1) Randy Everson to rezone approximately 98.45 acres of land from Agriculture to
Ag/Residential. Location: A parcel of land located in the N 1/2 of the NW FRL
1 /4 of the NW 1/4, Section 18, T28N-R1 6W and the W 1 /2 of the SW 1 /4 of the
NE 1/4 except the S 682 feet of the E 677 feet of Section 18, T28N-R1 6W and
the S 1/2 of the NW FRL 1/4 of the NW 1/4 except the S 33 feet and except the
E 17 feet of the S 682 feet, Section 18, T28N-R16W and the W 1/4 of the NW
1/4 of the NE 1/4, Section 18, T28N-R16W, all in the Town of Eau Galle, St.
Croix County, Wisconsin.
2) Andrew Tollefson to rezone approximately 5.078 acres of land from Agriculture
to Ag/Residential Location: A parcel of land located in part of the NW 1/4 of the
NW 1/4 of Section 28, T29N-R16W, Town of Baldwin, St. Croix County,
Wisconsin.

Committee present: Ron Raymond, Dave Hense, Gerald Larson, Art Jensen
Committee excused: Linda Luckey
Staff present: Steve Fisher
The Committee viewed the rezonement properties before the meeting. Chairman Raymond explained the
rezonement process. Steve Fisher read the notice into the record and called the hearing to order.
REQUEST NO.1
Andrew Tollefson to rezone approximately 5.078 acres of land from Agriculture to Ag/Residential.
Location: A parcel of land located in part of the NW 1/4 of the NW '/4 of Section 28, T29N-R16W, Town of
Baldwin, St. Croix County, Wisconsin.
Chairman Raymond asked for comments for anyone supporting or opposing the request. Andy Tollefson
supports the rezonement.

Harold Wolvert, 769 230th Street, Baldwin, opposes. He does not want a neighbor. He submitted pictures,
which were brought into exhibit showing the waterway concerns that are close to the perc test that was
done. Art Jensen asked if this would affect his drainfield. Tollefson stated it would not, there is room to
locate an acceptable septic system out of the drainage way.
Jason DesLire, 37 61h Avenue, Baldwin, purchaser of parcel, stated that there is a natural waterway with a
culvert which needs repair, and therefore causes the back-up. Grading would alleviate this problem.
Andrew Tollefson stated he has lived there for 40 years and the waterway has not been a concern.
Paul Lokker, Town of Baldwin Supervisor, clarified the information that was shown on the pictures.
Joe Hurtgen, Town of Baldwin Chairman, told the committee that the town has addressed the stipulations of
Wisconsin Statute 91.77 and thus support the rezoning request.
Chairman Raymond recessed the hearing and called for committee action. A motion was made by Larson
to recommend approval to the County board on the request of Andy Tollefson to rezone 5.078 acres from
Agriculture to Ag/Residential, noting that both the town and the county considered Wisconsin Statute 91.77.
Motion was seconded by Jensen and carried unanimously.
REQUEST NO.2
Randy Everson to rezone approximately 98.45 acres of land from Agricultural to Ag/Residential.
Location: A parcel of land located in the N% of NW FRL '/4 of the NW 1/4, Section 18, Town T28N-R16W,
and the W %2 of the SW '/4 of the NE '/4 except the S 682 feet of the E 677 feet of Section 18, T28N-R16W
and the S 1/2 of the NW FRL'/4 of the NW 1/4 except the S 33 feet and except the E 17 feet of the S 682 feet,

Chairman Raymond reopened the hearing.
Randy Everson, 385 Highway 63, Baldwin, stated he wishes to rezone 98.45 acres from Agriculture to
Ag/Residential and divide it into four lots on the north end of the property. He would also like to develop
the remaining land in the future. This land is presently not farmed and is in CRP.
Chairman Raymond asked for comments from any one supporting or opposing the request. None were
heard.
Don Rodahl, Eau Galle Town Chairman, told the committee that the town has addressed the stipulations of
Wisconsin Statute 91.77 and thus support the rezoning request.
Randy Everson stated he will have covenants on this property.
The Town discussed doing something less than 98 acres, but approved it as it is on a major state highway
and county road.
Hense states his concem for the neighboring farms. He suggested a statement be placed in the covenants
stating this is in a farming and agricultural area, and furthermore there is a gun club nearby. Chairman
Raymond stated that 98 acres is a large area to rezone.
A motion was made by Hense, seconded by Larson, to close the hearing. Motion carried.
A motion was made by Jensen to recommend that the County Board approve the request of Randy Everson
to rezone 98.45 acres of land from Agriculture to Ag/Residential with the stipulation that the provisions of
Wisconsin Statute 91.77 have been considered by both the town and the county. The motion was seconded
by Larson and carried unanimously with Chairman Raymond opposing.
The next Planning, Zoning and Parks Committee meeting will be held April 13, 1999
A motion was made by Hense and seconded by Larson to adjourn. Motion carried.
