CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of June 9, 1999 The meeting was called to order by Chairman King at 9:00 A.M. Roll call was taken with Dowd, Grant, King, and Larson in attendance with Jacobson excused. Staff members present included Fedderly, Ramberg, and Schofield. A motion was made by Larson, seconded by Dowd, to adopt the agenda as published. Motion carried. A motion was .made by Grant, seconded by King, to schedule the next meeting for July 7, 1999 at 9:00 A.M. with Dowd and King reviewing vendors at 8:30 A.M. Motion carried. Action on Previous Minutes: A motion was made by Dowd, seconded by Grant, to approve the minutes of the May 5, 1999 meeting as mailed to the members. Motion carried. Approve Vouchers for Payment: Grant and King reviewed the vouchers at 8:30 A.M. A motion was made by King, seconded by Grant, to approve the vouchers for payment. Motion carried. Review Fund Balances: Ramberg handed out and reviewed the May 31, 1999 fund balances. Review Highway Safety Minutes: Ramberg and Fedderly handed out and reviewed the April 23, 1 999 safety minutes. The Safety Committee has requested to purchase two back related safety videos for the Annual Safety Seminar. A motion was made by Grant, seconded by Dowd, to approve the purchase of two back safety videos at $98.00 each. Motion carried. Seminar Attendance Requests: Fedderly reviewed a Wisconsin Safety Council program offering an "Accident Investigation" and a "Job Safety Analysis" seminar. A motion was made by Larson, seconded by Grant, to authorize three members of the Safety Committee to attend both seminars for a total cost of $150.00 each in Eau Claire. Motion carried. Announcements and Correspondences: Fedderly reviewed a thank you note from Marion Sinclear, regarding the appreciation and service plaque given to her from the W.C.H.A. for George's years of service; also a "Clean Sweep Hazardous Waste Collection" thank you for the use of Highway Department facilities from Mary Barney, Recycling Specialist. Fedderly reviewed the county "Year 2000" (Y2K) program documentation as developed by the Highway Department along with the specifications and request for proposals for three wings and three plows being sent out. Fedderly reviewed a contract drawn up between St. Croix County and the Preservation Development; LLC involved in the development of the White Eagle Golf Club. White Eagle developers desire to make improvements adjacent to and on CTH "V" "at their cost" for the golf course and subdivision. A motion was made by Dowd, seconded by Larson, to approve the contract and authorizing Fedderly to sign on behalf of the r ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 2 June 9, 1999 Discuss New Somerset Shop: Fedderly reviewed possible timeframes for the construction of the new Somerset shop. The Committee favored site plans to be completed in June or July with proposals sent out in August or September, allowing the option of construction in the spring of 2000 rather than in the winter. Review Gravel Pit Land Negotiations: Fedderly noted that Ralph Olson rejected the $335,000.00 offer by the Transportation Committee for the 120 acres. A motion was made by Larson, seconded by Dowd, to offer Ralph Olson $350,000.00 for the 120 acres with no more royalty payments made after June 1999 and with a $20.0,000.00 payment made in July 1999, and $50,000.00 payments made in July 2000, July 2001, and July 2002. Motion carried. Fedderly discussed the offer over the telephone with Ralph Olson. Mr. Olson rejected the $350,000.00 offer. A motion was made by King, seconded by Dowd, to pursue gravel pit land negotiations with adjoining property owner., Daniel Casey. Motion carried. Review and Approve WisDOT Service and Supply Contract: Fedderly reviewed a contract for traffic control by county forces relating to work on the "Weigh -In -Motion" (WIM) equipment at the weigh station. A motion was made by King, seconded by Grant, to approve and sign the $2,000.00 WisDOT service and supply contract. Motion carried. Review Request for CTH "UU" No Parking Signs: Fedderly reviewed a request to install "no parking" signs on CTH "UU" near the soccer fields in Hudson Township for safety reasons. A motion was made by Larson, seconded by Dowd, to install the "no parking" signs and install more 45 MPH signs along CTH "UU". Motion carried. Discuss CTH`1 "UU" Improvements Alternatives: Fedderly noted he has received word that the City of Hudson has requested federal funds to assist in the road improvements along CTH "UU". The Committee discussed inviting interested county board supervisors to a future meeting to discuss the CTH "UU" project and clear -up any misunderstandings that may occur in relation to the county/city cooperative effort. Review Request for CTH "A" No Parking Signs: Fedderly reviewed a request by the DNR to install "no parking" signs along CTH "A" near the Willow River State Park to reduce the number of non-paying walk-ins. The DNR will pay for the installation and cost of "no parking signs". A motion was made by Grant, seconded by Larson, to approve the installation of the DNR "no parking" signs as presented. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 3 June 9, 1999 Presentation of Retirement Certification: The Committee presented Beverly Denucci a retirement plaque for over 25 years of service. Tour Current Projects: Due to time restraints, project viewing will be included on the next agenda. Adjournment: A motion was made by Larson, seconded by King, to adjourn at 11:55 A.M.
