MINUTES
ST. CROIX COUNTY PLANNING, ZONING AND PARKS COMMITTEE
March 17, 1999
County Court House - Room 1281
Committee present: Art Jensen, Gerald Larson, Ron Raymond, and Linda Luckey.
Excused: Dave Hense.
Staff Present: Steven Fisher
Chairman Raymond called the hearing to order at 11:45 a.m. (immediately following the Steering
Committee Meeting).
Motion by Larson Second by Jensen to adopt the agenda.
Item #1- Bieneman Farm 1st Addition - Municipal Plat located in the City of Hudson.
Staff Recommended Approval.
Motion by Jensen, Second by Larson expressing no objection to the proposed Plat.
Passed unanimously.
Item #2 - Staff Hiring Process
Fisher stated that the deadline for job applications had passed and that he had reviewed the
applications.
Luckey and Larson stated that they would like to sit in on the interview process for the two open
positions in the Zoning Office.
It was decided that Tuesday March 30th or Thursday April 1st would be suitable interview dates.
Fisher will pass this on to Deb Kathan, Personnel Director to arrange interview and schedule times.
Item #3 - Lower St. Croix Advisory Group
Fisher stated that he would be attending meetings regarding the Lower St. Croix Advisory Group. He
asked about the committee's position letter dated August 4, 1998.
Luckey stated that this is a summary of "some of the items" the committee emphasized from a Task
Force that was set up last year.
The committee stated that there were other items in addition to this that they would like to comment
on in the future.
Item #4 - Rezonment Schedule
Fisher stated that he would like the committee to consider holding a rezonement meeting once a
month, and combine multiple rezonement requests in one central area. The time could also be
changed to late afternoon 3 or 4 p.m.
The committee stated that they would like to discuss this with the various town boards over the next
several months. Larson stated that he would bring this up at the upcoming Towns Association
meeting in April
Motion by Larson Second by Jensen to adjourn the meeting.

MINUTES
PLANNING, ZONING AND PARKS COMMITTEE
ST. CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI
March 17, 1999
PRESENT: Chairperson Ron Raymond, Supervisors Linda Luckey, Gerald Larson,
Dave Hense and Art Jensen.
Meeting called to order at 7:00 p.m. with all members present. Motion by Jensen second
Hense to approve agenda, motion carried.
Letter Sheri Buss, Bonestroo & Associates DDT March 11, 1999 to Joe Grant
regarding park tour.
Discussion of the recent walking tour of the Perch Lake Park property proceeded with
Raymond and Larson briefing the Committee. The referenced letter to Joe Grant from
Sherri Buss of Bonestroo & Associates was also discussed as it outlines the response to
several questions raised during the tour. Further discussion by the committee on the
planned entrance road concluded that reasonable consideration to routing of the road
would be given to neighboring properties consistent with environmental and good park
design practices.
The Committee reaffirmed the decision to give priority to the grant application
preparation and that the application should be based on the County Board approved park
plan which was submitted to the DNR as part of their grant approval process. It was also
reaffirmed that changes to the plan that the committee deems substantive would be
brought back to the County Board as part of the final funding process and after agreement
with DNR and public hearings on the changes.
Since some members of the County Board have expressed interest in viewing the park
site it was decided to schedule a site tour on or about April 22-d at which time all
members of the board will be invited to attend along with County and DNR staff so
questions can be addressed in a timely manner.
Motion by Jensen seconded by Larson to adjourn, motion carried. The meeting adjourned
at 8:45 p.m.
