PUBLIC PROTECTION COMMITTEE MEETING
April 8, 1999
MEMBERS PRESENT: Julie Speer, Bill Krueger, Chuck Mehls and Bob
Gunderson. Tom Irwin absent, unexcused. Meeting called to order by
Chair Speer.
STAFF PRESENT: Sheriff Dennis Hillstead, Chief Deputy Ron Volkert,
Patrol Captain Robert Klanderman, Jail Captain Karen Humphrey,
Administrative Assistant Mary Martell, District Attorney Eric
Johnson and Renee Carufel.
Meeting called to order at 9:00 a.m. by Speer. Motion to adopt the
agenda as published by Krueger/Gunderson . Carried.
Date of the next regular meeting is May 7th at 9:00 a.m. Motion
to approve the minutes of March 9th by Krueger/Mehls. Carried.
JAIL PANEL UPDATE: Panels are on schedule. Humphrey is planning to
train the last week of April and expects to be up and running by
the last week in May.
JAIL CAPTAIN'S REPORT: Motion by Mehls/Krueger to approve the bills
for the Jail of $42,279.55. Carried. The revenue from the Jail for
March was $118,385.55, most of which goes into the general fund.
The revenues were discussed. As the inmates generate the phone
revenue, which averages about $2000 per month, it was suggested we
use this money for the inmates' education fund.
Humphrey presented a letter.from Lang and Associates asking for an
additional $7800 for the extra design services that are needed at
this time for the installation of the Jail panels.. Mehls/Gunderson
made the motion - to approve the $7800 to be paid out of the Jail
Assessment fund. Carried.
Humphrey presented two training programs she and another officer
would like to attend. One is for Implementing Successful Jail
Programs on June 28-30, 1999 in Springfield, Massachusetts. The
approximate cost of this would be $2777. The other one is on
Hostage Negotiations on July 19-22, 1999 in Hendersonville, No.
Carolina. The cost of this meeting would be about $4475. The
officer who goes will pass this training on to others in the
department. Motion to approve up to $7500 to send two people to
the two classes by Krueger/Mehls from the Jail assessment fund.
Carried.
DISTRICT ATTORNEY'S REPORT: Motion to approve the bills of $512.35
by Krueger/Speer. Johnson expressed a need for an additional
secretary and will come to the committee in May for this request.
SHERIFF'S REPORT: Hillstead expressed an urgent need for a special
investigator to work on two homicides and two hit & runs that are
pending at this time. The Sheriff explained we have several cases
that are not solved and a special investigator is needed to work on
them. He would like to assign Jim Richards as special investigator
to these cases and move someone from patrol to the Richards'
investigator position and someone from the jail to patrol. Cost of
this position is about $87,000, which would include salary, vehicle
and equipment.
District Attorney Eric Johnson strongly supports the approval of
this request. He expressed a real need for more help especially
in the meth area. Motion by Mehls/Krueger to approve $87,125 for
the purpose of funding a 9 month investigator be taken from the St.
Croix County contingency fund. Carried.
Motion by Krueger/Mehls to approve the Sheriff's bills of
$24,582.71 as presented. Carried. The revenues for the month of
March were $24,582.71, most of which goes into the general fund.
PATROL CAPTAIN'S REPORT: Klanderman reported we have received
three new squad cars and they will be operational very soon. The
Cops grant is prepared for three additional patrol officers and
will be ready to send when it is signed.
Mary Martell explained the balances of the Polk/St. Croix Drug
fund, Confiscated Property & Monies account and the Counteract
fund. The Committee requested a report of the Jail assessment fund.
Hillstead is applying for another grant to help cover some costs of
the drug investigators.
Klanderman reported there is nothing new with the gun range and the
DNR would prefer if we could find a different range by the end of
the year 2001.
MEDICAL EXAMINER'S REPORT: Krueger/Speer made the motion to
approve the bills of $5612..53. Carried.
Speer read a letter from the Victim/Witness Coordinator, Ann
Gustafson informing the committee the County has received
$25,113.98 which is reimbursement cost of the Victim/Witness
Assistance Program for the second half of calendar year 1998. This
represents a reimbursement rate of 74.75t for the whole year.
Speer also stated she will attend the meetings of the Security Task
force. There aren't any major changes going on at this time but a
lot of the smaller things are being looked into on security issues.
Motion to adjourn at 11:35 a.m. by Speer/Gunderson. Carried.
