St. Croix County Planning, Zoning and Parks Committee
July 28, 1999
St. Croix County Government Center
Committee Present: Ron Raymond, Dave Hense, Gerald Larson, Art Jensen, Linda Luckey
Committee Excused: None
Staff Present: Steve Fisher
Raymond called the meeting to order at 7:00 p.m. A motion was made by Hense and seconded
by Jensen to adopt the agenda. Steve Fisher read the notice into the record.
REQUEST NO.1
Gordon and Marie Knott to rezone approximately 3.00 acres of land from Agriculture to
Ag/Residential.
Location: A parcel of land located in the NW '/4 of the SW 'Ain Section 2, T28N-R19W, Town
of Troy, St. Croix County, Wisconsin.
Robyn Chicchese, 234 South 3rd Street, River Falls, stated this would be used for personal use of
a home with land from her grandparents. The adjacent transmission tower is 350' tall and the
proposed house will be 400' away from the tower.
Hense reiterated safety issues with the tower and stated the occupant of the home may have
potential electrical interference from the tower.
Corry Bruning, 1401 Namekagon Street, Apt. 20, Hudson, questioned the lot size and setbacks.
Chairman Raymond asked for comments from anyone supporting the rezonement. Gordon and
Marie Knott, 743 Tower Road, Hudson, are in favor.
Chairman Raymond asked for comments from anyone opposing the rezonement. Corry Bruning
is opposed because of concerns with increased development.
Dean Albert, Town of Troy Chairman, told the committee that the town has addressed the
stipulations of Wisconsin Statute 91.77 and with this supported the rezoning request.
Steve Fisher summarized the rezonement.
Lucky stated that they should be aware of possible electronic interference from the tower and it is
their responsibility/liability should a problem arise.
The applicant has decided to build a new home within 500' of an existing transmission tower.
This fact must be placed on:
1) Deed
2) CSM - survey
3) Building permit

Chairman Raymond recessed the hearing and called for committee action. A motion was made
by Hense to recommend approval to the County Board on the request of Gordon and Marie Knott
to rezone 3.00 acres of land from Agriculture to Ag/Residential, noting that both the Town
and the County considered Wisconsin Statute 91.77 and determined that the stipulations had been
met. Motion was seconded by Larson. Motion carried.
REQUEST NO.2
Russell and Pamela Rastetter to rezone approximately 5.85 acres of land from
Ag/Residential to Commercial.
Location: A parcel of land located in the NE'/4 of the NE'/4 of Section 7, T30N-Rl9W, Town of
Somerset, St. Croix County, Wisconsin.
Russell Rastetter, 1679 38a' Street, Somerset, stated he would like to expand his lumber
reclamation business.
Chairman Raymond had questions on spot zoning. Russell stated that the new highway will be
located to the north and other roads will be located to the south and west of the property, making
this a unique property with roads on all four sides.
Chairman Raymond asked for comments from anyone supporting the rezonement. None were
heard.

Steve Fisher summarized the rezonement and stated that the property would be separated from
adjacent properties based on the realignment of Highway 35 that will be located to the north and
east of his property.
Russell Rastetter stated they have been moving homes on the Highway 35 realignment, and the
D.O.T. plan is firm.
Ed Schachtner, Town of Somerset Chairman, told the committee that the town has addressed the
stipulations of Wisconsin Statue 91.77 and with this supported the rezoning request.
Chairman Raymond recessed the hearing and called for committee action. A motion was made
by Luckey to recommend approval to the County Board on the request of Russell Rastetter to
rezone approximately 5.85 acres of land from Ag/Residential to Commercial, noting that both
the Town and the County considered Wisconsin Statute 91.77 and determined that the stipulations
had been met. Motion seconded by Jensen. Motion carried.
REQUEST NO.3
Phillip and Nancy O'Connor to rezone 40 acres of land from Agriculture to Ag2.
Location: A parcel of land located in the NE '/4 of the NE '/4 of Section 11, T29N-RI 6W, Town
of Baldwin, St. Croix County, Wisconsin.
Phillip and Nancy O'Connor, 2561 110x' Avenue South, would like to create two 20 acre parcels
for future hobby farms.

Chairman Raymond asked for comments from anyone supporting the rezonement. None were
heard.

Steve Fisher read the township letter.
Chairman Raymond recessed the hearing and called for committee action. A motion was made
by Jensen to recommend approval to the County Board on the request of Phillip and Nancy
O'Connor to rezone 40 acres of land from Agriculture to Ag2, noting that both the Town and the
County considered Wisconsin Statute 91.77 and determined that the stipulations had been met.
Motion seconded by Hense. Motion carried.
REQUEST NO.4
Dave Fodroczi, Planning Director, presented updated position descriptions for the Real Property
Lister and Real Property Lister Assistant. He also summarized the changes in office operations
and staff responsibilities that were the basis for the proposed revisions. Motion by Hense,
seconded by Larson, to approve the updated job descriptions for the Real Property Lister and Real
Property Lister Assistant. Motion carried.
Motion was made by Hense and seconded by Larson to adjourn. Motion carried
