Raymond made motion to adopt agenda. Cody seconded. Carried. , Berenschot made motion to approve April 6, 1999 meeting minutes. Seconded by Bethke. Carried. Next meeting is scheduled for Tuesday, June 1, 1999 at 9.00 a.m. DNR Kathy Nelson(Forester) reported: Currently shipping trees from State Nursery at Hayward. Many people had to buy trees from private nurseries because the DNR sold out of hardwoods early. John Stoffel (Air Management Engineer) - Mehrdad Moghimi has started work in Baldwin as a new- source air pollution permit engineer. He issues permits to new industrial/commercial facilities locating into the DNR's Western Region. Department is working on air emission issues from consolidated feed, lots. Feedlot emissions of ammonia, hydrogen sulfide, and odors have come under review in soe states and the Department is getting its share of inquiries. The Air Management Program is preparing to do its own studies and research on these issues. Almost to the point where they will start looking for team members outside of the Department to work with them on developing policies and, if necessary, rules. Will be looking for help from agriculture agents to evaluate sources of complaints. Heise and Sander should talk with Stoffel on the animal waste complaints in the county. NRCS Siler handed out and discussed the April activity report. NRCS still does not have authority to work on 18th CRP sign-up plans due to budget problems. The 1911i sign-up is a continuing sign-up covering riparian areas. FSA Gade reported that he hopes that USDA NRCS resolves their budgeting problems that has prevented them from working with activity from the Conservation Reserve Program's 18th sign-up. He and UW-Extension Agricultural Agent Lee Milligan conducted informational meetings at Glenwood City and Baldwin to explain the Dairy Market Loss Assistance Program. This dairy program is designed to help offset recent reduced milk prices by providing up to $200 million nationwide. Program applications will be accepted from dairy operators through May 21, 1999. Two FSA staff employees were detailed to Ashland, W1 for one week to assist with the USDA disaster program. Ashland suffered 1998 forage crop losses resulting in a large program sign-up for disaster assistance. Year-end analyses are being done for borrowers who have farm loans with FSA. Crop reports are being scheduled. This activity allows producers to report their 1999 crops and acreages to FSA for historic purposes. All participants in CRP need to certify their acreages to receive their annual payments from FSA, obtain a commodity loan or loan deficiency payment, report vegetable and fiuit plantings, and become eligible for future disaster programs. FSA is anxiously waiting for voice mail to be installed in the Service Center. Temporary employee Mary Hensley will end her employment with FSA effective May 14, 1999. RC&D Berenschot reported that he attended a meeting in Menomonie. Ed Weber, RC&D Coordinator, is retiring as of June 3. Retirement party planned for June 5 at Eau Claire. Annual meeting is scheduled for May 26. Working on job description for coordinator needed to fill the position. WEST CENTRAL AREA Raymond reported that he and Christenson plan to attend the May 27 meeting. Posters will be judged that day. Will review by-laws and discuss summer tour(July 14). Fall speaking contest is scheduled for October 20. Annual WLWCA annual conference is scheduled for December 1-3 at Appleton. EDUCATION ACTIVITIES Sander reported on school talk activity. Heise will be presenting sessions at Greenfield. Will furnish written report for next month. One application (Leah Metzger, Hudson) has been received for the conservation camp scheduled for June 8-11. Lier reported on poster contest. Posters are ready for judging. First place winners will be entered into area competition on May 17. FARMLAND PRESERVATION Sander reported that Dave Fodroczi attended a meeting in Madison on legislative issues. He has finished zoning certificates and is doing plan revisions for people who had seeding failures. j Town of Eau Galle - The Hunt Club has pulled their application on the Quam land (which is in noncompliance status). "Notice of Noncompliance" can be cancelled if Quam changes farm operation to become in compliance. He will consider seeding 90-100 acres to get back into compliance. WILDLIFE DAMAGE PROGRAM Sander reported: Plan of Administration - Items that were different than before: Added Wild Turkey to list of species for damage, hunting access for "open hunting", and/or log of hunters' names. Bethke asked if there has been a "turkey count". Turkeys do not cause as much damage as people seem to think. Tend to stay on outside of field. State's copy of "plan of administration" is more restrictive. Berenschot made motion for Chairman Jensen to sign plan and send on to Madison. Bethke seconded. Carried. PRIORITY WATERSHED PROJECTS Kinnickinnic - Christenson reported that State Land & Water Board approved the Kinni plan. Letter was received from Governor's office. Popple and Kulow are heavily booked for school training. South Fork of Hav River - Reported that educational activities include "stream clean-up project." Kulow has been working with school teachers. Dankeymeyer and Kulow have been working on nutrient management planning as a primary emphasis. Lakes Cluster - Kling presented "Resolution Requesting Lake Protection Grant" for Perch Lake. Bethke made motion that LWCC approves the application for Lake Protection Grant. Berenschot seconded. Carried. (Covers Squaw Lake - restoring wetlands). Corp Counsel Timmerman is still reviewing. Lake levels are down. Lakes Advisory Committee meeting is scheduled for May 26, 6:30 p.m. Kling suggested that LWCC take a tour of different projects/areas, maybe in fall. Board of Adjustment - Town of Forest - Not under county zoning, so they can do whatever they want. Gravel mine - DNR is involved. Raymond reported that Zoning Specialist Jim Johnson has left the county and Rod Eslinger has moved into that position. Enforcement (Sanitary Engineer) will be hired. GLEN HILLS WATERSHED Christenson reported: Inspection scheduled for May 6. Talked with Gary Lepak-DNR Rep who is responsible for dam safety. Breach studies done for the Glenwood City area, however city does not appear to be using. Talked to Ayres on preparation of a composite map of Glen Hills area to use for zoning. They will develop a proposal. Ayres has re-run mapping below structure #2. House at down stream end of the study is outside the breach area. AG BUILDING UPDATE Christenson: State electrical inspector and general contractor met at building. Appears to be code correction needed. OFFICE PRIORITIES Christenson reported that Sonja Gunderson is resigning from county employment effective July 1. Short term, need technical position rather than clerical position. Person would assist the 3 watershed projects. Animal waste issues also need technical person to pick up slack. Looking down the road, related to animal waste problem, we don't really know where we stand on staff problem. Sander has been working more on animal waste issues rather than farmland preservation. May need to create a new position or re-direct staff time to address animal waste issues on short term. POLICY RECOMMENDATION Animal Waste Ordinance - Heise reviewed Phases 1 and 2 which were explained during April 20 meeting. Phase 2 includes shoreland zoning. Discussed parts of Phase 1: abandonments, setbacks, inventory, fees and time schedule. Discussed item regarding permit required for exceeding 300 A.U.(Animal Units). 300 A.U.= 125 cow herd (average weight per cow 1,400#) with 125 replacements - (average weight 1,0004 per animal). This size is what is set in new EPA regulations being developed. Would receive a considerable amount of workload to implement regulations. Resource management plan will be catalyst to support the ordinance updates. Resource plan is planned to be completed by December. Committee asks, do we have the power to police the ordinance? Could be creating a tremendous workload. Take to Finance Committee. Committee recommends to work on phase i of animal waste ordinance revision with a completion date of 1 year (June/July 2000.) Sander commented that Luckwaldt (dairy expansion) goes to Board of Adjustment this month. Plans just arrived at office. Free stall barn - parlor already built. Department has to review facility design and 590 plan, and comment to Board of Adjustment. COUNTY LAND AND WATER RESOURCE MANAGEMENT PLAN Sander reported: Have developed phone survey questions which will be done soon. Working on names that may serve on citizens' advisory committee and technical work group. Staff will bring list of names to LWCC for June meeting. 1999 CONSERVATION AWARDS CANDIDATES Heise gave suggested award candidates: Outstanding Farmer - Clarence Jackelen, Dale Behrends, Ken Grieber, Lyle Christopherson. Teacher - Chris Omann (Glenwood City School District), Bill Gillis - (Baldwin-Woodville School District). Ag Agent Milligan has suggested that the Conservation Awards Dinner and the DIRA Banquet be combined. Would need space for approximately 150+ people. FARMLAND PRESERVATION APPLICATIONS None. SUBDIVISION REVIEW Evergreen Meadows 25 acres - (Sec. 4 Town of Pleasant Valley) - Heise presented stormwater and erosion control plans for the Evergreen Meadows subdivision. Recommend statement on plat, alerting purchasers that they should expect farm related activities that includes odor, noise, extended hours of operation, etc. Berenschot made motion to recommend that the plans are acceptable and a letter be forwarded to the Planning & Development Committee. Bethke seconded. Carried. Whitetail Ridge - (Sec. 19 Town of St. Joe) - Heise presented stormwater and erosion control plans for the Whitetail Ridge subdivision, 3-acre lots minimum, 10 lots. Dan Seamen from Corp of Engineers - has to make a wetland determination. Plan design may be changed if wetlands are identified in areas of proposed construction. Cody made motion to recommend that the plans are acceptable with conditions on wetland determination and a letter be sent to Planning & Development Committee. Burri seconded. Carried. Crimson Valley Development - (Sec. 23 Town of Hudson) 7 lots, 2 acres or greater - Short discussion. Berenschot made motion to recommend that the plans are acceptable and a letter be sent to Planning & Development Committee. Bethke seconded. Carried. VOUCHERS Reviewed vouchers. Christenson commented that the voucher for fair booth rental went up from $200 in 1998 to $270 this year for the same amount of space. Bethke made motion to approve vouchers. Seconded by Raymond. Carried. MISCELLANEOUS Christenson presented for Chair Jensen's signature: (1) Amendment to project agreement for the Bass Lake boat landing in amount of $18,650. (2) Agreement for St. Croix Basin Nutrient Mon: Phase 3 project grant amount of $9,015. Reported that Resource Agent Janke assisted by LWCD staff conducted a well testing program for town of Richmond. Tests were run by Stevens Point lab through an EQIP grant. Out of 61 households participating, 8-10 households had nitrates above 10.0 mg and 6 had coliform bacteria problem. Informational meeting will be held on May 27.
