Location: A parcel of land located in the part of the SE % of the NW '/4 in Section 9, T28N-R1 6W, Town of Eau Galle, St. Croix County, Wisconsin. 2) Paul and Geraldine Lokker to rezone approximately 27.72 acres of land from Agriculture to Ag/Residential. Location: A parcel of land located in Lot 2 of the SW '/4 of the SW of Section 17, T29N-R16W, Town of Baldwin, St. Croix County, Wisconsin. CROIX COUNTY PLANNING, ZONING & PARKS COMMITTEE August 25, 1999 St. Croix County Agriculture Center, Baldwin, Wisconsin Committee present: Dave Hense, Art Jensen, Gerald Larson Committee absent (excused): Ron Raymond, Linda Luckey Staff present: Mary Jenkins The meeting was called to order at 7:03 PM by Vice Chairman Dave Hense. The hearing notice was read into the record. Mr. Hense introduced committee members and explained the rules of the hearing. ZONING BUSINESS: - 1. Maloy L. Monicken, Jr. and Nola: J. Monicken to rezone approximately .158 acres of land from Agriculture to Ag Residential. Location: A parcel of land located in part of the SE of the NW '/4 of Section 9, T28N-R16W, Town of Eau Galle, St. Croix County, Wisconsin. 2. Paul and Geraldine Lokker to rezone approximately 27.72 acres of land from Agriculture to Ag Residential. Location: A parcel of land located in Lot 2 of the SW 1/4 of the SW % of Section 17, T29N-R16W, Town of Baldwin, St. Croix County, Wisconsin. REQUEST NO. 1 Dennis Peterson, 457 233rd Street, Baldwin, Wisconsin, representing Malloy and Nola Monicken, told the committee that he will be buying the parcel from the Monickens for a replacement septic system for his property. His property is located adjacent to the Monicken property. Wisconsin Statute 91.77 has no impact on this request. A letter from the Town of Eau Galle dated August 11, 1999 in support of the rezoning was read into the record by Jenkins. Vice Chairman Hense called for comments in support of or opposing the request. None were heard. A motion was made by Larson, seconded by Jensen, to adjourn the hearing. Motion carried. A motion was made by Jensen to recommend to the County Board that they approve the rezoning request of Maloy L. Monicken, Jr. & Nola Monicken to rezone .158 acres of land from Ag to Ag Residential. Motion was seconded by Larson. Motion carried with all members present voting to approve. REQUEST NO. 2 Paul Lokker, 857 220th Street, Baldwin, Wisconsin, told the committee he is requesting that 27.72 acres be rezoned to Ag Residential as he has a pending sale for the parcel. The buyer wishes to place one residence on the parcel, and at a later date the Lokkers may wish to build on the property. Correspondence from the Town of Baldwin dated July 8, 1999, supporting the request, was read by Jenkins. Vice Chairman Hense called for comments of support for or in opposition to the request. Mike Swatzina, 2206 90th Avenue, Baldwin, Wisconsin, who owns property adjoining the Lokker property, expressed concern about wanting to live in the country, and feels that the way the area is developing, he may soon become part of the Village of Baldwin. He questioned the number of residences planned for the parcel proposed to be rezoned, and how development would affect his taxes. Vice Chairman Hense called for further comment, and when none was heard, called for a motion to close the hearing. A motion was made by Larson, seconded by Jensen to close the hearing. Motion carried. A motion was made by Larson to recommend to the County Board that they approve the request of Paul and Geraldine Lokker to rezone 27.72 acres from Ag to Ag Residential, with the stipulation that the town affirm in correspondence to the Zoning Office, that they addressed the provisions of State Statute. 91.77. The motion was seconded by Jensen. Motion carried with all members present voting to approve. A motion was made by Jensen, seconded by Larson, to adjourn. Motion carried. Road impact: We (Baldwin Town Board) foresee no problems for acces- sing and egressing from this property unto the town road. Fire Department impact: The United Fire and Rescue Department is located under 4 miles from this property and there is no difficulty in delivering emergency services. School District impact: We foresee no negative problems for the school district for transporting children from this property site.
