MINUTES
June 30, 1999
St. Croix County Agriculture Center
Baldwin, Wisconsin
Committee present: Ron Raymond, Art Jensen, Linda Luckey, Dave Hense, and
Gerald Larson
Staff present: Mary Jenkins
The hearing was called to order by Chairman Raymond at 7:00 PM. The hearing notice was read
into the record.
Zoning Business: 1. Robert and Mary Sell to rezone approximately 50.0 acres of
land from Agriculture to Ag Residential.
Location: A parcel of land located part of the NE 1/r of the SW
'V4, part of the NW %4 of the SE'/4 and part of the NE'/4 of the SE
,
'/4, all in Section 34, T29N-R16W, Town of Baldwin, St. Croix
County, Wisconsin.
2. Whitetail Ridge preliminary plat approval.
Chairman Raymond explained the procedures and rules of the hearing.
1. Robert & Mary Sell Rezoning Request
Robert Sell, 2439 C.T.H. "BB" told the committee that he and his wife wish to rezone three 15
acre parcels in order to construct a house. They are undecided at this time whether the remainder
of the parcel will be sold or not.
Chairman Raymond called for those in support of or opposed to the rezoning to speak. No one
spoke in favor or opposition, however, Ivan Klausen, 608 Stockman Street, Woodville,
questioned the options regarding subdivision after the property is rezoned. Committee and staff
explained the minor and major subdivision ordinance provisions to Mr. Klausen.
Paul Lokker, representing the Town of Baldwin, said that the town supports the rezoning request.
Chairman Raymond asked Mr. Lokker if the town had addressed the provisions of Wisconsin
Statute 91.77, and Lokker replied that the Town had considered the statute.
After inviting further comments and receiving none, Chairman Raymond called for a motion to
close the hearing. A motion was made by Hense and seconded by Jensen to close the hearing.
Motion carried.
A motion was made by Jensen to recommend approval to the County Board on the request of
Robert and Mary Sell to rezone approximately 50 acres of land from Ag to Ag Residential, noting
that both the Town and the County have addressed the provisions of Wisconsin Statute 91.77.
The motion was seconded by Larson and carried unanimously.

The Chairman informed the applicants that the request and committee recommendation will be
placed on the August 17 County Board agenda providing the proper paper work has been
forwarded to the Zoning Office.

2. Whitetail Ridge Preliminary Plan
Jenkins presented the plat of Whitetail Ridge for preliminary approval. The plat consists of 10
lots and is located in Section 19, Town of St. Joseph. Land Surveyor Doug Zahler was present
representing the developer, Evan Vieregge, and the plat. Jenkins informed the committee that the
preliminary plat has been reviewed by all required entities and received the proper approvals. She
noted that a Warrants Analysis was completed by the applicant's engineer, and approved by the
County Highway Department.
A motion was made by Luckey that the plat of Whitetail Ridge be given conditional approval,
listing the following conditions:
1. Financial guarantees in the amount of 120% of the bid for road construction as well
as for erosion control installation must be submitted;
2. A construction waiver will be granted providing all financial guarantees are in place;
3. No earth moving is to commence until the financial guarantees are submitted and
reviewed.
The motion was seconded by Hense, and carried unanimously.
A motion was made by Hense and seconded by Larson to adjourn. Motion carried. Meeting
adjourned at 7:20 PM.
