CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI April 13,1999 PRESENT: Chairman Ron Raymond, Supervisors Art Jensen, Gerald Larson, and Linda Luckey. Staff: Steve Fisher, Mary Jenkins, Debbie Murphy, Dave Fodroczi, Ellen Denzer and Joe Grant ABSENT: Dave Hense, excused Chairman Ron Raymond called the meeting to order at 9:00 a.m. Motion by Larson, second by Luckey to adopt the agenda. Motion carried. Meeting Dates: The next meeting is scheduled for tomorrow night in Somerset for a rezonement. The regular meeting for this Committee is scheduled for April 27th at the Government Center. Mary informed the committee that they would be viewing the Anding property today in the Town of Troy. The rezonement hearing for that property is set for Wednesday, May 5, 1999 at 7:00 p.m. The rezonement hearing for the Luckwaldt property in Baldwin is scheduled for May 12`n at 7:00 p.m. After some discussion, it was decided that this meeting will be held at the Agriculture Center in Baldwin. Art Jensen will call to see if there is a room available and let zoning know. He will also check on getting the van for the meeting on the May 11th Municipal Plats Fisher presented a municipal plat that was sent to us by the City of Hudson for Oakridge 2"1 Addition. This map already has gotten approval from this committee, but the legal was incorrect. The committee needs to review and state if there is any objection. Motion by Raymond, second by Larson that the committee has no objection to legal correction. All in favor. Motion carried. Fisher presented a municipal plat that was sent by the City of Hudson for Oakridge 3rd Addition for committee review. After reviewing, a motion was made by Raymond, second by Jensen that the committee has no objection. Motion carried. Fisher presented a municipal plat that the City of Hudson sent to us for Stonepine 11"' Addition for committee review. After reviewing, a motion was made by Larson, second by Luckey that the committee has no objection. Motion carried. Minor Subdivisions Minor subdivisions will be presented at the meeting at meeting on the 27tH Major Subdivisions Major subdivisions will be presented at the meeting on the 27th. ZONING BUSINESS Rezonement hearings Larson will be discussing the plan to change the place we hold our rezonement hearings at the next Town's Association meeting and will bring comments back to the committee. Budget Line Item Transfer Fisher explained to the committee that Jon Sonnentag will be joining our staff in May and will need a computer. Fisher is asking for permission to transfer $3,000 from salaries to equipment to cover the cost of the computer. Motion by Jensen, second by Larson to approve request. All in favor. Motion carried. 1 Fisher explained that the Sanitarian/Septic Inspector position is still open. Zoning is putting out a lot of information on the Internet to outside agencies in order to get this position filled. Parks Building Report Grant reported that he has met with Dave Hense, Rich Loney and Don Brown on this project. The plan is to put up a cold storage building this year and budget next year for a second building that would be a heated workshop. When these projects are done, the old barn will be demolished. Finance committee asked that the specs be reviewed by John Krizek and Greg Timmerman and then come back to finance. Bids could go out on this building as soon as June or July. Grant handed out the draft of the specs they have right now and the committee reviewed. A discussion was held on putting electricity into the cold storage building. The committee suggested that they do an add on to the plan and find out what it would cost to have electricity put into the building this year. It is thought that it may be cheaper to do it now, then add it later. Grant handed out a map showing where buildings will be located on the property. Perch Lake Grant The cost estimates for the roads are being reviewed by Dan Fedderly. When the review is completed, they will contact Joe. Dave Fodroczi and Ellen Denzer joined the committee. Fodroczi gave an overview of the project and stated that funding for 1999 and 2000 looks positive. They are currently working on packaging up the application for funding. The funding will be applied for in three applications that are due May 1s`. The staff will put together and get out by the due date. The time frame for funding will start now and run through the year 2001 or 2002. This will allow it to be over 3 county budgets. Fodroczi stated that the DNR believes very strongly in this project and wants to work with us on it. Denzer stated to the committee that the state has determined that there is no need for a second resolution to request grant funds. The Resolution to Adopt the Land Management Plan for Homestead parklands on Perch Lake and Amend the St. Croix County Outdoor Recreation Plan, Resolution No. 10(98) is adequate according to the state. Denzer asked the committee for a motion to approve the following request: The St. Croix County Planning, Zoning and Parks Committee authorizes County Planning director David Fodrozci to: submit an application to the State of Wisconsin, Department of Natural Resources for matching grant funds under the lakes Management Protection Grant Program, Watershed Protection Program, Land and Water Conservation Fund, the Local and Urban Park Aids, the Stewardship program and the Dingle-Johnson Fund; for financial aid for lake protection and park development purposes; sign documents; and take necessary action to undertake, direct and complete an- approved project. Motion by Larson, second by Jensen to approve. All in favor. Motion carried. Raymond stated that it is important that there are no loose ends when the application goes in and that all county people that need to be involved are involved. Planning agrees that this is important. Denzer stated that she will submit highway department estimates on the road. Grant reported to the committee that his office was broken into again last night. This is the second time this year. About $400 was stolen, along with some camp permits and the concession tray was emptied. The committee recessed at 10:20 a.m. The committee reconvened at 10:35 a.m. Planning Business Fodroczi stated that there is nothing new to report on the Management Plan and Zoning Ordinance. They are working on the things that were discussed at the last Steering committee meeting. They have set aside the shoreland, riverway and overlay districts as they are waiting for N.R. 118 rules and if there will be any changes. Fodroczi feels that the ordinance is about 80% completed. 2 Legislative Issues Fodroczi handed out a copy of the State 1999-2001 Budget Bill to the committee. He went over the handout with the committee, and stated that there are some issues that could impact the county. He will be attending a meeting in Osceola tomorrow to address some of these issues with state officials. He asked the committee for their approval to voice his concerns on these issues. The committee gave approval for him to do that. With regard to the Farmland Preservation Program, Fodroczi stated that this program needs some serious work. This could have a large impact on our plan and ordinance. Fodroczi will submit his comments that he makes tomorrow in writing to the state and will bring to the next committee meeting. Right to Farm Law Changes Fodroczi informed the committee that there was a Supreme Court case in Iowa last September that undercut the Right to Farm law. The court ruled that the farmers should not be allowed to infringe on rights of the surrounding neighbors by operating their farms in the manner that they have been. This could seriously impact the Wisconsin Right to Farm Law. Motion by Jensen, second by Larson to recess to conduct site visit at 11:10 a.m. Motion by Jensen, second by Larson to adjourn at the conclusion of site visits at 2:20 p.m. Meeting adjourned.
