CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI April 27, 1999 PRESENT: Chairperson Ron Raymond, Gerald Larson, Dave Hense and Linda Luckey. Staff. Dave Fodroczi, Ellen Denzer, Steve Fisher, Mary Jenkins, Joe Grant, Fran Bleskacek, Debbie Murphy and Judy Kahler. Guests: Doug Zahler, Ron Johnson, Chuck Cook, Kirk Corson, Bruce Moll, Jim Heebink, Bob Barbian, Dick Stout, Jim Rusch, Harvey Johnson, Joe Granberg and Jim Fitzpatrick. ABSENT: Supervisor Art Jensen, excused. Chairperson Ron Raymond called the meeting to order at 9:15 a.m. Motion by Hense, seconded by Larson to adopt the agenda. Motion carried. Minutes/ Meeting Dates Motion by Luckey, seconded by Raymond to approve amended minutes of April 13"'. Motion carried. Motion by Hense, seconded by Luckey to approve March 23rd minutes as written. Motion carried. Motion by Hense, seconded by Larson to approve minutes of March 24"'. Motion carried. A meeting will be held on May 11"', with viewings. Supervisor Jensen will be asked to bring the van. On May 12"' a rezonement will be held at the Ag Center in Baldwin at 7:00 p.m. The regular meeting of the Planning, Zoning and Parks Committee will take place on May 25th, 1999. Bike Trail After some discussion, the Committee heard comments regarding a County-wide bike trail plan. Bob Barbian appeared on behalf of City of New Richmond. He is the Planning/Economic Development Director for the City. Jim Heebink, a member of the New Richmond Chamber, and St Croix County Lifestyle Coalition, also spoke briefly on behalf of a bike trail plan. Funds are available from the State at the present time, for 80%0 or 90% of the cost. Barbian requested a formal addition to the agenda on May 11, 1999. Minor Subdivisions Assistant Zoning Director Mary Jenkins presented minor subdivisions. Please see Attachment A. Major Subdivisions Major subdivisions were presented by Zoning Director Steve Fisher. Please see Attachment B. ZONING BUSINESS Bills, Invoices and Revenue Report Committee members reviewed the Zoning Department Revenue Report. Motion by Hense, seconded by Larson to approve bills totaling $5,776.86 for the month of April. Motion carried. 1 I Violations & Citations Zoning Director Steve Fisher reported that two violations were issued for the month of April: Herman Heinbuch, Sun Ridge Farms, Inc. 1624 County Rd Z, Hammond, WI 54082 Violation-Failing sanitary system Action: Must be corrected by July 15, 1999 Edward G. Brown 340 County Rd E, Houlton, WI 54082 Violation-Illegal construction of a non-conforming home, 76 feet from centerline of County Rd E Address of Violation: 328 County Rd E Action: Has applied for a variance through Board of Adjustment for May 27`h meeting Rezonements Town of Troy- Troy Town Hall-May 5, 1999 at 7:00 p.m. Town of Baldwin-Ag. Center in Baldwin-Tour & Meeting on May 11, 1999 at 9:00 a.m. Town of Baldwin-Ag. Center in Baldwin-May 12, 1999 at 7:00 p.m. The Committee will use the County Van. Municipal Plats Bieneman Farms-City of Hudson Motion by Larson, seconded by Hense to certify no objection. Motion carried. Triple Play-City of Hudson Motion by Raymond, seconded by Hense to certify no objection. Motion carried. Golf View Estates-City of New Richmond Motion by Hense, seconded by Larson to certify no objection. Motion carried. Prairie Creek-Town of Baldwin Motion by Larson, seconded by Hense to certify no objection. Motion carried. PARK BUSINESS Bills and Invoices Motion by Hense, seconded by Larson to approve bills in the amount of $10,281.01 for the Parks Department. Motion carried. 2 Park Manager Report All the seasonal help has been hired. Timme Corporation will do the seal coating or hire it out. Glen Hills Park has had three break-ins in the last six months. Parks Director Joe Grant reported that a high-speed chase ensued through Dunn County in possible connection with his and area burglaries. Suspects were apprehended. Grant is hopeful they may receive some restitution. The department is prepared for the May 1 st fishing opener. Glen Hills Park-Maintenance Building The specifications are in order for the Glen Hills Park Maintenance Building. With recent bids on site preparation, we may not be able to get electricity for the building. This will move to the Finance Department on May 10`d. Grant has received an estimate from the Highway Department and will get private contractor's estimates before the May 10`h meeting. Perch Lake Discussion Grant applications for Perch Lake are due May 1st. Ellen Denzer, Dave Larson and Grant have met to review the specifics. There will be an application to the Stewardship Program, Lakes Protection Program and a final one to the Dingle-Johnson Sport Fishing Restoration Program. St. Croix County Planner Ellen Denzer is waiting for a couple letters of support for the project. Denzer will pursue these types of potential donations throughout the project. Denzer feels confidant the grant application will be in the mail on April 29`h. Discussion on cost estimates to the County, cost share of the roads and how we will have to use the grant monies. Any Other Business Discussion on minutes getting to the public timely. Zoning Director Steve Fisher will attend the Stillwater Bridge meeting on May 5cn PLANNING BUSINESS Planning Bills, Invoices & Revenue Report Committee members reviewed the Revenue Report. The total amount of March Planning bills were $6,203.69. Of that amount, $5,700.00 for Are View Computer training was noted. Motion by Hense, seconded by Larson to approve payment. Motion carried. Development Management Plan and Ordinance Ellen Denzer, County Planner, advised the Committee members that the Steering Committee Meeting was postponed. Time permitting, the proposed revisions should be mailed Wednesday or Thursday. Those revisions will be reviewed on Monday, May 3rd. With the acceptance of those revisions, there may be public meetings again, then County Board will review for final approval. 3 State Budget Issues Planning Director Dave Fodroczi had planned on addressing this topic previously but was taken ill. He will review and revise his concerns and have ready for the May 11"' meeting. Fodroczi assures the Committee that it is not too late to voice those concerns to the proper parties. Comments on Agriculture Preservation are needed. Real Property Report Fodroczi gave a status report for the department. Real property is processing the work rolls from the assessors. They have received fourteen of thirty-four. Processing is ahead of last year's schedule and is running smoothly. Any Other Business Brief discussion on upcoming budget items. Troy Burne Village III Addition-Final Plat Owner: Charles Cook/Continental Development Corporation Location: Section 24, T28N-R20W, Town of Troy, 24 single-family home lots. Staff recommendations: Conditional approval. Plat construction, including earth moving, is not to take place until the financial guarantees are submitted and approved for road construction and erosion control 7 Committee action: Motion by Hense, seconded by Larson to approve with above conditions. Motion carried. 2. North Gate Subdivision-Final Plat Owner: James and Mary Rusch Location: Section 13, T31N-R18W, Town of Star of Prairie, 38 residential lots. Staff recommendations: Conditional approval. The State must certify the final plat, the Zoning Director will not sign the final plat until the State certifies approval. Committee action: Motion by Hense, seconded by Luckey to approve with above conditions. Motion carried. 3. Evergreen Estates II Subdivision-Final Plat Owner: Kernon Bast Location: Section 23, T29N-R19W, Town of Hudson, 6 residential lots, and 17.18 acres. Staff recommendations: Conditional approval. It appears that the applicant has not submitted required changes from the March 23, 1999 final plat submittal. Construction including earth moving is not to take place until the financial guarantees are submitted and approved for erosion control. Committee action: Motion by Larson, seconded by Luckey to approve with above conditions. Motion carried. 4. North Bass Lake Estates First Addition-Preliminary Plat Owner: Gerald J. Smith Location: Section 12, T30N-R19W, Town of Somerset, 7 single-family home lots, and 27.74 acres. Staff recommendations: Conditional approval. Certification by the County Surveying Department that no revisions are required to the preliminary plat. Joint accesses to be constructed between Lots 23/24, 26/27, and 28/29. Owner must submit additional financial guarantee in the amount totaling 120% of the estimate to construct the three joint driveways according to County Standards. Construction, including earth moving, is not to take place until the financial guarantees are submitted and approved for erosion control. Cottonwood Ridge-Preliminary and Final Plat Owner: Richard Stout Location: Section 36, T29N-R19W, Town of Hudson, 10 Twin Home Lots, 31.27 acres, 54 Single Family Home Lots, 136 acres. Staff recommendations: Conditional approval. Staff must review the individual parcel soil information. Copy of bonding, from the Town of Hudson, for road construction is to be provided to the County. Individual parcel soil information must be approved before final plat is approved. The State must approve and certify the Plat. Department of Transportation to submit certification of no objection. Certification that no revisions are required to the final plat by the County Surveying Department. Construction, including earth moving is not to take place until the financial guarantees are submitted and approved for erosion control.
