County, Wisconsin.

Committee present: Ron Raymond, Dave Hense, Gerald Larson, Linda Luckey, Art Jensen
Committee absent: Dave Hense - excused
Staff present: Steve Fisher
Chairman Raymond called the hearing to order. A motion was made by Jensen and seconded by Luckey, to
adopt the agenda. Chairman Raymond noted that the next meeting will be held April 27 b for the Planning,
Zoning and Parks Committee meeting. Steve Fisher read the notice into the record and Raymond called the
hearing to order.
REQUEST NO.1
Leon W. and Beverley G. Orr to rezone 80 acres of land from Agriculture to Ag/Residential.
Location: A 40 acre parcel of land located in the NWl/4 of the SW '/4 and a 40 acre parcel of land located in
the SW'/4 of the SW'/4 all in Section 12, T31N-R18W, Town of Star Prairie, St. Croix County, Wisconsin.
Leon Orr, Farmington, MN, stated this property has been in his wife's family since the 1930's. He would
like to sell off lots, and possibly do a minor or major subdivision in the future.
Chairman Raymond asked for comments from anyone supporting request. Sam Satterlund stated he is in
favor, and has no objections.
Chairman Raymond asked for comments from anyone opposing request. Cleo Brighton, 1307 2206, Street,
New Richmond, asked what the timeframe for development would be.
Mr. Orr stated that at this point it is still up in the air. Chairman Raymond stated that once the land is
rezoned, they could do anything as long as they comply with the State and County regulations.
Laurie Miller, 1303 220'h Avenue, questioned what the minimum lot size was in Star Prairie Township.
Fisher stated the minimum lot size was one acre.
Cleo Brighton stated that she concerned about the habitat if there will be more homes built.
Doug Rivard, Star Prairie Town Chairman, stated that the Town Board approved this request with the
condition that the development comply with DNR separation distances from the Star Prairie Sewage Pond
to all buildings and wells.
Chairman Raymond closed the hearing.
Fisher stated he had contacted the DNR and reiterated that the developer will be required to work with DNR
Environmental Engineer during the design phase to ensure the development meets separation distance in
place at the time the subdivision /development is proposed.

Chairman Raymond discussed the Wisconsin Statute 91.77 and asked if the town has considered this. Doug
Rivard, Star Prairie Town Chairman, stated that the stipulations of Wisconsin Statute 91.77 had been
considered in their recommendation.
A motion was made by Larson, seconded by Jensen, to adjourn the hearing.
Larson questioned the type of septic treatment on site. Orr stated he would be using private septic systems.
Chairman Raymond recessed the hearing and called for committee action. A motion was made by Larson
to recommend approval to the County Board on the request of Leon and Betty Orr to rezone 80 acres of
land from Agriculture to Ag/Residential, noting that both the Town and the County had a finding that
Wisconsin Statute 91.77 had been met. Motion was seconded by Jensen, with all in favor.
A motion was made by Lucky and seconded by Jensen to adjourn. Motion carried.
