Minutes of Sept. 13, 1999 meeting approval motioned-Peter Kilde, seconded-Ruth Kahns, passed UNFINISHED BUSINESS: Employer Tax Credits - Aracely Olguin (absent) NEW BUSINESS: 1. TANF-New definitions of assistance, "What ticks the W-2 clock and what doesn't" -handout from Marilyn Fruit detailing Assistance Services (ticks the W-2 clock) and Non-Assistance Services & Group Services (do not tick the W-2 clock). No group services designated in St. Croix County. 2. Education - W-2 education Update and Needs. Suggestion made by Ruth Kahns to request State of Wisconsin assistance in studying the education issue, possibly using TANF funds to do so. Discussion on possible overlap with other funding programs (student loans and grants), how a new pilot program may affect other programs, how have other states looked at advanced education issues. Ruth has call out to Regional Office of Department of Health and Human Services and will pursue issue further. 3. W-2 Contract award - St. Croix County awarded contract for 2000-01. 4. Request to Support Westcap Application for 2000-01 Wisconsin Employment Transportation Program to Fund " Jump Start" Transportation Project. Information presented by Peter Kilde and Craig Adams with discussion by W-2 Steering Committee of Proposal. After some discussion, Ruth Kalms motioned that the W-2 Community Steering Committee support an application from Westcap made to St. Croix County Health and Human Services Board to fund a 2000-2001 Wisconsin Employment Transportation Project, Westcap's "Jump Start". Mona Flanum seconded. Input from committee members included clarification that language in the proposal includes meeting with Department staff when developing the program and considers making the option available of lower priced vehicles. John Borup passed around a fax from absent committee member Leon-Berenschot indicating he was in favor of the proposal. Tom Irwin called for a roll call vote. Individual vote attached, resulting in 7 in favor of support, 1 not in favor, and 1 abstaining. (The final calculations for the 1997-1999 contract should be completed in June or July and a new plan is due to the state by September.) ESTIMATED NEEDS: These are the estimated needs for the year 2000.
