PUBLIC PROTECTION COMMITTEE MEETING
October 13, 1999
MEMBERS PRESENT: Julie Speer, Bill Krueger and Chuck Mehls. Bob
Gunderson and Tom Irwin were excused. Meeting called to order by
Chair Speer at 9:00 a.m.
STAFF PRESENT: Sheriff Dennis Hillstead, Chief Deputy Ron
Volkert, Patrol Captain Robert Klanderman, Jail Captain Karen
Humphrey, Administrative Assistant Mary Martell, Jail Sergeant
Jill Germain and Renee Carufel.
Motion to adopt the agenda by Krueger/Mehls. Carried.
Date of the next meeting is November 9th at 900 a.m.
Motion to approve the minutes of September 8th by Krueger/Speer.
Carried.
Humphrey introduced the new Jail Sergeant Jill Germain.
BUDGETS: Finance will meet before the next county board meeting
to finalize all budgets. Hillstead reported that he has reduced
$9852 off the overtime line item and took $5000 from the car
fund. For the Jail they reduced the medical portion by about
$9820.
JUVENILE BOARDING: Motion by Mehls/Krueger to transfer the
responsibility of secure detention costs from the Public
Protection budget with an increase from $30,000 to $40,000 and
this be transferred to Human Services. Carried.
JAIL PHONE REVENUE: Discussion was held as to whether we should
purchase our own phones for the Jail and receive all the revenue
generated from the collect calls from the inmates. Consensus is
we continue with the phone system we have at the present time.
MEDICAL EXAMINER: Speer approved the bills of $5667.86 for the
Medical Examiner. Shanklin reported on the two autopsies which
were both traffic accidents. Revenues for the month were $845.
SHERIFF'S REPORT: Hillstead reported they will have responded to
around 10,000 calls for service by the end of the year.
Hillstead also decided to add two patrol officers to the force
before the first of the year for a cost of $18,883. Motion by
Krueger/Mehls to spend this amount from the Confiscated Drug Fund
to finance the two Clinton Cops proposal. Carried.
Hillstead is going to hire two officers from the jail to fill the
Clinton Cops patrol positions. He informed the committee he is
having a real hard time finding any replacements for these
positions in the Jail. The committee informed him to keep
advertising in the local papers and contact the law enforcement
schools for possible candidates.
Hillstead reported he needs two additional computers for his
department. Motion by Mehls/Krueger to approve the expenditure
of $4000 from the Polk/St.Croix Drug Fund for this purchase.
Carried.
Martell reported the new Visions software program went live
yesterday. Everything seems to be fine. Visions representatives
have been very helpful and will see that everything is working as
soon as possible.
BILLS AND VOUCHERS: Chair Speer approved the bills of $16,863.26
for the Sheriff's Department and $38,622.68 for the Jail at an
earlier date. The revenues for the month of September were
$56.435.20, 950 of which went into the general fund.
Klanderman presented a letter from Johanne Phaff of Somerset
requesting statistics from the Sheriff's department regarding the
number of arrests for drunk drivers, underage drinkers and
arrests from Sunrise Park and Hideaway from 95-99.
DISTRICT ATTORNEY'S REPORT: Speer presented a letter from Eric
Johnson requesting that his office and the Victim Witness Program
be apprised of and involved in any discussions concerning the
expansion of the Register of Deeds office and the impact that
expansion would have on the Victim Witness room #1302 prior to
any decision made regarding that room. This will be on next
month's agenda.
Chair Speer approved the bills of $771.05 at an earlier date.
CHILD SUPPORT: Discussion was held on the items deleted from
Child Support budget. The fax machine was deleted from Holme's
budget with the understanding that if she needs one during the
year this will come from the contingency fund.
