PUBLIC PROTECTION COMMITTEE MEETING
August 9, 1999
MEMBERS PRESENT: Julie Speer, Bill Krueger and Chuck Mehls. Bob
Gunderson and Tom Irwin were excused. Meeting called to order by
Chair Speer at 9:00 a.m.
STAFF PRESENT: Sheriff Dennis Hillstead, Chief Deputy Ron Volkert,
Patrol Captain Robert Klanderman, Jail Captain Karen Humphrey,
Administrative Assistant Mary Martell, District Attorney Office
Manager Deborah Staberg, Victim Witness Coordinator Ann Gustafson
Renee Caruf el. Mark Vanasse from St. Joseph Township, Johanne
Pfaff from Somerset and Stan Krueger, 30th Dist. Co. Bd.
Supervisor from Somerset were also in attendance.
Motion to adopt the agenda by Krueger/Mehls. Carried.
Special meeting for the budget is August 17th at 1:00 p.m.
Date of the next meeting is Sept. 8th at 9:00 a.m.
Motion 'to approve the minutes of July 8th by Mehls/Krueger with
corrections made by committee. Carried.
APPLE RIVER SITUATION: Bryan Vanasse and Johanne Pfaff came
before the committee with concerns regarding the concerts and
sexual activities on the Apple River. They presented an ordinance
for large crowds from Chippewa County. Discussion was held as to
how to solve this problem such as should there be a certain number
of police officers per tickets sold. Everyone agreed the
situation in Somerset concerning concerts and floating is getting
out of hand. Stan Krueger, Dist. 30 Supervisor was concerned
regarding how many more officers are needed to solve this problem.
Vanasse explained what permits are issued. Sheriff Hillstead
stated he was very willing to work with any persons to solve this
problem. We should have Corporation Counsel look at Chippewa
County's ordinance. Vanasse suggested the County write a letter
to the Village explaining our limitations to help with these
concerts. Hillstead said he was very willing to meet with the
Village Board to discuss this.
Johanne Pfaff explained the obscene things that were observed
while floating down the Apple River. She asked that the St. Croix
County help patrol the Apple River. Hillstead explained if we
would put an officer on the Apple River it would have to be paid
with overtime as we have no one available to patrol at this time.
JAIL PANELS: Humphrey reported we are still holding final payment
for these panels as the project is 97% finished.
COMMUNICATIONS/COMMAND VAN: Mehls explained the three departments
utilizating this van would be Communications Center, Sheriff's
Department and Office of Emergency Government. He also presented
the cost of the van and what equipment would be needed. Final
cost would be $89,725. This would be operational ready for road
use. Mehls presented letters from four police departments
endorsing this purchase.
MEDICAL EXAMINER'S REPORT: Reviewed the expenses for July which
included 5 autopsies. Motion by Krueger/Mehls to approve the
expenses of $10,070.44. Carried.
SHERIFF'S REPORT:
Hillstead reported on a new Training for
Tomorrow policy the State is trying to pass that would require
training for patrol officers to increase from 400 hours to 680
hours and thirteen weeks of on -the -road training. This would be a
cost increase to the county without any funding from the State.
Hillstead reported one officer is out on workers compensation due
to a broken arm.
The Cops Grants was approved in July to hire 3 additional
officers. Hillstead emphasized we need these three officers and
also make the drug investigator's position full time as soon as
possible.
PATROL CAPTAIN'S REPORT: Klanderman reported on the eighth and -
ninth traffic fatality in the County this past month, a 19 year
old male and a female who died in a traffic accident.
BILLS: Motion by Krueger/Mehls to approve the bills for the Jail
of $44,904.98. Carried. Motion to approve the bills for the
Sheriff's department of $13,814.23 by Mehls/Krueger. Carried.
Total revenues for the month of July were $130,479.29. Seventy
percent of the revenues went into the general fund totaling
$91,535.54.
JUVENILE BOARDING EXPENSES: Mary Martell reported they have been
in contact with Social Services. They are not opposed to taking
over the cost of boarding the juveniles. If the Sheriff's
Department and Human Services both agree, this expense will be
transferred to the Human Services department. They would like us
to bill until the first of the year. The committee was in
consensus that Human Services should do their own billing. They
have all the control of this. Any help we can give them in the
transition will be extended.
The need for more Huber space was discussed. There is now a four
month waiting period to get on Huber. We are looking into the
possibility of using electronic monitoring.
DISTRICT ATTORNEY'S REPORT: Staberg reported that formal approval
was needed from the Public Protection committee for the
installation of the security window. Motion by Krueger/Mehls to
recommend this window be installed for a cost of $3322.32.
Carried. This is a security system in the entrance that would
include closing most of the counter space and installing a
plexiglass window across the counter and installing a new door
with electronic locks.

VICTIM WITNESS SECURITY ROOM: Staberg reported that the Register
of Deeds office would like to expand their office space into the
room that is now the Victim Witness security room. Witnesses,
especially children, can wait to appear in court in complete
privacy in this room.
Ann Gustafson presented the rights of victims and witnesses of
crimes from Chapter 950. Ann would like the committee to view
this room. She also reported that the county has received a check
from the State of Wisconsin in the amount of $33, 538 .80. This is
the County's reimbursement for the cost of the Victim/Witness
Assistance Program for the first half of the calendar year 1999.
This represents a reimbursement rate of 76.1% for the six month
period from January 1 through July 1, 1999.
Motion by Krueger/Speer to confirm the support of this committee
to provide a waiting area for victims and witnesses as required by
the State. Carried. This waiting room is also a requirement in
order to continue the State reimbursement.
CHILD SUPPORT: Holmes stated we now have State networking and can
find more delinquent child supporters. She also expressed the
need for Huber space as the courts are sending more non -supporting
parents to Jail. They have to be on Huber so they can keep their
jobs to pay support.
WINDOW SECURITY: Holmes received a bid from Croix Valley Carpentry
for $1623.96 to install a plexiglass window in the front reception
area. This will include lumber, hardware and labor. Motion by
Speer/Mehls to have Holmes speak to Rich Loney about financing
this project from funds left in the existing 99 budget. Carried.
Motion to adjourn at 12:20 p.m. by Krueger/Mehls. Carried.
