CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI January 12,1999 PRESENT: Chairman Ron Raymond, Supervisors Art Jensen, Gerald Larson, Dave Hense and Linda Luckey. Staff: Steve Fisher, Mary Jenkins, Jim Thompson and Debbie Murphy. Chairman Ron Raymond called the meeting to order at 9:00 a.m. Motion by Raymond, second by Jensen to adopt the agenda. Motion carried. Meeting Dates: The next meeting is scheduled for tonight in New Richmond. The regular meeting for this committee is scheduled for January 26th at the Government Center. The next rezonement hearing is in Baldwin on January 20th. Chairman Raymond informed the committee that there is a conflict with the February 9th meeting. This committee is also scheduled to meet with highway on that day. Raymond will talk with highway about rescheduling their meeting. The first meeting of the month for this committee will remain on February 9th. Mary Jenkins stated that there is a conflict with the Town of Somerset for the rezonement hearing on February 3rd. She is asking the committee to reschedule this hearing for February 10th. The Committee agreed that this would be fine. Jenkins asked the Committee to consider having the Handlos hearing in the Town of Troy on February 3rd since that date is now open. The Committee agreed to this change. A short discussion was held on meeting changes in the county, especially County Board. Larson stated that it is hard for the public to plan on anything when meetings are changed. He has been told this by the public. The Committee will discuss with Chairman Dorsey. Municipal Plats Jenkins presented a municipal plat that was sent to us by the City of Hudson for the Bieneman Farm subdivision. There are 38 lots. She stated that we are an objecting authority. After reviewing the plat, a motion was made by Raymond, second by Jensen that committee has no objection. All in favor. Motion carried. Minor Subdivisions Minor subdivisions will be presented at the meeting on January 26th. Major Subdivisions Major subdivisions will be presented at the meeting on January 26th. ZONING BUSINESS Stanley Pond Rezoning Decision Jim Fitzpatrick is representing the Carpenter Nature Center and Stanley Pond. He explained that they would like to rezone approximately 8.5 acres of land from ag to ag/residential so that they can sell that piece of land to purchase the property from Mr. Pond. Fitzpatrick presented a map showing the 8.5 acres of land and where it is located. The map also showed the 3 lots that will be sold. Lot 1 has a certified survey map on it and they have a purchaser. The remaining 2 lots will be sold to adjoining landowners to add onto their existing parcels. The adjoining land owners have no plans to build on these lots. The only lot that will be sold for building is Lot 1. Fitzpatrick has a commitment from Salishan Homeowners Association that Lot 1 (3 acres) can be added to their association. Thompson stated that in reviewing the map, the boundaries look correct and everything meets setbacks for buidable acres. The Zoning Office recommends approval of the rezonement. 1 i After some discussion and a review of the map presented, a motion was made by Hense, second by Larson to recommend rezonement stipulating that the conditions of Wisconsin State Statute 91.77 have been met.. All in favor. Motion carried. Fee Schedule There was a discussion held on increasing the fees in the Zoning Office. The Committee has the authroity to approve fee increases for everything except land subdivision and plat review fees. Jim Thompson has reviewed the fee schedule and said that our cost increases are comparable to surrounding counties. Everyone agree that the fee increases should begin by February 1 st. After some discussion on the increase in rezonement fees a motion was made by Larson, second by Hense to approve the new fee schedule with the rezonement fee being $500 instead of $575. All in favor. Motion carried. Fees will go into effect on February 1, 1999. Steve Fisher discussed the subdivision fees with the Committee. It has been 8 years since fees have been raised. We need to raise fees to cover our costs. This will be an amendment to the ordinance so we need to notify towns and publish in the papers. Fisher went on to explain that the old fee schedule was quite complicated and he has worked with staff to revise the fees so that they will be easier to understand. Fisher referred to the Road Inspection Fee being raised from $250 to 1000. The fee of $250 has been too low. The actual cost to have the review of the roads done costs $1000, so this fee is not out of line. This is what we need to cover the costs we incur. The plan is to have this ordinance amendment for fees ready to go before County Board in March. The Committee asked Fisher to be prepared to answer questions that the County Board may have to the increases. A discussion was held on escrow fees for park purposes. The Committee asked the Zoning staff to look into how we can go about collecting money for county parks as well as town parks. This will be discussed again at a future meeting. The Committee reviewed a letter from the Town of Troy recommending that more money should be collected for parks. They believe that there is not enough money being set aside for this. Personnel Issues Jim Thompson, Zoning Specialist, informed the Committee that he will be leaving the zoning office in April. He plans to start his own business. The Committee told Fisher that they will leave the time frame for hiring up to the Zoning Staff. Zoning will also be looking at hiring an Enforcement Officer in April. The Committee recessed at 10:40 a.m. for a short break and reconvened at 10:50 a.m. Tom Dorsey, County Board Chairman, joined the Committee to discuss meeting schedules. There was a discussion on the County Plan and there will be more meetings held on this in the future. The Committee will discuss further after the next Steering Committee meeting and the meetings with the Towns. Recessed at 11:10 a.m. to view properties. Meeting adjourned after properties viewed.
