Regular Meeting December 10, 1999
Meeting called to order by Chair Brown at 8:35 a.m. Members present:
Don Brown, Tom O'Connell, Tom Dorsey, Robert Boche and Herb Giese.
Staff present: Corporation Counsel Greg Timmerman, Finance Director
Rich Loney and County Clerk Sue Nelson. Others present: Suprs. Dowd,
Speer, Irwin, Bieraugel, Standafer, and Vice Chair Jacobson. Also
present were insurance agents John Fehr, Sandeen Agency; Warren
Wangen, BPA; Linda Skoglund, J.A. Counter and Assoc.; Karen
Drewiske, St. Croix Valley Insurance. Employees Rich Monn and Janet
Smith attended all or part of the meeting.
Motion by Boche, 2nd by Giese to adopt the agenda. Carried. Motion
by Giese, 2nd by Dorsey to approve the November minutes. Carried.
Next meeting is January 7, 2000.
Vouchers: Chair Brown had reviewed the bills earlier and found no
problems. Motion by O'Connell, 2nd by Boche to approve payment of the
vouchers. Carried.
Interim Administrative Coordinator: Don Brown reported the County is
operating very well. No replacement has been hired at this time.
Discussion on County's Insurance: Brown noted the County carries
liability, property, life, disability and health insurance. Finance
Director Rich Loney highlighted each type of insurance.
The liability insurance is carried through WMMIC (WI Municipal Mutual
Insurance Corporation) which covers both counties and cities. The
County is a charter member and our premium is $87,886 and now our
premium rebate covers most of the annual premium.
The buildings, personal property, and fleet covered is with
Government Property Insurance which is an arm of the State. We have
$44.6 million coverage and the premium is $46,729.
The Worker's Comp is self funded by charge backs to departments.
Wausau Insurance administers this for $750.00 per month.
The Long Term Disability and Life is carried through UNUM and is
based on the employees' annual salary. The cost is .6240 of gross
wages for represented employees and .529% for non represented.
Employees can pay for extra coverage.
The Health Insurance is self funded with a current premium of
$647.00. Included in the premium is $20.55 per employee per month
administration fee by Humana; $45.46 for specific stop loss for
claims in excess of $50,000 per person; $1.13 for aggregate stop
loss. The County is now responsible for up to $4 million in claims;
any cost over that is paid by the aggregate stop loss. The health
insurance includes drug coverage. The Jeatran Agency from Menomonie
is the agent of record. Humana pays this agency $1,000 per month
which is included in the Administration costs.

The County Risk Manager Bill Husbands is paid $2300 monthly to assist
with Worker's Comp claims, monitor claims and losses, evaluate health
insurance and give general assistant with all insurance.
The Swenby Agency is used for bonding of county employees.
Chair Brown said the cost of health insurance is expected to increase
dramatically in the next few years with drugs increasing by 40. and
Doctor fees by 2001.
Brown asked for ideas from everyone-- Committee members, Supervisors,
staff and insurance representatives. Comments and questions were
written on the board by Supr. Bieraugel.
The Liability Insurance through WMMIC had general consensus this was
a good company and a good rate.
The Property Insurance through Government Property Insurance Fund
with a $9,817 premium and a $100 deductible was a good plan. Supr.
Standafer recommended a cost analysis using a higher deductible
allowing a lower premium.
The Workers' Comp claims are reviewed by the Risk Manager, Bill
Husbands. They are sent to Wausau Insurance by the Administrative
Coordinator's Assistant. Corporation Counsel Timmerman said
insurance law is state specific and asked why a Minnesota person was
our risk manager. Rich Monn, Maintenance person at the Health
Center, said Husbands had provided suggestions for fewer injuries by
Nursing Home workers. Workers' Comp insurance companies also have
safety engineers to provide programs and training. So far in 1999,
82 claims have been filed. Of these, 68 were forwarded and 14 held.
Long Term Disability and Life Insurance with UNUM. Cost of $3.42 per
$1000 per year of salary was believed reasonable. One problem was no
enrollment periods and what if there were additions or deletions to
the life insurance.
Brown said the Health.Insurance is a simple program but difficult to
change. Suggestions included offering a cafeteria plan such as 1000
coverage. $250 deductible or $1000 deductible. Or a plan with 1000
coverage, 80/200 up to $5000 and employee pay $1000 or 50/50. up to
$2500 and pay $1250. Or a four tier plan: employee, employee and
spouse, employee and children, and full family.
Employees should be surveyed regarding what coverage they want.
Brown thanked everyone for their participation.
O'Connell was excused at 11:15 a.m.
Tobacco Litigation: Administration Committee chair said the
committee reviewed the offer to join WCA in this suit to possibly get
dollars reimbursed to Counties. Administration Comm. does not
recommend the County join this lawsuit because there is no indication
of success, length of the lawsuit or continued cost.
Dorsey asked what is the smokers' cost to the County. Timmerman
commented our General Relief fund is very low; there are very few, of

any, jail inmates suffering from lung disease, Nursing Home residents
are mostly on Medicare and he does not believe Public Health cares
for many people with lung cancer. The costs to Medicare and State
funds would be greater.
Motion by Boche, 2nd by Giese to have Corporation Counsel Timmerman
develop a resolution and recommend the County Board not join the
Tobacco Litigation law suit. Carried.
Giese suggested our Legislators take some action on behalf of
counties for tobacco settlements.
Baldwin Hospital Generator: Boche said the Baldwin Hospital has
purchased a new generator since adding on to the Hospital. The older
125 kw one is for sale. This could be used at the Ag. Center because
there is no back-up other than a smaller 15 kw. This is for sale at
$8,000; a new one costs $60,000. Costs were estimated at $7,000 for
moving and hook up at the Ag. Center but Committee felt this was too
high and would check further.
Motion by Giese, 2nd by Dorsey to approve purchase of the used
generator for $8,000 and put installation costs out for bid.
Carried.
Hazardous Waste Budget: Planning Director Dave Fodroczi reported
$15,000 was received in unanticipated grant funds and lower contract
costs with Northwest Regional Planning for collection and disposal of
hazardous waste leaves an excess of $25,000. Fodroczi would like to
purchase new office furniture for the third office in that suite.
Two were approved during the budget process.
Motion by Dorsey, 2nd by Boche to approve up to $4,000 for office
furniture through line item transfer. Carried.
County Clerk:
Dog Damage Claim: Motion by Boche, 2nd by Giese to approve $124.50 for
Mike and Mary Barney for loss of chickens and peacock. Carried.
Safety and Security: Clerk Nelson reported the committee had
reorganized and she is chair and Bruce Brantner is secretary. The
committee agreed not to post signs that a video camera was in use.
Census Grant: Giese said the Department on Aging will sponsor and
administer the grant. Projected expenses were outlined. County would
match with inkind services such as office space, telephone and
supervision.
Motion by Giese, 2nd by Boche to approve grant application of
$6,254.27 with the County matching with inkind services. Carried.
Nonrepresented Compensation Package: Chair Brown said no package is
available at this time but the totals are. The Personnel Committee
decided to use a 17 WI counties comparison. Each grid was analyzed.
Costs for year 2000 is $283,661; 2001 --$298,794 and 2002 --$313,007.
The plan is 3°s across the board plus adjustments in positions that

did not meet the comparison. No position will receive more than an
8.5o raise.
Brown commended the Personnel Committee for their diligent work and
the long and arduous process.
Dorsey prefers no recommendation come from Finance to the County
Board.
Pay Grade for Computer Services Director: Brown said he has taken
over the duties of Administrative Coordinator and supervises the
Computer Services Dept. Timmerman advised a sub committee should not
be involved in Personnel matters. No action taken; place on January
agenda.
Comments: Boche asked about the Personnel Director paying Health
Insurance claims not covered by the HMO. Loney said he will share
information from this account with anyone who wishes to review it.
Timmerman and Nelson said the insurance information meeting was a
very good idea.
Facilities Manager Ralph Robole said he will check and get bids for
installation of generator and a diesel tank.
Supr. Speer, Public Protection Comm. Chair, referred to a letter she
sent to Finance regarding security windows for District Attorney and
Child Support Offices. Brown said these are next year's projects.
Also the letter addressed the use of the Victim Witness room adjacent
to Register of Deeds.
Motion by Giese, 2nd by Boche to adjourn. Meeting adjourned at 1:10
p.m.
