1) John J. and Georgine Moelter Family Trust to rezone approximately 11
acres of land from Agriculture to Ag/Residential. Location: A parcel
of land located in the SW of the NE '/4 and the SE '/4 of the NW 1/4, all
in Section 15, T28N-R19W, Town of Troy, St. Croix County, Wisconsin.

MINUTES
St. Croix County Planning, Zoning and Parks Committee
December 1, 1999
St. Croix County Government Center, Hudson, Wisconsin
Committee rp esent: Ron Raymond, Dave Hense, Art Jensen, Gerald Larson, Linda Luckey.
Staff present: Steve Fisher
Chairman Raymond called the meeting to order at 7:00 p.m. A motion was made by Larson,
second by Luckey to adopt agenda. All in favor. Motion carried.
A discussion was held on the upcoming schedule. The next meeting for this Committee will be
Monday, December 6th and the Committee will meet at the Highway Dept. in Hammond at 9:00
a.m. Chairman Raymond then explained the rules of the hearing. The hearing notice was read
into the record.
Zoning Business
Gary Moeller, 496 County Road M, River Falls, Wisconsin is asking to rezone 11 acres of land from
Agriculture to Ag/Residential. This parcel will be sold to the Town of Troy for a town shop. Location:
the SW % of the NE % & the SE % of the NW % all in Section 15, Town of Troy, St. Croix County,
Wisconsin.
A town meeting was held this past summer and a vote was taken in favor of this location for the
town shop.
Dean Albert, Chairman for the Town of Troy, stated that they have been looking for a location for
a shop for 4 years. This location will meet all permit requirements and the Town of Troy Growth
Management Plan. Hense added that this is a very logical site for this type of use because of the
location.
There was no opposition to this request. Motion by Hense, second by Luckey to close the
hearing. All in favor. Motion carried.
Motion by Hense, second by Jensen to approve request based on the following findings:
1. Meets the Town of Troy Growth Management Plan
Rezoning is consistent with the mapped Growth Management Plan.
Request clearly meets Goal 5 of the Grown Management Plan, which states
"Provision of Services Adequate for the Health, Safety, and Recreational Needs of the
Town, " and in Objectives 5.1, "To plan for the provision of public services in the
future".
2. The Town of Troy held public hearings and citizens fully supported the request.
3. The location on Highway 35 is a good location for the shop with easy access onto the
highway.
4. The parcel is less desirable for farming due to Highway 35 expansion which has taken a
portion of the property as the highway right-of-way.
5. Both town and county have considered provisions of Wis. Stat. 91.77, and have concluded
that this statute has been met with this request.
All in favor. Motion carried. This will be placed on the County Board agenda for December 14,
1999. Motion by Hense, second by Larson to adjourn. All in favor. Motion carried. Meeting
adjourned at 7:25 p.m.
