PUBLIC PROTECTION COMMITTEE MEETING
July 8, 1999
MEMBERS PRESENT: Julie Speer, Bill Krueger, Bob Gunderson,
Tom Irwin and Chuck Mehls. Meeting called to order by Chair Speer
at 9:00 a.m.
STAFF PRESENT: Sheriff Dennis Hillstead, Chief Deputy Ron Volkert,
Patrol Captain Robert Klanderman, Jail Captain Karen Humphrey,
Administrative Assistant Mary Martell, Medical Examiner Marty
Shanklin, District Attorney Eric Johnson, Emergency Communications
Director Bruce Brantner and Renee Carufel.
Glen Hartman of the Hudson Police was also in attendance.
Motion to adopt the agenda by Krueger/Irwin. Carried.
Date of the next meeting is August-9th at 9:00 a.m.
Motion to approve the minutes of June loth Krueger/Gunderson with
one type-o corrected. Carried.
VIEW OF JAIL PANELS: Humphrey announced the committee would be
welcome to tour the new panels in the Jail after the meeting.
MEDICAL EXAMINER'S REPORT: Shanklin reported June was a slow
month. Motion to approve the bills of $2554.12 by Krueger/Mehls.
Carried.
Glen Hartman, Hudson police officer and Chief of the St. Croix EMS
team informed the committee of the real need for a diving team.
He expressed the need for such a team in light of the recent
drownings. It would cost about $3000-4000 per diver for training
and equipment. Consensus is that there is a need for such a team.
SHERIFF'S REPORT: Hillstead reported that the new positions are
working out fine. The number of calls appeared to be down for the
OZ fest which was July lst in Somerset.
Hillstead is changing some personnel for the boat patrol so that
we can have more coverage. We presently have a primary officer who
works 4 days a week and a secondary officer can be on call for all
other hours. He is also looking at reinstating the snowmobile
patrol for this winter.
Sometime in the future we have to look at our huber facilities.
We do not have enough room for the increase in huber prisoners.
PATROL CAPTAIN'S REPORT: Klanderman reported another concert is
coming to Somerset on July 17th.
JAIL CAPTAIN'S REPORT: Humphrey reported the average daily
population of the Jail. Humphrey said her training conference in
Massachusetts was very educational
BILLS & VOUCHERS: Martell explained the summary page that was
included in the Sheriff's report. > Motion by Krueger/Gunderson to
spend up to $100 for a blowhorn from the Polk/St. Croix Drug fund.
Carried. Motion by Gunderson/Speer to approve the bills of
$47,150.99 for the Jail. Motion by Mehls/Krueger to approve the
Sheriff's department bills of $20,387.60. Carried. Revenues for
the Sheriff's department were $20,825.38 and for the Jail were
$97,605.05, most of which goes into the general fund.
Discussion was held on the issue of juvenile boarding. This is a
budget item for the Jail. Committee is concerned as to whether
this should be handled by Health and Human Services in New
Richmond. No action was taken at this time but will address this
at the next meeting. A survey of other counties will be taken as
to how they handle the billing of juvenile boarding.
COMMENDATION TO DRUG OFFICERS: Mehls would like to see a letter of
commendation for the police officers had to stay out in the
freezing weather for over seven hours to make a drug arrest. The
Sheriff's department will write them a letter of commendation.
DISTRICT ATTORNEY'S REPORT: The window security project was
halted and Johnson was told to budget for it next year.
Discussion was held. Committee was concerned as to why this
project came to a halt without any estimates as to cost. Motion
by Krueger/Mehls to approve the bills of $924.96. Carried.
COMMUNICATIONS/COMMAND VAN: Mehls reported that the money for the
van will come from Emergency Communication, with the Sheriff
Department and Emergency Government helping with the costs also as
it will serve all three of these units. Mehls explained the need
for the mobile ;van and what it would be used for. A Winnebago
would cost around $78,000 and should :last for more than 20 years.
Motion to support the idea of replacing our present vehicle with a
communications/command van by Krueger/Gunderson. Carried.
Irwin explained California's 10-20-life law. Committee asked Tom
to bring more information on this law and will discuss it at the
next meeting.
CHILD SUPPORT: Holmes reported Chuck Mehls improved their door
security system by showing them they should use the buzzer if
anyone is watching them open the door. She also reported they have
come through the transition from handling the money in the Clerk
of Courts office to Child Support office very well. The Committee
is concerned and would like to have an estimate of the cost of
installing a security window in Child Support. Holmes should ask
Maintenance to install an intercom extension for her office also
as they cannot hear any announcements over the intercom out in the
hall.
Motion to adjourn by Krueger at 11:-45 a.m.
