CROIX COUNTY PLANNING, ZONING & PARKS COMMITTEE November 3, 1999 St. Croix County Court House, Hudson Wisconsin Committee present: Dave Hense, Art Jensen, Gerald Larson Ron Raymond, Linda Luckey Staff present: Steve Fisher, Zoning Administrator Chairman Raymond called the meeting to order at 7:00 PM. The hearing notice was read into the record. Mr. Raymond introduced committee members and explained the rules of the hearing. Motion by Hense, second by Larson to adopt the Agenda. Passed ZONING BUSINESS: 4 Agenda Items - New Business. See Attached Agenda. Chairman Raymond 'stated' that they Would' Modify the order of the agenda to accommodate the public present. 1) Preliminary Plat - West Side. Winding; Trail 12 lots totaling 20.63 acres in Section 4 within the Town of New Richmond. Fisher gave a presentation of the request and briefed the committee on the staff report. Motion by Hense, 2nd by Raymond to approve the preliminary plat with the condition noted in the staff report. Motion carried. 2) Palmsteen Rezoning Lyle H. and Beverly Palmsteen to rezoned approximately 75 acres of land from Agriculture to Ag/Residential. Location: A parcel of Land located in the NW '/4 of the NE % and the SW % of the NE 1/4 , all in Section 5, T31 N-R1 9W, Town of Somerset, St. Croix County, WI Chairman Raymond asked the applicant to explain their request. Gary Baillargeon, realtor for Lyle Palmsteen was present, he stated that this is marginal rolling pastureland with wetlands and scattered trees. This land is not good for farming. They would like to rezone 5 acres of land from Ag to Ag/Residential to provide for two building sites. Chairman Raymond called for comments in support of the request. Al Schlep of A & E Surveying stated that he supports this rezoning request as the land to the west and east of the parcel are already zoned Ag/Residential. Chairman Raymond called for comments in opposition to the request, none were heard. Fisher gave background and explained information within the staff report. Raymond asked if the Town had considered rezoning this land to Ag II (one home per 20 acres) as the request is only for two building sites. Fisher stated that the Town had not considered this to his knowledge. A motion was made by Hense, seconded by Larson, to recess the hearing. Motion carried. The committee noted that the Town submitted a letter and supplemental information stating the following: • the request complied with the provisions of § 91.77 • the proposed rezoning is consistent with the Town of Somerset Land Use Plan • a detailed narrative was submitted justifying their recommendation A motion was made by Larson to recommend to the County Board that they approve the rezoning request of Lyle Palmsteen to rezone 75 acres of land from Ag to Ag Residential with the understanding that the provisions of § 91.77 have been met. Motion seconded by Jensen. Raymond made a motion to amend the; motion to add the following additional findings: 1) The provisions of § 91.77 have been met with this rezoning request. 2) The; proposed rezoning, is consistent with the Town of Somerset Land Use Plan. 3) The Town of Somerset has recommended approval, and also found that the request is consistent with 91.77, and the Town Plan. 4) The Town provided a detailed narrative justifying their recommendation, the committee agrees with this detailed justification. 5) There was no opposition to the request. 6) Contiguous land to the east and west of the parcel is already zoned Ag/Residential. Hense seconded the amendment. Motion carried. Motion as amended passed with 4 members voting in favor and Luckey voting against. 3) Weber Rezoning Findings The committee and staff discussed additional findings (as the County Board of Supervisors requested) regarding the Weber rezoning in. Troy. The committee will discuss issues raised at this meeting again at the November 9, 1999 PZPC meeting. 4) Riverway Discussion The committee agreed that they would not be taking any action on the complicated Riverway Issue for several weeks.
