Bill Krueger, unexcused. Meeting was called to order at 9:03 A.M. by Chair Speer. STAFF PRESENT: Sheriff Dennis Hillstead, Patrol Captain Robert Klanderman, Jail Captain Karen Humphrey, Chief Deputy Ron Volkert, Administrative Assistant Mary Martell, Emergency Communication Director Bruce Brantner, Medical Examiner Marty Shanklin, District Attorney Eric Johnson Motion to adopt the agenda by Irwin, 2nd by Mehls. Carried. Motion to approve the November 9, 1999 minutes by Irwin, 2nd Mehls. Carried. Date of next meeting is tentatively set for January 7, 2000. IMMIGRATION CONTRACT: Counsel Greg Timmerman Committee. Carried. Motion by Mehls, 2nd by Speer to have Corporation review the contract and bring it back to the MEDICAL EXAMINER'S REPORT: Shanklin reported 2 autopsies for the month of November, one a SIDS and the other a traffic accident. Motion by Irwin, 2nd by Gunderson to approve $5418.78. Carried. BILLS AND VOUCHERS: Motion by Gunderson, 2nd by Mehls to approve #37,507.56 for the Jail. Carried. Motion by Irwin, 2nd by Gunderson to approve $14,868.52 for the Sheriff's Department. Carried. Revenues for the month of November were $48,650.48. Of the revenues 90.6% went into the General Fund or specialized accounts = $47,474.24. SHERIFF AND JAIL CAPTAIN REPORTS: Positions are being filled in both the Jail and the Sheriff Department. No posting of vacant positions was available at the Health Center. The Sheriff will be appointing another staff person to the Jail. Some correction inmates are being held as long as five months. Length of time here depends on the availability of beds in other facilities. Scott Morris did another inspection of the Jail and had a few concerns. In the food service area, vents, floors and coolers needed to be cleaned. County Maintenance and Best Food Service did the necessary cleaning. Another concern was the age of the Jail staff and the lack of 24 hour supervision. Supr. Mehls would also like to commend Jim Sanders and his dog for the fantastic demonstration and job they did at the Anderson Scout Camp. This is super public relations for the Sheriff Department. PATROL CAPTAIN'S REPORT: Funding is available for the leasing of 2 snowmobiles for the next 2 years. Correspondence from a Village of Somerset resident is being addressed. The committee decided that the problem first had to be handle by Somerset Law Enforcement, before the County can get involved. Supr. Mehls feels a Statement of Standing is what is needed. JAIL ASSESSMENT REQUESTS: Captain Humphrey is requesting 2 additional video cameras, one stationary and one moveable (colored), hardware and wiring for the booking area at a cost of $6209. Supr. Irwin asked how many other areas are in need of cameras and upgrades. Chair Speer would like Humphrey to list in priority what needs to be done and bring the list back to the Committee in January. Motion by Mehls, 2nd by Gunderson to approve the purchase of the cameras at a cost of $6209.00 from the Jail Assessment Fund. Carried. Humphrey is also requesting at a cost of $3017.00, headsets with ear molds for each of her 26 staff persons for the central control room. Supr. Irwin questioned why a less expensive ear muff type headset wouldn't work. You would only need a couple. Hygiene issue was her argument. Irwin moved to postpone until January the purchase of headsets until more information is available. DISTRICT ATTORNEY: Motion by Irwin, 2nd by Mehls to approve the bills for $1275.70 for the District Attorney. Carried. Security windows is one of the unresolved issues. Johnson has heard nothing on the status of them. Victim Witness Office space is still not settled. Johnson sent a return letter to Commissioner Vlack answering the question regarding child and domestic abuse asked of him. Johnson feels these situations are being handled very effectively by the District Attorney's Office, the Sheriff's Department and the Judges. Meeting adjourned at 11:25 A.M.
