Staff present: Finance Director Rich Loney, Corporation Counsel Greg Timmerman and County Clerk Sue Nelson. Others present: (for all or parts of the meeting) Suprs. Peterson, Speer, Jacobson, Olson, Standafer, Mehls and Mortensen. Motion to adopt the agenda by O'Connell, 2nd by Dorsey. Carried. Consideration of Wage Study: Chair Brown noted two Finance Comm. members were missing and he preferred they participate in this discussion on wage study for non represented employees. Supr. Speer read from Personnel minutes that Brown supported a wage study in 1999 with funds from Contingency Fund. Personnel Chair Peterson said the existing wage grid is out of date. Supr. Olson said a plan was approved for non-represented employees by the Personnel Committee but Supervisors wanted more information. i Corporation Counsel Timmerman said the Finance Committee makes the decision on use of the Contingency Fund but a wage study is a policy issue and should be approved by the County Board. Motion by Dorsey, 2nd by Brown to delay the wage study until the November 1Oth Finance meeting. Carried. Truck for Parks Department: Motion by Dorsey, 2nd by O'Connell to change $23,000 to $20,000 for truck trade in. Planning, Zoning and Parks Committee had agreed to reduction. Carried. Communication/Command Post Van: Brown suggested putting $35,000 in an escrow account this year and spread the purchase price of $89,725 over two years. Supr. Mehls said the present van could be run another year but it is a sub standard unit. We need a command post now not just a communication unit. Former Administrative Coordinator Krizek had advised Mehls money could not be escrowed for another year. O'Connell and Dorsey stated the County Board should make the decision on the purchase of the van. Discussion on 24' unit vs the proposed 30' unit, Mehls pointed out the problems with a small unit such as no under floor storage, no toilet or mini gallery. Supr. Standafer commented on spreading the purchase over two years since it is a large cost for a unit used infrequently. He 1 I, I i asked if joint ownership had been considered (example, two counties). No recommendation was made by Finance Committee. Per Diem Increase for Supervisors: Administration Committee Chair Standafer said a comparison on per diem payments in other counties was done. The Admin. Committee is forwarding a resolution to the County Board recommending an increase from $40 to $60 per day and increase the extra evening meeting from $25 to $30. Increases would be effective following the April election. Total impact would be about $24,000 for year 2000. Motion by O'Connell, 2nd by Dorsey to approve the recommendation of the per diem increase. Carried. Budcret Summary: Brown said the 2000 Contingency Fund stands at $854,860 which includes $524,249 for wage increases and $330,611 for true contingencies, Supr. Standafer commented on the upcoming 2000 census and anticipates some expenses related to the census. Finance Director Loney said any changes made to the budget during the County Board session would be handled through the Contingency Fund. Brown said he would rather have $360,000 to $370,000 for true contingencies. It was recommended to put the anticipated $50,000 unused this year in next year's fund.
