MINUTES
St. Croix County Planning, Zoning & Parks Committee
December 8, 1999
St. Croix County Agriculture Center, Baldwin, Wisconsin
Committee present: Ron Raymond, Dave Hense, Art Jensen, Gerald Larson,
Linda Luckey.
Staff present: Mary Jenkins
Chairman Raymond called the meeting to order at 7:00 p.m. A motion was made by
Jensen, seconded by Luckey, to adopt the agenda. Motion carried.
A discussion was held on the upcoming schedule. County Board has been scheduled for
December 14, and the next committee meeting will be on December 21 at the
Government Center in Hudson.
A motion was made by Larson, seconded by Hense to approve the minutes from
meetings held on November 23 and December 1 with changes noted by Supervisor
Luckey. Motion carried.
Chairman Raymond explained the rules of the hearing. The hearing notice was read into
the record.
ZONING BUSINESS
1. Daryl and Lurene Bahnsen to rezone approximately 5.2 acres of land from
Agriculture to Ag Residential. Location: A parcel of land located in part of the
SE '/4 of the SW '/a of Section 9, T29N-R17W, Town of Pleasant Valley, St.
Croix County, Wisconsin.
2. Glenn Brenne to rezone approximately 52 acres of land from Agriculture to
Ag Residential. Location: A 12 acre parcel of land located in part of the NW '/4
of the SW and a 40 acre parcel located in the SW '/4 of the SW '/4, Section
34, T29N-R16W, Town of Baldwin, St. Croix County, Wisconsin.
3. Discussion of County Board presentation of Development Management Plan.
1. Lurene Bahnsen, 1736 CTH "N", Hammond, Wisconsin, told the committee that they
wish to rezone 5.0 acres to give to their daughter and husband, Barb & Jason Winget, to
build a house. Mrs. Bahnsen said they own 120 acres and that the minimum lot size in
Pleasant Valley Township is 5.0 acres.
Jason Winget, 233 W. Cascade, River Falls, said that he and his wife intend to construct
one single-family home on the proposed 5.0 acre lot, and have no plans for further
development. Jason is the son-in-law of Lurene Bahnsen.
No one spoke in opposition to the request. Jenkins read a letter from the township,
supporting the rezoning request. Chairman Raymond called for further comments, and
when none were heard, recessed the hearing at 7:13 p.m.
A motion as made by Larson to recommend that the County Board approve the request
of Daryl & Lurene Bahnsen to rezone 5.0 acres from Ag to Ag Residential based on the
following findings:
1. There was no opposition to the request;
2. The Town recommends approval of the request
3. The conditions of Wisconsin Statute 91.77 have been considered.
The motion was seconded by Hensey and carried with a unanimous vote.
The hearing reopened at 7:20 p.m.
2. Glenn Brenne, 622 250th Street, Woodville, Wisconsin, told committee members that
he purchased the parcel in 1963, is now retired and would like to sell a 24 acre lot at
this time and possibly 2-3 more at a later date.
Pat Brenne, wife of Glenn, said that the sale of this property is their retirement income.
Mr. Brenne told the committee that the remainder of his property is approximately 100
acres, which is rented out as farmland.
Discussion was held on the need to inform prospective buyers of the surrounding
agricultural area and the resulting farm operations, possible unpleasant odors, etc. It
was suggested that this notice may be placed on the conveyance deeds or certified
survey maps that would divide the lots, and notifying the township of the same.
Chairman Raymond commented on the proximity of the parcel to other Ag Residential
zoned parcels, as well as the proximity to the Village of Baldwin and the Village of
Woodville. The Chairman called for further comments. None were heard.
A motion was made by Hense and seconded by Larson, to close the hearing. Motion
carried.

A motion was made by Jensen to recommend that the County Board approve the
rezoning request of Glenn Brenne to rezone 52 acres from Ag to Ag Residential based
on the following findings:
a) The Town Board recommends approval of the request;
b) The County Ordinances have been considered ;
c) The parcel is adjacent to Ag Residential parcels on three sides;
d) The parcel is in close proximity to the Village of Woodville and the Village of
Baldwin;
e) The conditions of Wisconsin Statue 91.77 have been considered;
f) The committee heard comments from the public and considered relevant
information.
The motion was seconded by Larson, and on a voice vote carried unanimously.
3. Dave Fodroczi, County Planning Director, arrived at the meeting at 7:30 p.m, to
discuss the presentation of the Development Management Plan at County Board on
December 14 with the committee.
A motion was made by Hense, seconded by Raymond, to adjourn. Motion carried.
Meeting adjourned at 8:10 p.m.
