CROIX COUNTY LAND & WATER CONSERVATION/RESOURCE & EDUCATION COMMITTEE Agricultural Center, Baldwin, WI February 2, 1999 Members Present: Leon Berenschot, Lois Burri, Jim Cody, Art Jensen, Ron Raymond Members Absent: Chris Bethke Staff Present: County Conservationist-Charles Christenson, County Technician-Bob Heise, Tim Kinnickinnic Project Manager-Tim Popple, Secretary-Arlene Lier Others Present: Jay Custer-MRCS, Dave Hausman-DNR, Roger Swanson-UW-Ext, Ruth Stern-Pierce County LCD, Leroy Peterson-Pierce County Board, Erling Lestrud-Francis Ogden-Mark Lobermeier-Kinni Steering Committee, Cecil Bjork-River Falls Mayor, Craig Olson-River Falls Meeting called to order by Chairman Art Jensen. Cody made motion to adopt agenda. Berenschot seconded. Carried. Berenschot made motion to approve January 5, 1999 meeting minutes. Seconded by Cody. Carried. Next meeting is scheduled for Tuesday, March 2, 1999 at 9:00 a.m. DNR Dave Hausman (Conservation Warden) reported: Parker Creek Case - He had met with farmer, Eric Swenson, several times to attempt to identify source of problem. Farmer was not convinced he did anything wrong. He did agree to do some conservation practices to minimize any future problems. State Statute was used which pertains to water pollution law - any waste product that anybody causes to enter into waters. D.A.'s office wanted some teeth in the settlement. Mr. Swenson did not like some items in plan. They tried to make this settlement something he could live with. D.A. said he would have to file charges if an agreement was not reached. Worked out an agreement so it did not have to go to court. Agreement was negotiated with D.A. for incorporation within 48 hours - 200 foot grass buffer along waterway. Also assessed a $200.00 forfeiture. Final action was handled by the D.A.'s office. Landowner also must follow a nutrient management plan. WILDLIFE DAMAGE PROGRAM Reported on claim (Sam Morrow Bushnell Lake area) geese - 13.2 acres soybeans - 17.8 bushels/acre on damaged area - 48 bushels yield on undamaged area ($2,137.85 after $250.00 deductible). Berenschot questioned whether Morrow had crop insurance on the soybeans. Berenschot made motion to approve the $2,137.85 claim minus any crop insurance payment. Raymond seconded. Carried. PRIORITY WATERSHED PROJECTS Kinnickinnic - Popple presented the plan draft including mission statement. Introduced steering committee chair Erling Lestrud who explained the two years' planning process. Project would be done by St. Croix and Pierce county governing bodies. Committee members were selected from towns, city of River Falls and various interest groups. Impressed with diversity of committee. Popple and DNR staff would prepare draft Cecil Bjork-City of River Falls Mayor - People are concerned about protecting river and what is cost to taxpayers? By year 2010 predict 13,000 population. Would like a clear cost breakdown for rural versus urban area. Concerned that they are treated differently. Recommend committee take another look at the draft to make sure data is presented correctly. Wants everyone involved and in agreement. Peterson: Applications stated Pierce County has landowners ready to do work. Plan approval this spring a must to get work started in 1999. Raymond commented that if glossary is a problem, it can be fixed. Consistency of data is solvable. Data may be flawed. Ogden stated that we need a plan that people can live with and understand. There were no trout downstream from River Falls in 1969. The area now has a trout population. We have already started corrective actions to help the river. Chair Jensen requested that steering committee check on the plan numbers one more time. Public hearing is scheduled for February 18. Concerns are to be mailed before Thursday, February 25. Public comments would be helpful for the meeting on that date. Final plan draft will be presented to the LWCC for recommendation in March. Mayor Bjork thanked committee for listening. Raymond commented that a watershed plan should be in place before urbanization controls what can be done. Jensen thanked them for coming. EOIP No report. GLEN HILLS WATERSHED Flood Plain Study - Christenson reported that he talked with Dean Steines-Ayres Associates. Will have all mapping information for structures 7 and 8 completed by March 2 meeting. DNR already has information for structures 1,2,3 and 11. AG BUILDING UPDATE Christenson reported that electricians have been working in building to determine upgrade needed to meet codes. Electricians have filed their report with the county. The equipment from the two engineering rooms will be combined into the one larger room. This is necessary to make room for the new horticulturist. FARMLAND PRESERVATION APPLICATIONS None. OFFICE PRIORITIES No report. COUNTY LAND AND WATER RESOURCE MANAGEMENT PLAN Cheryl Bursik (Dragonfly Consulting) presented information on what her part could be in the plan process. Had previous experience as Water Resources Supervisor for Polk County. Does consulting for Polk County and Burnett Counties. Also starting to work with Washburn County. Explained what can be done. This is a vehicle to create broad based plan. Decide what our priorities.are locally. State gives flexibility for VOUCHERS Reviewed vouchers. Christenson stated that an additional voucher is being prepared for St. Croix Electric Coop (Glen Hills Dams electricity, amount due $72.11- which was not included until checked out). Voucher for $11,000.00 to Department of Interior-U. S. Geological Survey is for study of St. Croix Lakes area. Approved by County Board for LWCD to handle funds. Jensen made motion to approve vouchers. Seconded by Cody. Carried. MISCELLANEOUS No one plans to attend February 5 h meeting in Eau Claire (theme "Dairy Expansion in Wisconsin") as similar information to be presented at the WALCE conference in March. Jensen requested Heise to work with Doorninks Dairy to keep under control. Heise suggested meeting with the large (250 animals and up) county dairy operators.
