MEMORANDUM

RE: 2000-2001 Wisconsin Employment Transportation Program
The Wisconsin Department's of Workforce Development (DWD) and Transportation
(DOT) are jointly sponsoring Wisconsin's Employment Transportation Program. This
program will integrate DWD`s TANF dollars ($4 million requested over two years) and
DOT's TDM dollars ($500,000 over two years) into one, coordinated application
process (TANF stands for Temporary Assistance for Needy Families and TDM for
Transportation Demand Management). The goal of this process is for local areas
around Wisconsin to work together in a collaborative process to assess their
transportation needs and develop a plan for addressing those needs.
The Transportation Equity Act for the 21 st Century (TEA-21) has a special section on
employment transportation known as the Job Access and Reverse Commute (JARC)
program. This program has authorized $750 million over 6 years for states and
localities to develop transportation solutions that help their low-income residents better
access jobs and employment: related activities. JAkC dollars are competitive and
require a 50% match, though other federal funds (such as TANF) are eligible to serve
as that match. The Wisconsin Employment Transportation Program will use TANF and
TDM, combined with local share, as the match for drawing down these federal dollars.
Currently, DOT and DWD have requests for TDM, and TANF dollars, in the state tudget.
The Wisconsin Employment Transportation Program, which consists of these dollars,
will only exist once the legislature passes, and the Governor signs, the biennial state
budget. Once this happens, an application request will be sent to a variety of
stakeholders statewide to collaborate locally and develop a transportation plan for
submittal. The process will be competitive based on the dollars available and the
number of applications received,
The purpose of this letter is to inform local areas about this process and give you an
opportunity to begin forming your local partnerships and planning processes in advance.
It is critical that all stakeholders be involved in this process, including transit providers
and systems, planning organizations, employment and training partners, the private
sector, health and human service agencies, and program participants.

access jobs, retain jobs,-or advance to higher paying jobs. The program requirements
are need, performance, effectiveness, efficiency, coordination, collaboration/planning,
local match/long term sustainability, innovation, and ability to engage the private sector.
Key points of interest.
• These will be separate from W-2 contracts, There will be no "payback"
requirement.
+ These dollars may not supplant any other existing funding sources currently used for
these projects.
+ Where is no need to track individuals benefiting from this service (except for via
quarterly survey), as the 60-month eligibility clocks of employed families will not
tick.
• Local agencies and authorities, tribal organizations and non-profit organizations are
eligible to apply.
• We estimate that most projects will be funded out of the following resource mix: 50%
JARC, 30°x6 TANF, 10% TDM, and 10% local share. Some of these funding
sources are categorical programs meaning they must be applied to certain groups
within the federal poverty level (FPL). Based on the estimates above, approximately
50% of the program beneficiaries would need to be within 150% of the FPL (JARC
requirements); 30% would have to be within 200°x6 of the FPL and have dependents
(TANF requirements); and 20% need not meet any restrictions (local share and
TDM). Future year adjustments will be made based on quarterly surveys.
• Applicants will be required to describe the local coordinationlpartnerships they
have formed, conduct an assessment of the regions overall transportation needs,
detail all existing transportation resources, identify the gaps, and develop a local
plan for closing that gap.
• Applications must be at-least countywide in scope. Regional coordination is
strongly encouraged to the degree possible.
• Upon passage of the state biennial budget, the Wisconsin Employment
Transportation (WETP) application will be distributed statewide.
We are expecting to have a full application package ready for distribution within several
weeks. At this time, we are estimating that local project proposals will be due back to
us by early November 1999.
If you are interested in participating in this process and submitting an application, please
begin forming these planning teams as soon as possible. There is no guarantee that
these dollars will be available; however once we know, you'll have taken valuable steps
toward a competitive application.
