STAFF PRESENT: Sheriff Dennis Hillstead, Chief Deputy Ron Volkert,
Patrol Captain Robert Klanderman, Jail Captain Karen Humphrey,
Administrative Assistant Mary Martell, Medical Examiner Marty
Shanklin, District Attorney Eric Johnson, DA Office Manager
Deborah Staberg, Victim Witness Coordinator Ann Gustafson, Child
Support Administrator Lynn Holmes and Renee Carufel.
Motion to adopt the agenda by Irwin/Mehls. Carried.
Date of the next meeting is September 8th at 9:00 a.m.
Motion to approve the minutes of August 9th by Irwin/Mehls.
Carried.
MEDICAL EXAMINER'S REPORT: Shanklin reported on the budget. He is
budgeting for 21 scenes per month. He is also asking for a 3%
increase in his base salary. Motion by Mehls/Speer to approve
this budget of $77,354. Carried.
DISTRICT ATTORNEY'S REPORT: Johnson explained his budget is
showing an increase of 12.25% because of the new position.
Without the new position it would be a minus 3%. The only changes
from the past year are the shelvingneeded for remote storage and
the security window. Motion by Irwin/Mehls to approve the DA
budget of $303,248. Carried. This is with the insurance premium at
$475 per month.
VICTIM WITNESS REPORT: Gustafson reviewed the budget. Motion to
approve the budget of $114,142 by Irwin/Speer. Carried.
JAIL REPORT: Motion by Speer/Mehls to review the Jail budget.
Carried. Humphrey explained the new items in the budget. It was
explained her department has no control over the juvenile boarding
expenses. The total budget is $2,028,899. Motion to approve this
amount by Speer/Mehls. Carried.
There was discussion on use of the revenues. If they are generated
by inmates, these funds should be used directly for the inmates
such as GED training, anger management classes or job skills. Any
help to improve the inmates should be offered so they do not come
back into the system. The Committee suggested we have Corporation
Counsel Timmerman draw up a resolution for the use of this
revenue.
SHERIFF'S DEPARTMENT REPORT: Martell explained the budget line by
line. A new item is the Snowmobile patrol which will be 100%
funded by the DNR. Motion by Mehls to approve the budget of
$3,020,732 with a second by Speer. Carried, opposed -Irwin.
CHILD SUPPORT REPORT: Holmes reviewed the budget. She had to
budget for the security window because she was going to pay for it
from the 99 budget but this is no longer an option. It will be
included in the 2000 budget for $1624. She budgeted $12,036 for
temporary part time help of which the federal share is $7944 and
County share will be $4092. Motion by Irwin to approve the budget
of $405,716, second by Mehls. Carried.
