MINUTES
PLANNING, ZONING AND PARKS COMMITTEE
ST. CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI
July 27, 1999
PRESENT: Chairman Ron Raymond, Supervisors Art Jensen, Gerald Larson and Dave Hense. Linda
Luckey was excused: Steve Fisher, Debbie Murphy, Greg Timmerman, Dave Fodroczi,
Ellen Denzer. Guests: Ted Mackmiller, Denise Gunderson, Julie Speer and Doug Zahler
Chairman Ron Raymond called the meeting to order at 9:00 a.m. Motion by Hense, second by Larson to
adopt the agenda. Motion carried.
Minutes/ Meeting Dates
Motion by Jensen, second by Hense to approve minutes of the July 13. 1999 meeting. Motion carried.
The next meeting is a rezonement hearing tomorrow night at the Government Center. Fodroczi asked
when the committee would like to review the budget for next year. The committee decided that they would
look at "big ticket" items for the budget on August 10th, and then meet again for everything on August 18th
at 9:00 a.m. There was some discussion on viewing properties. The committee may need to view
subdivision properties before the meeting on August 241h. Zoning will look into this.
Rezonements
The committee will meet on August 18th to hear the Weber rezonement (Troy) and the Schilling
rezonement (Somerset). The hearing will be held at the Government Center at 7:00 p.m. in the
Community Room. The next rezonement hearing will be held on August 25th at 7:00 p.m. at the Ag Center
in Baldwin. They will hear rezonement requests for Paul Lokker (Baldwin) and Maloy Monicken (Eau
Galle).

City of New Richmond-North Wing Addition-Motion by Hense, second by Larson to certify no objection.
Motion carried.
Glen Hills Moratorium
Fisher informed the Committee that the Moratorium at Glen Hills expires on September 16th. There has
been some progress on the study, but more is needed. The DNR is in the process of reviewing the plans.
We will be having a public hearing on August 10`h at 10:00 a.m. to extend this moratorium for one year.
Perch Lake Discussion
The Committee looked at this property yesterday. They have been informed that there is still more data to
receive from the highway department. The staff recommends that they get data from highway and make a
decision at the August 10th meeting. The Committee stated that they will make a decision on August 10th
Riverway Discussion
Fisher handed out a memo to the Committee listing three options to consider for the riverway boundaries

(attached). The three options would be 1) eliminate boundaries; 2) create new county boundaries; 3)
leave ordinance as it is. There was a discussion held on option two. This is the option that Zoning staff
has been working on and will have a draft ready for the Committee at the next meeting. Chairman
Raymond stated that it needs to be clear that option three is available to them at anytime until the new
ordinance is written and adopted by everyone. The current ordinance will be in effect until the new
ordinance is adopted.
A map was handed out to the Committee showing the visibility zone along the river. Timmerman stated
that he believes the boundaries were not correct in the past, so the Committee has the right to propose
these new boundaries. Denise Gunderson viewed the map and asked that the Committee needs to make
sure that new boundaries are accurate.
The Committee asked Fisher to continue with option two and draft ordinance language for them to review.
Bills and Invoices
Committee member reviewed the Zoning Department Revenue Report. Motion by Raymond, second by
Hense to approve bills in the amount of $13,850.44 for the month of June.
Violations and Citations
The Committee reviewed the report from Zoning. Please see attached.
Motion by Hense, second by Raymond to adjourn meeting at 11:50 a.m. Motion carried.

Staff Recommendation: Conditional approval: the joint access must be constructed to county
standards to the point where it divides for the separate lots.

2. Evergreen Meadows - Final

Staff Recommendations: Conditional approval: The condition of the LWCD committee
to be met (the following statement to be placed on the face of the map: This plat is located
in an agricultural area. Homeowners should expect farm related activities that include
odor, noise, extended hours of operation, etc.); certification from the Surveyor's Dept. that
no further map revisions are required; road construction and erosion control practices to
