Meeting called to order by Chairman Art Jensen.
Cody made motion to adopt agenda. Berenschot seconded. Carried.
Berenschot made motion to approve May 4, 1999 meeting minutes. Seconded by Cody. Carried.
Next meeting is scheduled for Tuesday, July 6, 1999 at 9:00 a.m.
DNR
Mark Kubler(Lands Sub-Team Leader) reported:
Turkey hunters have had a successful hunt with most filling tags.
Wetland Restoration and Pond Creation Seminar will be held on June 7 at WITC-Cashman Conference
Center, New Richmond for landowners interested in creating ponds on private lands. Will include
information on technical assistance and cost share.
Have burned approximately 500 of 850 total acres (public lands and CRP site preparation) for prairie
grass maintenance. Less acres were burned than planned due to high winds, etc. Good catch on CRP
planting.
Fisheries - Working with Marty Engel at mounds dam on restoration. Trying to finish up this project in
the near future.
Jensen asked about availability of prairie grass seed. Kubler indicated it has been easier to get this year.
NRCS
Siler reported on May activity:
• Updated some plans as part of Nutrient Management Planning cost share and South Fork of Hay
River NPS incentives.
• Resumed work on the 18th CRP contracts late in the month.
• DNR, FSA, and NRCS held an information meeting andlanning session with landowners who
committed to planting trees on land accepted into the 18' CRP sign-up.
• Received notice that Don Rodel was accepted for statewide EQIP cost share for pasture
management.
• Met with DNR to rank the Howard Gelderloos WHIP application.
Denise Kraft potential WRP site has been checked for feasibility.
FSA
Gade reported that sign up for the Dairy Market Loss Assistance Program ended May 21, 1999. St.
Croix County received 340 applications from dairy producers. Data will be submitted to Washington
where a payment rate will be determined whereby FSA county offices will be issuing payments. This
USDA program was developed to assist dairy producers due to greatly reduced milk prices.
The deadline for St. Croix County farmers to receive a commodity loan or a loan deficiency payment on
their 1998 crop is June 1, 1999.
St. Croix County producers have until July 15, 1999 to file an acreage and crop report for 1999 to
avoid a late filing fee. These annual reports are required for all individuals enrolled in the Conservation
Reserve Program (CRP) or anyone planting fruits or vegetables. It is also a prerequisite for commodity
loans, loan deficiency payments and potential disaster programs.
RC&D
Berenschot reported that he attended annual meeting in Eau Claire on May 26. Elected Jim Hartung as
president, and he (Berenschot) was elected vice president.
• River Country RC&D is the most active resource conservation group in the state.
• Retirement party planned for Ed Weber, RC&D Coordinator, on June 5 at Eau Claire.
• State conference is planned for October 4-5 in Eau Claire.
• Clerical position will be funded by MRCS.
WEST CENTRAL AREA
Raymond reported that he attended the May 27 meeting. Posters were judged that day.
He had discussion with people from Barron and Clark counties. Concerns on manure handling were
common problems.
Budget report - Once Joint Finance is done, it goes to Senate and House of Representatives. Shoreline
ordinances are back on burner.
Christenson stayed for afternoon meeting, presented by Lower Chippewa basin planning staff (Darrin
Lockner, Bob Michaelson).
Resource planning: Out of 6 counties, 3 are the same status as we are.
Raymond furnished and distributed copies of "rural living vs. metropolitan area" taken off the WEBsite.
EDUCATION ACTIVITIES
Sander reported on the various school talk activities with River Falls and Roberts students.
He will be counselor for the Conservation Camp at Bruce on June 8-11. Leah Metzger of Hudson will
be attending from our county.
Lier reported on poster contest and showed the winning posters to LWCC. Received two first place
awards at the area competition held in Menomonie.
FARMLAND PRESERVATION
Representative from DATCP is doing a review of our program on June 25. The FLP program is still
in a state of flux. Changes to the program were included in the Governor's budget bill.
WILDLIFE DAMAGE PROGRAM
No report.
PRIORITY WATERSHED PROJECTS
Kinnickinnic - No report.
South Fork of Ha, River - No report.
Lakes Cluster - Kling thanked Bethke for attending the CAC meeting on May 26.
The Lake Protection grant will be used for Perch Lake to remove structure and restore area.
Conservation Observance Day at Sundbakken Farms (Polk County), June 25 - Will have booth display
using the groundwater model.
Financial update - One-third of cost share money ($23,000) left to spend - Can carry over to year
2000. Big projects on horizon.
Thanked LWCC for resolution on Lake Protection Grant.
Commented on the Mark Piechan house - water in basement - will not get permits to restore. Cleaned
up lake - dead trees are gone. Road closed forever.
Bethke commented that Kling does a good job.
Summer interns are: Chad DeWyre (USDA grant) and Katie Eiring (Lakes Cluster - shoreland issues).
GLEN HILLS WATERSHED
Christenson reported: NRCS engineer Bob Henrich looked at structure #4 - stilling basin okay unless
unusual amount of flow changes the basin. Toe drain pipes on #10 and 11 have been broken.
Recommended leaving pipe ending into rock (rip rap). Looked at intake on structure #6 - where pipe
broke. Suggested flexible collar.
Gary Lepak, DNR rep who is responsible for dam safety, plans to visit on June 10. Dam breach
studies report #2 is due from DNR. Suggest contacting Ayres on status of report. Important to move
ahead because moratorium goes off in September. Composite map needs to be prepared before new
zoning ordinance.
AG BUILDING UPDATE
Christenson: Boot camp crew moved rock and removed silt fence to clean up lot to the north.
The pay phone was removed and another phone will be installed. Will be for local calls, operator
assistance, and 911 option.
OFFICE PRIORITIES
Christenson reported that vacant clerical position will not be filled until need is reviewed on hours. A
technical position will be filled for watershed.
POLICY RECOMMENDATION
Animal Waste Ordinance - Discussed Doorninks dairy operation. Heise mentioned that
Doorninks are injecting all their manure this year and did not receive any complaints this season,
regarding odor or over application.
Mentioned that manure from Baldwin Dairies will be spread on Roger Thompson's land.
Berenschot mentioned Goodrichs' operation smelled extremely bad this spring during spring manure
application.
There is a manure pile near Parker's Creek. Have not identified source. Jeanne Calhoun-DNR has
been notified.
COUNTY LAND AND WATER RESOURCE MANAGEMENT PLAN
Sander reported: Jim Janke is writing up results of the phone survey questions.
Staff is working on list of people for advisory group.
Cheryl Bursik is in process of doing plan.
Raymond asked: How does LWCC get their oar in the water? Plan will be brought to committee in
October and will go to State Land & Water Board in December. Jensen directed staff to "keep up with
this" and asked if Cheryl Bursik had enough material to work on. Staff will present LWCD resource
concerns (priorities) to committee at next meeting.
COUNTY HELD CONSERVATION EASEMENTS
Kling reported that he is still working with Greg Timmerman-Corp Counsel on easement program. Do
not have to go to county board- Working out details with DNR (real estate staff).
1999 CONSERVATION AWARDS CANDIDATES
Sander reported that conservation farmer candidates were ranked to get idea where they fell out at.
Outstanding Farmer - Clarence Jackelen (81), Dale Behrends (83), Ken Greiber (85), Lyle
Christopherson (83). Jackelen was chosen.
Teacher - Chris Omann (Glenwood City School District), Bill Gillis (Baldwin-Woodville School
District). Chose Chris Omann.
Leadership Award - Ron Roettger, Mike Reiter. Chose Roettger.
Sander commented that we would have information on candidates for "Outstanding Student" by July
meeting.

FARNIL AND PRESERVATION APPLICATIONS
None.
SUBDIVISION REVIEW
Derrick's Plat 39.8 acres - (Sec. 26 Town of Richmond) - Eight 4.5-acre lots. Heise presented
information: No road construction, slightly rolling, few retention basins. Meets zoning subdivision
ordinance regarding erosion and stormwater control plans. Cody made motion to recommend that the
plans are acceptable and a letter be forwarded to the Planning & Development Committee. Bethke
seconded. Carried.
Parkwood Meadows 120 acres - (Sec. 16 Town of Hudson) - Heise presented stormwater and erosion
control plans for the Parkwood Meadows subdivision. Berenschot made motion to recommend that the
plans are acceptable a letter be sent to Planning & Development Committee. Bethke seconded. Carried.
VOUCHERS
Reviewed vouchers. Bethke questioned the $2,100 payment to Ayres Associates. Christenson
explained that it is for added analyses on the lower end of breach study on Structure 42. There was a
question if house was in floodway or not. Berenschot made motion to approve vouchers. Seconded by
Bethke. Carried.
MISCELLANEOUS
Berenschot mentioned problem with yellow jacket and asked what can be done about it. Will discuss at
afternoon UW-Extension Committee meeting.
Christenson reported that Highway Department handled the sale of our hydro seeder and mulcher.
Presented for Chair Jensen's signature: (1) Kinni Cost Share Grant Agreement in amount of
$1,832,765, (2) 1999 Soil and Water Resource Management Grant Contract in amount of $60,553.
Berenschot made motion for Chair Jensen to sign both documents. Seconded by Bethke. Carried.
Bethke made motion to adjourn meeting at 11:25 a.m. Berenschot seconded. Carried.
