Back in 2006 you sent a check ( #14086) for $500 that went to Product Approval with Mike Beckwith. As I read the May 7, 2007 letter from Lenny Kanter, originally the paper work you mailed in was for a Plumbing Product Experiment. Then it was changed to a POWTS Experiment. When you complete the form and send it in an Experimental Number will be assigned. At that point you will get a $200 rebate because the fee is $300 for an POWTS Experiment. According to Roman, Lenny was incorrect to say 15 systems per County. It should have been a total of 25 systems for the Experiment. Once this is assigned an experimental number, you can start sending in designs. As you know these individual sites will be submitted under Individual Site Designs. One such experimental system has been installed in Rush :r River, which included a pretreatment unit and a groundwater monitoring sensor that Recling prevents use of the mound when conditions are unfavorable for wastewater 715 -386 -4675 assimilation into the soil. We feel that the more highly treated effluent from this type of system, which alternates between on -site wastewater disposal and holding tank storage, is preferable to installation of a holding tank only. Our county Sanitary Ordinance Chapter 12.F.5 prohibits installation of holding tanks for domestic wastewater for new construction, so this type of system would be installed only for replacement of failed POWTS servicing existing dwellings. I will send electronic copies of this letter to Robert Kanter and Roman Kaminski and hope that you will receive approval from the Dept. of Commerce for future installations of experimental POWTS. The systems appear to be working as designed. The Linder site, which is has better drainage than the Burmeister site, has never had the system in "shut down" mode. The Burmeister site being very hydric, has shut down occasionally but has never had the need for the trash tank to be pumped. I found it interesting on the Burmeister site how loggers 44098 and 44097 had water levels which generally would raise together. Looking at the site, it makes sense that they should because of the drainage patterns of the area. The location of the "shut off' device appears to be where it should be so far. The water levels have been the highest in the device, causing the system to shut down before the actual groundwater /system elevation could reach the critical level. It will be interesting to see the Linder site readings in May. I anticipate a spike in the water levels. When we did the soil test last May, as Dennis was able to observe, water levels were almost to the surface of the ground. However, since the monitoring equipment was installed in November, groundwater has never been a problem. The soil mapping units for this area are the Clyde and Floyd series. These series are described as having either a Aquic suborder or subgroup taxonomic designation and are likely saturated to within 12 inches of he surface during the growing season. It is my opinion that the soil conditions observed qualify as hydric and that no onsite dispersal system should be installed because of a high seasonal water table. The soil profile in the tested area can be described as: 00 -12" 2.5/N sil, with high OM content. 12 -18" 10YR 3/2 sil, with c2d 10YR 5/6 rmfs. Free water stabilized at about 14" after about 10 min. One other soil boring was constructed near the south property line just south of the basement foundation. Redoximorphic iron concentrations were apparent throughout the A horizon material as iron masses and pore linings. It appears that there is no suitable soil are available on this property and that a holding tank will need to be used as permitted by the county. My initial assessment of soil conditions at this site was that the level of seasonal soil saturation might be near the ground surface for a significant amount of time during the year. It is my opinion that this site qualifies for a holding tank system such as the one currently approved. However, there will also be significant periods throughout the year that the saturated zone will be well below six inches and this would allow on -site treatment and dispersal of sewage effluent. Halverson Brothers Plumbing of Black River Falls has proposed the use of dry season mound systems to overcome very shallow seasonal perched groundwater conditions. These systems automatically shut down effluent dispersal when the level of saturation rises to a predetermined elevation — usually 8 to 12 inches below grade. When the dispersal system is shut down, sufficient storage capacity is built into the system to store treated effluent for five days to several weeks depending on water use habits of the occupants. According to your report and to my recollection, the upper 12 inches of soil is well structured indicating that if the soil is unsaturated treated effluent should easily infiltrate the upper portion of the soil profile. The slope of the site (3 -5 %) should aid in moving effluent away from the point of application /infiltration. I would recommend that the basal soil application rate not exceed 0.2 gpd /ft2 and that the linear loading rate be less than or equal to 4.0 gpd /ft. The sand lift used should be 24 inches to ensure complete treatment for pathogens. Prior to the initial plowing of the soil surface a 3 -inch layer of sand should be placed across the basal area and plowed through using a chisel plow. The remaining sand depth is placed over the plowed - in sand to the predetermined elevation. No sand should be placed in the most down slope 2 -3 feet of the plowed area to ensure the mound topsoil cap blends into the natural topsoil. An up slope surface water diversion or drain the should be incorporated into the design to create a dewatered shadow area down slope where the mound will be located. The diversion or tile line should extend 25 or more feet past the ends of the mound but may be as close as 10 -15 feet from the up slope toe of the mound component. The owner recognizes that the county, Department of Commerce, or POWTS maintainer may make periodic Inspections of the components to complete performance monitoring of the unit. 5. Four locations were examined across the basal area. The site was cleanly mowed and generally dry on the surface with the exception of a few srnall depressions containing nominally 0. l inch puddles less than a foot im diameter. One soil sample was clearly suitable for mound installation and one was marginally suitable. Two samples representing the south. -east end were wet, and the soils made wires when worked. My opinion is that at least an additional day of drying is desirable, taking, a chance on this evening's possibility of scattered showers. Today should be a good drying day. If significant precipitation does not occur in the next 24 ]Hours, Wednesday might well be the best day for construction. Given the soils and landscape position of the site, perfect conditions may well be unobtainable this fall Unless unseasonably dry Weather should persist for many days. Construction under less than ideal conditions will likely somewhat increase the periods when the system reverts to holding tank status. If construction proceeds on Wednesday, I'd recommend that the site be chisel plowed as early in the day as possible, starting at the southeast end. The chisel - plowed surface should then be left undisturbed for the balance of the morning while tanks are installed. This will give the soils a chance to dry a bit Clore. Then the few inches of sand may be placed and chisel plowed in prior to placing the balance of the sand fill and mound construction. Surface water runoff shall be diverted from the observation wells. • The construction and installation of the observation tubes are to follow the procedure described in s.Comm 85.60 (3)(f) Wis. Adm. The nature of the holding tank aspect of the design requires that the septic tank is to be used as a holding tank and all requirements of the submitting pumping reports remains in effect. • The MULI -FLO unit must be installed in accordance with the manufacture's printed instruction and system sizing criteria found in Comm 83, Wis. Adm. Code. If there is a conflict between the manufacturer's instructions and the plan approval, the plan approval and code requirements will take precedence. • A maintenance and monitoring contract for the MULTI- FLO unit is required for as long as the unit is in service. • Per Comm 83.21(2)(c)5, Wis. Adm. Code, if any part of the POWTS management plan specifies servicing or maintenance at an interval of 12 months or less, the activity must be recorded with the deed for the property. If the activi1y has not been recorded, a sanitarypermit can not be issued. • Limited activities are allowed in the area 15 feet down slope of the mound component area. Owner Responsibilities: • Appropriate St. Croix County and Department of Commerce employees shall be permitted access to the property at any reasonable time of the day for the purpose of inspecting and monitoring the system. • Comm 83.52 Responsibilities. The owner of a POWTS shall be responsible for ensuring that the operation and maintenance of the POWTS occurs in accordance with this chapter and the approved management plan under s. Comm 83.54(1). • Comm 83.52(2). A POWTS that is not maintained in accordance with the approved management plan or as required under s. Comm 83.54(4) shall be considered a human health hazard. • Comm 83.55. The owner is responsible for submitting a maintenance verification report acceptable to the county for maintenance tracking purposes. The Department's Individual Site Design team has reviewed a similar petition and design on June 30, 2005. The recommendation is to approve with design considerations. The POWTS Program Matrix Chief, Brad Johnson, is also in agreement that this variance be approved under the same conditions as stated above and on page 2 of this letter. 3. The Department's Wastewater Specialist, Leroy Jansky, has made an on -site visit to the property. Based on his findings he supports the use of the shut -off mechanism for this project. 4. As a condition of approval of these plans this system management section must be reviewed with the owner, and the owner must be provided with a complete set of plans including this management section. If problems develop with the adsorption system or any other system components, the installing plumber or the St. Croix County Zoning Office, 715- 386 -4680, should be contacted for assistance. General Proper functioning of an on -site disposal system, "septic system," is significantly dependent on the volume of water which flows into the system and the level of contaminants in that volume. The lower the volume of water and the lower the level of contaminants, the better and longer the system will function. Typical system components include a septic tank or compartment to settle out solids and contain greases and oils, a filter on the outlet of the septic tank to retain small particles of the same density as water, a dose tank or compartment to allow a dose to be accumulated, a pump and controls or automatic siphon, and finally some type of soil adsorption cell to recycle the water in a manner to protect ground water quality and public health. 1. If the septic tank is installed prior to sheet -rock and/or painting, pump the septic tank before normal use begins to ensure adherence to contaminant load design criteria. 2. Install water- saving appliances whenever and wherever possible. 3. Repair even small water leaks as soon as possible. 4. Never pour grease or oil down any drain or stool. 5. Garbage disposals are not recommended; if you must have one, use it sparingly 6. No paper products other than tissue should go into the system. 7. No chemicals should go into the system. 8. Avoid surge flows of water; try to spread laundry throughout the week. 9. Septic tank effluent must be less than or equal to the design criteria specified in page 2 of these plans. 10. If septic or dose tanks are no longer used, they must be properly abandoned. 11. If construction timing and weather could create a frozen infiltration system, weather - proofing with plastic sheeting and heavy mulching may be required to maintain a functional system at start-up. 12. The upslope toe of the mound system must be landscaped with additional fill to blend this area into the upslope natural grade; in a manner to minimize the possibility of the system trapping surface run- off, final settled slope must be 2 -3% diverting near surface run -off around the ends of the system. Maintenance 1. The septic tank must be inspected every three years by a properly licensed person. 2. If necessary, the septic tank must be pumped to remove solids and scum; pumping is required if the combined scum and solids volume equals one third of the tank volume. 3. When the septic tank is pumped, any solids in the bottom of the dose tank and aerobic treatment tank must be pumped, and the filter must be back - washed into the septic tank to remove accumulated material. System use may require more frequent filter cleaning; initial inspections of the filter should be made every 6 months until a minimum time sequence is determined. 4. Periodic observation pipe inspections should be made by the owner to examine the state of the in -situ soil adsorption cell. Quarterly inspections are recommended; a licensed plumber should be notified if effluent is consistently ponded in the adsorption cell. 5. This system has an aerobic treatment tank which must be inspected every six months according to specifications and contract 6. This system has an automatic shutoff feature which will disable the dosing pump during periods of high ground- water; during these times the system will revert to a holding tank which must be pumped until ground water levels allow continued use of the mound system. If the alarm for the holding tank component activates, a septic pumper must be contacted and the tank pumped. 7. The pumping components for this system include an alarm which must be installed and remain on a separate circuit from the pump. If the alarm is activated, minimize water use and notify a licensed plumber for service as soon as possible.. 8. Avoid compaction such as vehicle traffic within 15' down -slope of the adsorption system. 9. Avoid disturbing the system itself such that might encourage erosion or disturb the required seeding of the system. 10. Particularly avoid winter traffic such as sliding or snowmobiling which might compact snow and lead to increased frost depth. 11. Surface drainage must be diverted around the system; avoid landscape changes which might send surface run -off into the system area. 12. Warning: Do not enter septic, dose or other treatment tanks; death may result because they may contain lethal gases or insufficient oxygen. Contingency Plan Wastewater monitoring of volume and quality is not a normal requirement for low effluent strength systems; such monitoring may become necessary if problems develop. Any necessary monitoring shall be done in accord with the requirements of Comm 83.54 (2). Pumping and hauling of wastewater may be necessary while analysis and repairs are implemented. Additional testing, designing, and/or installation of additional treatment components or conversion to a permanent holding tank may be necessary. Page 11 of 12 ri� r Burmeister Construction Addendum Mound construction must take place under relatively "dry" soil conditions as specified by the mound component manual and follow removal of as much vegetation as possible over the entire area of the mound footprint. Prior to chisel plowing, and following vegetative removal, three inches of ASTM -C33 mound sand shall be placed over the sand basal area; this sand will be chisel plowed into the sand basal infiltrative surface. Note that the three inches of sand will not be placed over the down -slope 3.5 feet of interface with the dirt cap. Following chisel plowing the required two feet of ASTM -C33 mound sand may be placed and mound construction may proceed as usual. A diversion ditch will be constructed north of and parallel to the south lot line which is nominally the south fence line. The ditch bottom will be flat, two feet wide, and constructed one foot below existing grade; side slopes will be 5:1; the finished structure will be twelve feet wide. The ditch will commence approximately ten feet west of the well and terminate about thirty feet east of the southeast down -slope toe corner. All ditch slopes and bottom will be seeded to minimize erosion at the same time as the mound soil cap is seeded. The diversion structure must be maintained in an as-built condition. A subsurface drainage tile will be installed using a single EZ -FLO 12" synthetic aggregate. The drainage tile will commence at the nominal center of the mound structure near a surface elevation of 101.0. The bottom of the aggregate gg ate will be a nominal al 1.5 below grade throughout the run and will terminate to the south at the surface drainage structure and to the north nominally 25 feet past the mound structure. Care must be taken to install the aggregate with no low spots; final developed pitch of the subsurface drainage will be a uniform 1.25 percent. The upslope toe of the mound structure will be shaped with additional fill dirt such that a final, settled slope of 2 -3 percent is established to the northwest and to the southeast round the mound structure. This is to ensure than near surface precipitation is diverted around the ends of the structure and not trapped in a dam effect. Pour locations were examined across the basal area. The site was cleanly mowed and generally dry on the surface with the exception of a few small depressions containing nominally 0.1 inch puddles less than a foot in diameter. One soil sample was clearly suitable for mound installation and one was marginally suitable. Two samples representing the south -east end were wet, and the soils made wires when worked. My opinion is that at least an additional day of drying is desirable, taking a chance on this evening's possibility of scattered showers. Today should be a good drying day. If significant precipitation does not occur in the next 24 hours, Wednesday might well be the best day for construction. Given the soils and landscape position of the site, perfect conditions may well be unobtainable this fall unless unseasonably dry weather should persist for many days. If construction proceeds on Wednesday, I'd recommend that the site be chisel plowed as early in the day as possible, starting at the southeast end. As a condition of plan approval, a copy of these plans must be given to the owner and this information reviewed with the owner. The capacity of this system's holding tank is 2000 gallons. Under Wisconsin average use conditions of nominally 50 gallons per person per day, the tank will become full after about 20 days of use by two people. Water conservation measures including the use of low flow water fixtures will extend this time frame and are recommended. A water meter must be installed on the potable water service to this residence. The holding tank is equipped with an alarm which is installed 31 inches below the maximum water level of the pump compartment. The alarm will function when about 500 gallons of capacity remain; this is about five days of average flow for two people. At this time a licensed septic pumper must be called to pump the tank before maximum capacity is reached. Septage disposal will be by approved methods according to the Holding Tank Servicing Agreement filed with the county permit application for this system. The licensed pumper is required to submit a report to the county within ten days of any servicing - such as pumping - of this system.
