MINUTES OF THE ST. CROIX COUNTY TRANSPORTATION COMMITTEE
Meeting of December 8, 1999
The meeting was called to order by Chairman King at 9:04 A.M.
Roll call was taken with Dowd, Grant, Jacobson, King, and Larson in
attendance. Staff members present during portions of the meeting
included Fedderly, Harer, Ramberg, and Schofield.
A motion was made and seconded (Jacobson/Dowd) to adopt the agenda as
published. Motion carried.
A motion was made and seconded (Grant/Larson) to schedule the next
meeting for January 6, 2000 at 9:00 A.M. with Jacobson and King
reviewing vendors at 8:30 A.M. Motion carried
Action on Previous Minutes: A motion was made and seconded
(Larson/Jacobson) to approve the minutes of the November 9, 1999
meeting as mailed to the members. Motion carried.
Approve Vouchers for Payment: Dowd and King reviewed the vouchers at
8:30 A.M. A motion was made and seconded (King/Dowd) to approve the
vouchers for payment. Motion carried.
Ramberg reviewed and highlighted the payments being made.
Review Fund Balances: Ramberg handed out and reviewed the November 30,
1999 fund balances. The maintenance fund balance does not include
WisDOT cost sharing for the 1999 AUP projects at this time.
Review Highway Safety Minutes: Ramberg handed out and reviewed the
unofficial November 17, 1999 Highway Department Safety Committee
minutes.
Seminar Attendance Requests: Fedderly reviewed a request for employees
to attend a UW-Extension One -Day Highway Safety Seminar in Eau Claire.
The seminar relates to signing, intersection safety, and other roadway
safety issues. WisDOT will participate in the cost of some of the
attendees. A motion was made and seconded (Dowd/Grant) to authorize up
to nine highway employees attend the January 20, 2000 Highway Safety
Seminar in Eau Claire at $35.00 each. Motion carried.
Fedderly reviewed a January 26-28,2000 Surveyor's Seminar in Steven's
Point. A motion was made and seconded (Grant/Dowd) to authorize up to
three highway employees to attend the Surveyor's Seminar in Steven's
Point at approximately $200.00 each. Motion carried.
Announcements and Correspondences: Fedderly reviewed a small claims
settlement of $1,300.00 received regarding guardrail damage during an
accident. A response letter was received from a couple of New Richmond
students regarding bike trails on CTH 'GG".
Schofield reviewed the electrical 'change -over" plan and Highway Y2K
compliance, with the list of areas supported by the Hammond facility
generator.

Fedderly reviewed a letter received from Richard Prestin, NSP
Superintendent of Gas Operations and Construction, regarding the gas
line incident discussed at the last meeting. The letter noted that
locating gas lines is not an exact science, signals are sometimes
diverted by "other" underground facilities, locating technology is
constantly being improved, and NSP is developing more extensive
training programs for locators. He also noted that the use of these
improved technologies should help to even further reduce this
occurrence in the future, that NSP is sorry for the concern and
inconvenience, and that NSP will continue with efforts to minimize such
occurrences in the future.
Fedderly noted that the Highway Department will need to take extra
precautions to see that each utility listed on the Digger's Hotline
ticket has either marked or cleared the site.
The Safety Committee will develop a utility "Site Clearance Procedure".
Other Business: Fedderly and Schofield reviewed proposals received
regarding engineering services for various projects scheduled in the
coming year.
A motion was made and seconded (Jacobson/Larson) to award the bridge
redeck design proposals on CTH "B" and CTH "N" to Ayres & Associates
for a total of $28,922.00. Motion carried.
A motion was made and seconded (King/Grant) to award the shoulder
paving enhancement project design on CTH "T" north to Ayres &
Associates for a total of $11,138.00. Motion carried.
A motion was made and seconded (Larson/Jacobson) to award the CTH "J"
AUP project design to Humphrey Engineering for $5,652.00. Motion
carried.
A motion was made and seconded (Grant/Dowd) to award the AUP design of
CTH "T" south, CTH "A" and CTH "K" to Cedar Corporation for $20,650.00.
Motion carried.
CTH "UU" Status Update: Fedderly noted that the CTH "UU" project is in
design by Bonestroo, Rosene, Anderlik, (B.R.A.)& Associates with
ongoing discussions regarding various design elements.
Review and Approve Single Axle Truck Proposals: Schofield and Fedderly
reviewed the proposals received for three single axle trucks. A motion
was made and seconded (Larson/Jacobson) to award the single axle truck
proposal to Boyer Ford Trucks for three Sterling L7500 single axle
trucks with Caterpillar 3126 engines and the additional differential
lock options at a total of $153,924.00. Motion carried.

Review Pickup Purchase Options: Schofield, Grant, and King reviewed
pickups viewed on the lots of area dealerships. A motion was made and
seconded (King/Dowd) to purchase two 2000 model Ford pickups from Cox
Motors of New Richmond at a total price of $47,790.00. Motion carried.
Review Tractor Purchase/Lease Options: Schofield reviewed the options
available to replace the three tractors that the Highway Department is
currently leasing. A motion was made and seconded (Jacobson/Larson) to
lease/rent three John Deere 5510 tractors from Green Implement at
$4,200.00 each with the lease/rent applied to a possible purchase next
year, and purchase one loader for $4,085.00. Motion carried.
Review Fuel Truck Purchase Options: Fedderly and Schofield reviewed the
specifications on used fuel trucks available. A motion was made and
seconded (Dowd/Jacobson) to purchase one "refurbished" 1989 Ford F800
2,000-gallon capacity fuel truck from Midwest Petroleum Tank &
Equipment at $36,000.00. Motion carried.
Review Trailer Proposals: Fedderly and Schofield reviewed proposals
received for one 20-ton trailer with trade options. A motion was made
and seconded (Larson/Dowd) to award the trailer proposal to Miller -
Bradford for one Towmaster T-40 model trailer outright at $12,075.00.
Motion carried.
Review Casey Pit Purchase Agreement and Site Plan Development: Fedderly
reviewed the purchase agreement made with Daniel Casey, the written
plan of operation for the pit, and the upcoming December 16, 1999 Board
of Adjustments meeting. A motion was made and seconded
(Jacobson/Larson) to authorize Fedderly to issue a manual check in
December to Daniel Casey for the land purchase if the Board of
Adjustments approves the permit request for pit operations. Motion
carried.
WisDOT 35/64 Status Update: Fedderly noted that WisDOT has not met with
WisDNR yet, so WisDOT is still pursuing options regarding the 35/64
project. WisDOT will update the Committee in January at our regularly
scheduled meeting.
Review and Approve Year 2000 WisDOT Routine Maintenance Agreements:
Fedderly and Harer reviewed the Routine Maintenance Agreements (RMA's)
as drawn up by WisDOT. These RMA's list the dollar amount of work to
be performed by county forces for 2000 on state and federal highways.
Harer noted that WisDOT will be adding a beat to the interstate in 2000
due to increased traffic count, increased lane miles, and the road
classification that I-94 falls in within St. Croix County.
Fedderly noted that even with the added beat and added dollars in the
RMA's, the level of dollars available falls far short of the level of
service model projections. The liability language that was discussed
with WisDOT is not addressed in the maintenance manual yet either.

A motion was made and seconded (King/Grant) to approve and sign the
RMA's as drafted by WisDOT and authorize Fedderly to attach a letter
spelling out dissatisfaction with the language and the other concerns
discussed. Motion carried.
Adjournment: A motion was made and seconded (Dowd/Grant) to adjourn at
12:03 P.M. Motion carried.
Various suppliers and associates joined the Committee for a lunch as
prepared the Highway Department staff.
