CROIX COUNTY TRANSPORTATION COMMITTEE Meeting of May 5, 1999 The meeting was called to order by Chairman King at 9:00 A.M. Roll call was taken with Dowd, Grant, Jacobson, King, and Larson in attendance. Staff members present included Fedderly, Ramberg, and Schofield. A motion was made by Larson, seconded by Grant, to adopt the agenda as published. Motion carried. The group reviewed the upcoming events and meetings. A motion was made by Grant, seconded by Larson, to schedule the next meeting for June 9, 1999 at 9:00 A.M. with Grant and King reviewing vendors at 8:30 A.M. Motion carried. Action on Previous Minutes: A motion was made by Jacobson, seconded by Dowd, to approve the minutes of the April 8, 1999 meeting as mailed to the members. Motion carried. Approve Vouchers for Payment: Larson and King reviewed the vouchers at 8:30 A.M. A motion was made by King, seconded by Larson, to approve the vouchers for payment.. Motion carried. Review Fund Balances: Ramberg handed out and reviewed the April 30, 1999 fund balances. Review Highway Safety Minutes• Ramberg handed out and reviewed the March 19, 1999 safety minutes. Grant, Schofield, and Ramberg reviewed the recent safety training classes (MSHA, 1st Aid, and Forklift) and the Spring Safety Newsletter. Seminar Attendance Requests: None. Announcements and Correspondences: Fedderly handed out a thank -you note from Fern Bridge Gardens for the Highway Department's "Adopt -A -Highway" display at their recent Hudson Earth Day Celebration; and a Stillwater Bridge status letter from Al Steiger of F.H.W.A.; and a response letter to F.H.W.A. from the department. Discuss New Somerset Shop: Fedderly handed out and discussed reports regarding the computerized model of all the Highway Department's road maintenance routes completed a few years ago. The reports detail the level of service and efficiencies for county, state, and local routes that the Highway Department serves. Growth factors, road construction changes, traffic counts, response times, etc. were considered in the plan as a basis in determining shop location alternatives, equipment needs, and staffing needs for the future. The study shows that the Somerset shop alternative meets all response time criteria in the model while at the same time merging two shops into one. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 2 May 5, 1999 Review Gravel Pit Land Negotiations: Fedderly reviewed his discussions with Ralph Olson regarding the purchase price of his gravel pit. Mr. & Mrs. Olson offered to sell the 120 acres including buildings for $350,000.00. After considerable discussions, a motion was made by Jacobson, seconded by Dowd, to counter offer at $335,000.00 for the 120 acres allowing the Olsons to live in the house rent free for up to two years while their new house is built. Motion carried. Review "1998 Reports of Financial Operations": Ramberg and Fedderly summarized the "bottom line" of the 1998 Highway Department's financial activities. Discuss CTH "UU" Improvements Alternatives: Fedderly noted that the City of Hudson has not contacted the Highway Department regarding their interests with improvements to CTH "UU" within the city. Review and Discuss WisDOT D.M.A. Contracts: Fedderly reviewed two Discretionary Maintenance Agreement (D.M.A.) contracts drawn up by WisDOT for I-94 culvert liner installations and various asphalt overlays needed in 1999. These contracts are for special work on strategically located projects, which are not included in the Routine Maintenance Agreements (R.M.A.) previously approved. A motion was made by Dowd, seconded by King, to approve the WisDOT D.M.A. contracts and authorize Fedderly to sign the three copies of each on behalf of the Committee. Motion carried. Fedderly also reviewed a contract for safety enhancements utilizing $25,000.00 worth of Hazardous Elimination Funds (HEF) at the CTH "C"/CTH "CC" intersection to be constructed by county forces. A motion was made by Larson, seconded by Jacobson, to approve and sign the $25,000.00 CTH "C"/CTH "CC" intersection HEF contract. Motion carried. Review and Approve WisDOT Budget Resolution: Fedderly handed out and reviewed a WisDOT Budget Resolution draft drawn up by WCHA Board of Directors. The resolution notes that the local road funding increase is disproportional to the state road funding increase in the state budget. A motion was made by King, seconded by Dowd, to support WCHA WisDOT Budget Resolution. Motion carried. Review and Approve State Trunk Highway Plan Resolution: Fedderly reviewed and handed out a WCHA Board of Directors resolution regarding the WisDOT State Trunk Highway Plan. The resolution notes that this WisDOT 20 year highway improvement plan is a good long range planning tool, BUT it reflects a FOUR BILLION DOLLAR shortfall in funding for the projects involved and does not address LOCAL HIGHWAYS. The resolution calls for more local road recognition and a plan that is more comprehensive in nature. A motion was made by Dowd, seconded by Jacobson, to support the WCHA State Trunk Highway Plan Resolution. Motion carried. ST. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 3 May 5, 1999 Review and Award Skid Steer Proposals: Schofield and Fedderly reviewed the specifications sent out and the proposals received for one skid steer. A motion was made by Dowd, seconded by Larson, to approve the low proposal from Polfus Equipment at $20,975.00 based on meeting the complete specifications. Motion carried. Review and Award Centerline Proposals: Schofield reviewed the centerline proposals received. A motion was made by Grant, seconded by Dowd, to award the centerline proposal to the low proposer, Bergman Companies, at $0.0283 per lineal foot for oil base paint and $0.0278 per lineal foot for latex/water based paint, provided all service and timing conditions are satisfactory. Motion carried. Review and Award Oil Proposals: Fedderly reviewed the road oil proposals received for the 1999 construction season. A motion was made by Dowd, seconded by Larson, to award the road oil proposals to Marathon/Ashland Company at $0.6409/gallon for sealcoat/CRS oil, $0.5800/gallon for AMZ/HFE oil, $132.77/ton for Hotmix/AC/PG oil, and $0.7500/gallon for coldmix/SC oil; with the option to utilize Koch Materials Company for the Cold-mix/SC oils if the timing and availability becomes a factor. Motion carried. Dowd was excused at 11:55 A.M. Review and Award Hot Mix Proposals: Fedderly reviewed the hotmix quotes/proposals received. A motion was made by Jacobson, seconded by King, to approve the Monarch Paving Company prices of $15.45 per ton for hotmix, and $17.73 per ton for coldmix. Motion carried. Review and Award Milling and Crushing Proposals: Fedderly reviewed the milling and crushing proposals received. A motion was made by Larson, seconded by Grant, to approve the Mathy Construction proposal for $3,460.00 per mile for milling and crushing; $0.07 per square foot for urban milling; $0.10 per square foot with the six foot wide mill; and $1,970.00 per mile for reclaiming. Motion carried. Review and Award Culvert and Guardrail Proposals: Schofield handed out and reviewed the culvert proposals received. A motion was made by King, seconded by Jacobson; to approve the purchasing of culverts and various attachments from both Contech Construction and Johnston Fargo Culvert on an as needed basis, depending upon delivery schedules. Motion carried. Schofield reviewed the guardrail made by Grant, seconded by Larson, Lumber and Timme Construction on submitted. Motion carried. proposals received. CROIX COUNTY TRANSPORTATION COMMITTEE MINUTES Page 4 May 5, 1999 Other -Business: The group discussed the removal of dead deer from roadways. The Wisconsin Department of Natural Resources (DNR) is responsible for the disposal of car killed deer. The Highway Department is allowed to move them out of the path of traffic, but not allowed to dispose of them. The group discussed the difficult situation involving improvement alternatives due to culvert location and angles at the intersection of CTH RNN" and 60t`' Avenue. The department is currently reviewing this area. Adjournment: A motion was made by Larson, seconded by Jacobson, to adjourn at 12:20 P.M. Motion carried. SECRETARY
