fodroczi, Jim Janke, Jay Tapper, Cindy Sherman and Judy
Kahler. Guests: Bob rolle and Kris Belling. ~
ABSENT: Jan Hinchman, Bill Peavey, Kermit Thompson, Linda Luckey, Jim Winzer, Dave Hense
and Jack Breault excused.
Chairperson King called the meeting to order at 9:05 a.m. Motion by Barrette, seconded by Cernohous to
adopt the agenda. Motion carried. Motion by Raymond, seconded by Cernohous to approve the April 16,
1998 minutes as presented. Motion carried. Supervisor Ron Raymond announced that Dick King will be
chairman of the Committee and Raymond will be vice chair.
Project Status Report
Planning Director Dave Fodroczi reported that public information meetings on Chapters 6 and 7 were
scheduled for Monday, May 18~, at Hudson and Thursday, May 28~ at New Richmond. Notice was sent
to the media, all interested citizens and alI municipal officials with a separate cover letter encouraging the
town officials to attend. A meeting has been scheduled with the Towns of Hammond, Baldwin, Rush River
and Eau Galle.
Denzer reported that approximately 50 people attended the meeting on Monday. The sign-in sheets, with
handouts from the meeting were passed around, There was .good feedback from most of the people at the
meeting with some expressing dissatisfaction with the plan. Discussion on the confusion regarding planning
and zoning. Fodroczi explained that it is legal to change a property's zoning, A greater effort will be made
in the opening remarks at the New Richmond meeting to clarify that the planning map is not zoning.
Zoning Grdinance
Denier handed out a chart of the zoning districts available by planning area. Fodroczi reviewed the list of
districts. Discussion. Staff will review the proposed changes based on comments.
Farmland Preservation Policies
Jay Tappen of West Central Wisconsin Regional Planning reported that the map should be ready soon. It is
a very large database including all zoned parcels and agreements. The system has been unable to rapidly
analyze the data but they hope this will be resolved with some software assistance.
Planl4rdinance Review Process
Fodroczi reviewed the timetable on the completion of the project. Discussion,

Other Business
Bab Rolle from the Town of Troy Planning Committee asked to address the committee. He stated that he is
very impressed with the plan and the public involvement to date, He would like the committee to consider
eliminating the density bonus for cluster or conservation site design. ]He felt that developers will decide to
cluster because it is acost-effective route without the added incentive of a density bonus, The Town of Troy
does not offer a density bonus with its cluster ordinance, and he asked the committee to consider changing
those provisions in the plan.
The next meeting will be June 1 S at 9 a.m. Motion by Cernohous, seconded by Raymond to adjourn.
Motion carried. Meeting adjourned at 11:10 a.m.
