County Conservationist-Charles Christenson, Farmland Preservation Technician- David Sander, Lakes Cluster Project Manager-Pete Kling, Kinnickinnic Project Manager-Tim Popple, South Fork/Kinnickinnic Project Technician-Kyle Kulow, Secretary-Arlene Lier Meeting called to order by Chairman Art Jensen. Raymond made motion to adopt agenda. Berenschot seconded. Carried. Planning Meeting to Outline Department Priorities Sander listed priorities and the people responsible/involved with the jobs/projects. Venison processing - Sander spent 80 hours on project during 1998. #1- County Land & Water Resource Management Plan Wisconsin Act 27 (1997-1999 Biennial budget bill) amended Chapter 92:10 to require counties to develop the plan. The process will develop a local plan to address concerns within a county. Plan will be used as a future funding mechanism for county. Shall be reviewed annually. Some concerns we will need to address are: (1) Housing development. (2) Large farm operations - Change in clientele. (3) Urban versus agriculture. (4) Erosion control - construction sites. (5) Large corporate farms. (6) Bike trail and other recreational projects. Suggested Cheryl Bursik (Dragonfly Consulting) be contracted to assist in development of the plans versus doing the plan with staff. She has experience in preparing plans. Cost could be up to $8,000. Can be done entirely by county staff, however time commitment will mean some work will not be done this year. Other workload items discussed: #2 - Education How to involve schools - They are the people who eventually will be running the county. Popple commented that watershed projects have education as part of their plan. School field day is an annual event for some schools. Sander tries to work with ag instructors. Christenson commented on value of showing students that real people are involved (example, game warden with badge). Berenschot commented: Contact to school boards might be helpful.. Kinni Wet training - Find key teacher and train them, one teacher from each school. Watershed staff/resource link - Do not have time enough for staff to do all of the teaching. #3 - Ordinance/Policy writing There is a need to amend ordinances for the county and develop policies to enforce the ordinances. 590 Plan is Animal Waste Utilization Popple explained - Baldwin Dairy - 1,800 acres versus original 200-acre farm. Animal waste permit generates 590 plan. This includes conservation plan, prior to the 590, which is our job. The 590 plan will likely be prepared by consultant. Future items to look at are: Review fees for permit. Board of adjustment - fee for annual review? Berenschot stated - Wisconsin Counties Association appointed him to Ag Committee, State of Wisconsin. Burri commented: Suggestion for enforcement, such as $1.00/cow for annual review. One thing that has not been well understood is that any cropping change, land ownership, rental, or other operation change will require a review of the conservation plan along with the 590 plan. Can be very time consuming. Raymond commented - What do we see as the major objectives to have to accomplish in the next 10 years? Kling commented - What should small landowners do to take care of the land? FSA/NRCS - Working with active farms and monitoring help to them. Working with small tract landowners. What is `T" - Tons per/acre per/year soil loss permitted and still maintain productivity of land for long period. Staff to invite Cheryl Bursik (Dragonfly Consulting) to February LWCC meeting. Work into process - Education plan - Work in conjunction with Ag Agent Lee Milligan. County Resource Plan (broader perspective) - How do we deal with large farmer? What are 4 major points? Nature of county changed since county started working with county plan. What will the LWCD be in the next 10 years - Plan will be submitted to State for review. Fee structure in zoning office to pay for review services. How to get there. Cody questioned county land use and LWCD plan (2 separate) - how to get there - nice land and clean water.
