March 10, 1999,
MEMBERS PRESENT: Julie Speer, Bill Krueger and Bob Gunderson.
Mehls and Irwin were excused. . Meeting called to order by Chair
Speer.
STAFF PRESENT: Sheriff Dennis Hillstead, Chief Deputy Ron Volkert,
Patrol Captain Robert Klanderman, Jail Captain Karen Humphrey,
Administrative Assistant Mary Martell and Renee Carufel.
Meeting called to order at 9:00 a.m. by Speer. Motion to adopt the
agenda as published by Krueger/Speer. Carried.
Date of the next regular meeting is April 8th at 9:00 a.m. Motion
to approve the minutes of Feb. 9th by Krueger/Gunderson. Carried.
BILLS AND VOUCHERS: Motion by Krueger/Gunderson to approve the
bills of $29,305.98 for the Jail and $22,346.45 for the Sheriff's
Department. Carried. Revenues for the month of February were
$110,485.55.
DISTRICT ATTORNEY'S REPORT: Motion by Krueger/Speer to approve the
bills of $765.66 for the District Attorney's office.
UPDATE ON JAIL PANELS: Humphrey reported that representatives from
Lang will be here on March 17th to show the staff how the panels
will operate.
SHERIFF'S REPORT: Hillstead reported the interest on the
confiscated drug account has been going into the general fund since
1991. After informing the Finance Director, Rich Loney that it is
a law that the interest must be paid to this account, he agreed the
interest would be returned to this account. The Committee was very
pleased with this decision.
Hillstead reported he has received a doctor's report advising
Ron Nelson will not be able to do any more patrol work. He is
working in the evidence room and fingerprinting. We have a real
need for an evidence technician position.
DISCUSSION OF DUNN AFIS SYSTEM/REGIONAL FINGERPRINT SYSTEM• This i5
a computer program that registers fingerprints with the State for
persons who have violated municipal ordinances or other offenses
other than criminal charges. Dunn County has this computer system
now and would like us to share the cost of this program. Hillstead
will come back to the committee with more information about this at
a later date.
Hillstead also informed the committee he will get a letter from the
Computer department as to how much service he can expect from them
and then he will know if he needs a special technical support
person in the Sheriff's Department.
CHIEF JAILER'S REPORT: Humphrey reported a person resigned from the
Jail. We have hired Randy Bell to replace him. Discussion was
held on how to keep jailers in the jail as this seems to be just a
stepping stone to a patrol position. The surrounding technical
colleges have informed us they are starting a two year associate
degree for correctional officers. Humphrey has consented to serve
on the advisory board of directors for this degree for these
colleges.
CHIEF DEPUTY'S REPORT: Volkert requested expenditures from
confiscated funds as follows: a light housing that fits a M16 rifle
for $159.00. John Shilts, Drug Investigator, needs a different
vehicle. Volkert reported we can purchase a very good 1998 with
low mileage from Bernards Chrysler in New Richmond. Motion to
approve the purchase of the light for the M16 rifle for $159.00 and
$19,500 for the 98 Grand Cherokee from Bernards by Krueger/Speer.
Carried.
PATROL CAPTAIN'S REPORT Klanderman reported there is money
available for the COPS grant. He put a letter together requesting
3 more officers using this grant. We should apply now so that we
can get these officers hired by Jan. 1, 2000. We need 20 patrol
officers to fill all the shifts and have 17 at the present time.
Motion by Speer/Krueger to approve submitting the application for
the COPS Grant for 3 additional primary service officers. Carried.
Chair Speer suggested we have assigned times to have the District
Attorney, Victim Witness and Child Support come to the meeting so
they can attend each meeting without waiting a long time to be
heard.
Motion to adjourn Krueger/Gunderson at 10:30 a.m. Carried.
