CROIX COUNTY GOVERNMENT CENTER, HUDSON, WI September 28,1999 PRESENT: Chairman Ron Raymond, Supervisors Art Jensen, Gerald Larson, Dave Hense and Linda Luckey were present. Supervisor Jensen was excused at 9:20 a.m. to attend the Finance Meeting. Staff present: Steve Fisher, Mary Jenkins, Debbie Zimmermann, Dave Fodroczi, Fran Bleskacek. Guests: Doug Zahler, Jerry Sorenson, Bob and Sandy Albright, Robyn Cicchese, Jim Green, Betty and Herman Zuettel, Joe Granberg, Kent Bahnar, Ron Johnson, R.W. LaCasse. Chairman Raymond called the meeting to order at 9:00 a.m. Motion by Larson, second by Jensen to adopt the agenda. Motion carried. Minutes/ Meeting Dates Motion by Jensen, second by Larson to approve minutes for meetings held on September 14, 1999, with changes made by Supervisor Luckey. Motion carried. A discussion was held on October meeting dates. County Board is scheduled for October 261h, which would normally be the date of this next meeting. The Committee agreed to meet on Wednesday, October 27`h at 9:00 a.m. at the Government Center. Rezonements Fisher stated that there is one new rezonement to be scheduled for Lyle and Beverly Palmsteen of the Town of Somerset. The Committee decided to hold the hearing on November 3rd at 7:00 p.m. at the Government Center in the Community Room. Minor Subdivisions See Attachment A Major Subdivisions See Attachment B Municipal Plats Fisher stated that there are no municipal plats this month. Weber Property Discussion Fisher stated that this was a rezonement in the Town of Troy that was denied by the Town and by the Committee. The Committee believes that this request did not meet Wisconsin Statute 91.77 and the Town of Troy Growth Management Plan. County Road F is also an issue with this rezonement. Dave Fodroczi added that the County Board adopted a resolution in August of 1992 that approved the Troy Growth Management Plan. The Committee followed this plan when making their decision in the Weber matter. The Committee stands by the decision that they made on this rezonement. The County Board has asked that this be brought before them at the October meeting and Fisher will present information that was requested. Fisher will address the taking issue, the issue of the Town of Troy Growth Management Plan, and the exclusive ag designation on this land. Fodroczi added that when an adopted plan has been in place and is followed in making a decision like this, there would be little likelihood of a taking. Kent Bahner, of the Town of Troy, spoke on this issue. He stated that the Weber property does not follow the current Town of Troy Plan. There is a new plan that will be presented in October. Under this new plan, the Weber's may reapply, and they may meet the criteria for a rezonement under this plan. Ordinance Discussion Fisher stated that he is working with the Planning Department on the new ordinance. The Steering 1 Committee will reconvene again in the future to continue with this project. Fodroczi stated that 50-60% of the new ordinance has been reviewed by the work groups and the Steering Committee. Fisher informed the Committee that he has been working with Jon Sonnentag and Jim Janke on the new ordinance for Direct Farm Marketing. They have been gathering information on this and will have a draft to present to the Committee at the October 27`h meeting. Chairman Raymond asked that Fisher keep Art Jensen informed on the progress of this ordinance. Violations and Citations The Committee reviewed the report. Luckey asked that the name of the Towns be put on this report so they know where the violations are. There was a short discussion held on two signs in the county that are being displayed on trailers. Fisher explained that they are aware of these violations, but they will not be a zoning enforcement priority until the new Direct Farm Marketing ordinance is completed. Bills. Invoices and Revenue Report Committee members reviewed the Zoning Department Revenue Report. Motion by Hense, second by Raymond to approve bills in the amount of $17,746.59 for the month of August. The Committee departed at 11:10 a.m. to conduct the viewings. Motion by Hense, second by Larson to adjourn the meeting at 2:15 p.m. Meeting adjourned.
