Meeting called to order by. Chair Speer. STAFF PRESENT: Sheriff Dennis Hillstead, Chief Deputy Ron Volkert, Patrol Captain Robert Klanderman, Jail Captain Karen Humphrey, Child Support Administrator Lynn Holmes, Medical Examiner Marty Shanklin, Victim/Witness Coordinator Ann Gustafson and Renee Carufel . Meeting called to order at 9:00 a.m. by Speer. Motion to adopt the agenda as published by Mehls/Krueger. Carried. Date of the next regular meeting is June 8th at 9:00 a.m. Motion to approve the minutes of April 8th by Krueger/Speer. Carried. VIEW JAIL PANELS: Jail Captain Humphrey reported the panels for the Jail are not ready to be viewed but expects to have them ready by the end of the month. The finish date is still expected to be May 31st. MEDICAL EXAMINER'S REPORT: Shanklin said April was a very slow month. Motion by Mehls/Gunderson to approve the bills of $2411.94. Carried. There were 5 cremations in April. DECEASED DISASTER VICTIM PROCESSING: Mehls asked Shanklin what would be happen in case of a disaster as far as handling victims. Shanklin advised he would use all of the Medical Examiner resources such as all available personnel. If there were multiple deaths he would have to make a judgement as to who would be autopsied. He would take pictures and let the crime lab do their job before any bodies were removed. If an on -site morgue is necessary we might have to use a refrigerated truck. The committee would like to have a written protocol for deceased disaster victim processing from Shanklin. DISTRICT ATTORNEY'S REPORT: Gustafson presented a handout showing the need for additional staff for the DA's office due to the increase of cases. Committee commented it was a very good report. Motion by Krueger/Mehls approved the bills of $1246.68. Carried. SHERIFF'S REPORT: Hillstead reported he had a meeting with all the school administrators and several police chiefs to receive input regarding bomb threats. The County will try to develop one policy so everyone will know what is expected of them and of the Sheriff's department. We will also involve fire and EMS departments. TEMPORARY POSITION: Hillstead informed the committee we have received a grant from the Governor for $94,300 for the temporary investigator position. The COPS grant application has been signed and sent. This grant is for 3 more patrol deputies and will pay up to 750-. of the cost for these positions. The patrol officer who was hurt on the road is working full time as an evidence technician. Hillstead indicated he would like to make this position a new assignment out of the patrol force and also make the recreation officer part of the patrol officers position. He also intends to reinstate the snowmobile patrol. For the new temporary position we will move a patrol deputy up to investigator and move a jailer to patrol. He presented a list of equipment needed for the squad car for the investigator and the total cost would be $6420. Motion by Mehls/Krueger to buy this equipment from the Confiscated Drug Fund. Carried. REPLACEMENT CLOTHES & MUNITION FOR THE ERU• Klanderman explained the need for new uniforms for the ERU team and some new bean bag rounds munition for about $600. Discussion has held on how appropriate these weapons are. Motion by Mehls/Krueger to approve up to $1200 for replacement uniforms and necessary munitions from the Confiscated Drug Fund. Carried. Irwin opposed. Sheriff informed the committee the County is being sued for the suicide that happened in the Jail. The insurance company feels that we did not do anything wrong and will not settle. COUNTER TERRORIST TRAINING: Volkert reported on the terrorist training they received with emphasis on the awareness of the terrorists situations. He said this was very informative. PATROL CAPTAIN'S REPORT: Klanderman reported the third fatality in Hudson was a young man in a car who fell asleep and was killed. The fourth fatality was an elderly gentleman riding a moped in Baldwin who may have suffered a stroke. CHIEF DEPUTY'S REPORT: Volkert made a request for more "buy" money. Motion by Speer/Mehls to approve $3000 from the Polk/St. Croix Drug Fund "buy" money. Carried. BILLS & VOUCHERS: Motion by Krueger/Gunderson to approve the Jail expenses of$35,350.58. Carried. Motion to approve the bills of $16,779.98 by Krueger/Gunderson for the Sheriff's department. The average daily population for the month of April was 101. Revenues for the month of April were $123,437.23 most of which goes into the general fund. JAIL PER DIEM RATES: Discussion was held as to the surrounding county charges for per diem in their Jails. Our rate is higher than the surrounding counties. The State will not pay more than $60 per day. Consensus of committee is to leave the rate of $60 per day. Motion by Mehls/Krueger to stay with the $60 per diem rate until July of 2000. Carried. CHIEF JAILER'S REPORT: Humphrey requested an upgrade of four positions in the Jail to go from union to non -union sergeant. These would be working supervisory positions for an increase in cost of about $21,000 rather than 4 new positions for approximately $210,000. CHILD SUPPORT: Holmes handed out a report comparing the collections and revenues between the years of 98 and 99. Training of the new system will take place the end of May. Holmes presented the need for two locks and one strike plate for security measures in her office. She received a bid from Chris Amdahl, Professional Locksmith from Stillwater, MN for $1050. Motion Mehls/Krueger to approve the $1050 contingent on the agreement to take this from the child support budget. Motion to adjourn by Krueger/Gunderson at 11:35.
