Owner Responsibilities
• t he current owner, and each subsequent owner, shall receive a copy of this letter including mshuctions relating
to proper use and maintenance of the system. Owners shall receive a copy of the appropriate operation and
maintenance manual and or owner's manual flit the POWTS described in this approval SPS 383.540
• In the event this soil absorption system or any of its component parts malfunctions so as to create it health
hai.rrd, the propem owner must follow the contingency plan as described in the approved plans.
A copy of the approved phux, specifications and this letter shall be on-site during consnnction and open to
inspection by authoriicd representatives of (he Department, which may include local inspectors. All permits

fhc following shared sanitary system design discussion focuses on the proposed Iii Bedroom.
2400 gallon per day sanitary system to serve Lots 39 thru 42 of the Rolling Hills Farm
Subdivision. 'this plan complies with the St. Croix County Land Usc and Development
Ordinances. A `Conservation Development', Rolling 1 [ills Farm is designed Ibr 77 lots serviced
by 22 dispersal components located on common ground. Appropriate casements and
maintenance language were required prior to final approval.
The St. Croix County subdivision ordinance requires that each buildable lot has a soil and site
evaluation completed. For these 4 lots the mound dispersal area will be located on an existing,
tested area southeast of lot 39 within the common area. the sanitary easement tier these three lots
is designated as drain field easement area 12.
A four bedroom maxintnm design flow has been established for each lot. 'Hie county will require
a sanitary permit Jor each lot prior to construction for setting the scpticltreatment components
verifying the design flow for each lot" fhcsc lots will required to set an aerobic treatment tank
with built in trash capacity that will be connected to a 4 conveyance pipe that will gravity flow
to a common duplex dose tank located 50f t. cast of Lot 39's south lot line. that will alternately
distribute the highly treaded effluent to a common mound dispersal system consisting of an 8.0 ft.
x 182 ft dispersal cell.
The soil tests completed by David Steel are provided. I he 13M for the soil test for Lot 39 equals
100.00' or 1058.75' using NAVD 88 Datum. A series of wooded hubs were set around the
sanitary casement area as well as shots taken on the existing lot irons. As it has been 16years
since the original soil tests, a surveyor was hired to locate the existing irons as the agricultural
fields within the subdivision had continued to be cropped.

The Model 122 control panel is designed to alternately control two 120. 20& or 240 VAC single phase pumps in water and sewage
installations- The alternating action equalizes pump wear In addition to the alternating pump control, this system provides override

The septic tank shall be maintained by an individual certified to service septic larks under sec.
281.18. Stars. fhe contents of the septic tank shall be disposed of in accordance with NR 113.

The operating condition of the septic lank and outlet filter shall be assessed at least once every 3
years by inspection. 'The outlet filter shall be cleaned as necessary to ensure proper operation.
I he filler cartridge should not he removed unless provisions are made to retain solids in the tank
that may slough off the filter when removed from its enclosure. If the tiller is equipped with an
alarm, the filter shall be serviced if the alarm is activated continuously. Intermittent filter alarms
may indicate surge flows or an impending continuous alarm. The septic tank shall have its
contents removed when the volume of scum and sludge in the tank exceeds V3 the liquid volume
Of the tank. I f the contents of the tank arc not removed at the time of an assessment. maintenance
personnel shall ad%kv the owner of when the nest service needs to he performed to maintain less

Note: A Simtech STF-100 effluent filter will be installed in the dose tank for each
force main to provide the filtering of the effluent to the dispersal cell.
Septic tank and Pump chamber risers, access risers and covers should be inspected fix water
tightness and soundness. Access openings used for service and assessment shall be scaled
watertight upon the completion of service. Any opening decrier( unsound, defective, or subject to
tailure must be replaced. Exposed access openings greater than 8-inches in dimucter shall be
secured by an effective locking device to prevent accidental or unauthorized entry to the tank
Warning: No one should enter a septic or other treatment or holding tank for any reason without
being in full compliance with OSHA standards for entering a confined space, the atmosphere
within the septic or other treatment or holding tutu may contain lethal gases, and rescue of a
person from the interior of the tank may he difficult or impossible.

Soil Absorption Component
The soil absorption component serving this structure is designed to accept domestic wastewater
from a residential facility. 'The limits of operation of this component are shown in'Iable 2.
The longevity of a soil absorption component depends greatly on proper and tinsel maintenance.
and system use within or below the limits of reliable operation. Good water conservation
practices by all occupants and the installation of water conserving plumbing fixtures are key
factors in extending the useful life of this component.
The soil absorption component's operation must be assessed by inspection at least once every 3
years. Lateral turn ups are provided at the ends of the laterals for the purpose of flushing the lines
of anv solids. Flushing these lines should be done every 18 months. Ilie inspcclion shall include
recording levels of pending, it any, in the observation pipes, and visual inspection for any
evidence of surface discharge front the component. On steeph sloping sites. areas of erosion
should be identified and reported m the owner for repair. The surface discharge ofdonreslic
wastewater ur sewage tiom the system is prohibited and considered it human health hanard.
I rallic around or over the soil absorption component should be avoided particularly during
winter months. The compaction or removal of snow cover over the component may lead to
hydraulic failure M frwrinp 'T'his type of failure is unudfv lentporary, but is difficult or
impossible to repair until weather conditions improve. In general, soil compaction over this
component will reduce diffusion of oxvgen into the soil and dispersal cull, which may lead to
more intense, and earlier, clogging of the soil.
Planting of deep rooted trees and shrubs dirmth over or within 10 feet of the component should
be avoided since root intrusion into the component may obstruct wastewater Clow.

In the case of septic or dose tank component damage, measure, shall he taken to repair or replace
the tanks to there original operating condition. Problems with the pretreatment unit should be
addressed to the POW1 S Maintainer. Ili-annuaV annual inspections should present any complete
failure. Should failure ofthe distribution cell component happen, the systcut shall be inspected to
determine the cause of failure, effluent qualitv testing and wastewater flows. Steps taken to repair
or replace the dispersal cell may in%olyc the removal ofa bio-mat which would require cleanint,
or rcplacentcut of the distribution ncl\%ork as well as replacing the aggregate system and clot; cd
portions of the sand fill.
