MINUTES
PLANNING, ZONING AND PARKS COMMITTEE
GLEN HILLS COUNTY PARK
June 8,1999
PRESENT: Chairman Ron Raymond, Supervisors Art Jensen, Gerald Larson, Linda Luckey and Dave
Hense. Staff: Rod Eslinger, Debbie Murphy, Dave Fodroczi, Ellen Denzer, Joe Grant and
Jon Sonnentag. Guests: Ted Mackmiller, Denise Gunderson and Julie Speer
Chairman Ron Raymond called the meeting to order at 9:00 a.m. The meeting began at the Highway
Department in Hammond and a viewing of the properties was conducted from the county van. The meeting
was continued at the Glen Hills County Park at 10:55 a.m.
Code Enforcement Position
Jon Sonnentag, Code Enforcement Officer for the zoning office, was present to discuss his position with
the committee. He handed out a plan to the committee on how he plans to deal with complaints and went
over this plan with the committee. He has been dealing with complaints that we have had, and will be
looking into new ones. He has also been helping out with the septic inspections, as there have been
many of them. The new zoning technician starts on Monday, so he will then be helping out with
inspections as needed.
Chairman Raymond stated that there are some very blatant violations that need to be dealt with. We can
also work with the deputy zoning administrators in the towns. The committee believes that successful
enforcement leads to less violations. Eslinger stated that the deputy zoning administrator role is more
clearly defined in the new ordinance.
The committee would like to see a plan put together by the June 291h meeting outlining the strategy that
zoning plans to use for the code enforcement position and how they plan to deal with violations.
St. Croix Riverway District
Eslinger stated that Greg Timmerman has tried to reach lead counsel for the DNR but has not had a return
call. At this point, there is no new information since the last meeting.
The Gunderson application was withdrawn from the Board of Adjustment agenda and it is now up to the
DNR to get back to corporation counsel with an answer. Chairman Raymond stated that he would do
what he can to help get this moving forward.
Ordinance Discussion
Nothing new to discuss at this point.
Parks Business
A discussion was held on Perch Lake. Grant informed the committee that he met with planning and
highway and reviewed engineering that has been done on the Perch Lake project. They will all be
meeting again with Land and Water Conservation department and put together a recommendation for the
committee by the meeting on June 291h. It was suggested by the committee that they use Pete Kling and
Bob Heise for environmental issues. All agreed that would be a good idea.
Grant has talked with Rich Loney about the schedule for the next three years and how money will be
spent. Rich Loney and John Krizek will be involved in this.
Ted Macmiller told the committee that he would like them to take a look at the entrance area into the park.
He believes it is dangerous and should look into using other areas for the entrance. Discussion held .
Macmiller then brought up his objection to parking lot issues and the boat launch. Fodroczi stated that a
lot of time and money has gone into the park plan. The plan covers the parts of the park that the county
owns and it cannot cover all of the issues on the lake. These parts of the plan have been through all of
the approval processes and have been recommended. The county will try to do the best job that they can
with what they own. All of these issues have been discussed at public hearings and have been approved

through appropriate channels.
This will be back on the June 291h agenda.
Park Manager Report
There was a short discussion held on holding this meeting at Glen Hills every year. In the future, there
may not be a facility to do this in. This will be discussed again at a later date.
Grant handed out a bid sheet to the committee and recommended that the bid go to Northland as the bid
meets all specifications. He believes this to be a good building. This will now go to the Finance
committee.
Memorial Day weekend was very busy for Glen Hills. The park was full with 17 overflow spaces being
used. Troy Park opened Memorial Day, and due to the cool weather, was not real busy.
The committee asked Grant to let them know in the near future what he believes his big items will be for
the budget next year.
Meeting adjourned to the van at 12:30 p.m. Committee went back to the Highway Dept. at Hammond.
Motion by Hense, second by Larson to adjourn meeting. All in favor. Meeting adjourned at 1:15 p.m.
