1) Robert Martell to rezone 1.87 acres of land from Agriculture to Ag/Residential.
Location: A parcel of land located in part of the NW 1/4 of the NW 1/4 of Section
22, T31 N-R1 9W, Town of Somerset, St. Croix County, Wisconsin.
2) Beverly M. Lloyd to rezone 68.08 acres of land from Agriculture to Ag/Residential.
Location: A parcel of land located in the SE 1/4 of the SW 1/4 and the SW 1/4
of the SW 1/4, all in Section 4, T30N-R1 9W, Town of Somerset, St. Croix County,
Wisconsin; EXCEPT that part of said SW 1/4 of the SW 1/4 which is platted as
Certified Survey Map recorded in Volume 6, Page 1742 at the St. Croix County
Register of Deeds Office.

Committee present: Ron Raymond, Dave Hense, Gerald Larson, Linda Luckey, Art Jensen
Committee absent: None
Staff present: Steve Fisher
Chairman Raymond called the hearing to order and asked for a moment of silence in honor of George
Sinclear. The hearing notice was read into the record.
REQUEST NO.1
Robert Martell to rezone 1.87 acres of land from Agriculture to Ag/Residential.
Location: A parcel of land located in part of the NW'/4 of the NW'/4 of Section 22, T31N-R19W, Town of
Somerset, St. Croix County, Wisconsin.
Chairman Raymond asked for comments for anyone supporting the request.
Robert Martell, 683 200th Avenue #29, Somerset, Wisconsin, told the committee that in 1983 he received a
variance from the town board to build his house on a one acre parcel, with the understanding that the home
would be brought into compliance.
Wayne Nichol, 507 210th Avenue, Somerset, Wisconsin, potential buyer of the property wants to make this
a three acre lot, and is in favor.
No one voiced opposition to the request.
The Town Board told the committee that they have addressed the stipulations of Wisconsin Statute 91.77
and thus support the rezoning request.
Chairman Raymond recessed the hearing and called for committee action. As motion was made by Hense
to recommend approval to the County Board on the request of Robert Martell to rezone 1.87 acres from Ag
to Ag/Residential, noting that both the town and the county considered Wisconsin Statute 91.77. Motion
was seconded by Jensen and carried unanimously.
REQUEST NO.2
Beverly M. Lloyd to rezone 68.08 acres of land from Agriculture to Ag/Residential.
Location: A parcel of land located in the SEl/4 of the SW'/4 and the SW'/4 of the SW'/4, all in
Section 4, T30N-R19W, Town of Somerset, St. Croix County, Wisconsin; EXCEPT that part of said SWl/4
of the SW'/4 which is platted as Certified Survey Map recorded in Volume 6, Page 1742 at the St. Croix
County Register of Deeds Office.
Chairman Raymond reopened the hearing.
Beverly Lloyd, 2018 20th Avenue South, Lakeland, Minnesota, told the committee she wishes to rezone
68.08 acres.
Mile Sweeney, Somerset, mentioned that this development was phased because a Highway Moratorium
precluded the development of the second phase.
Chairman Raymond asked for comments from any one supporting or opposing the request. None were
heard.
Town Board told the committee that the town has addressed the stipulations of Wisconsin Statute 91.77 and
thus support the rezoning request.
Linda Luckey asked what the soil types were on this property. Steve Fisher said it was all Class IV.
A motion was made by Hense, seconded by Larson, to close the hearing. Motion carved.
A motion was made by Jensen to recommend that the County Board approve the request of Beverly M.
Lloyd to rezone 68.08 of land from Agriculture to Ag/Residential with the stipulation that the provisions of
Wisconsin Stature 91.77 have been considered by both the town and the county. The motion was seconded
by Larson and carried unanimously.
A motion was made by Hense and seconded by Luckey to adjourn. Motion carried.
