PUBLIC PROTECTION COMMITTEE MEETING
February 9, 1999
MEMBERS PRESENT: Chuck Mehls, Bill Krueger, Bob Gunderson and Tom
Irwin. Julie Speer was excused.
STAFF PRESENT: Sheriff Dennis Hillstead, Administrative Assistant
Mary Martell, Patrol Captain Robert Klanderman, Jail Captain Karen
Humphrey, Medical Examiner Marty Shanklin and Renee Carufel.
Patrol Officer James Sander with Chance, canine member, was also in
attendance.
Meeting called to order at 9:00 a.m. by Chuck Mehls due to the
absence of Chairperson Speer. Motion to adopt the agenda as
published by Krueger/Gunderson. Carried. Date of the next regular
meeting is March 9th at 9:00 a.m. Motion to approve the minutes of
Jan. 7th by Krueger/Gunderson. Carried.
INTRODUCTION OF ST CROIX COUNTY K-9 UNIT: Mehls introduced Officer
James Sander with his K-9 dog, Chance Chance is a cross of
Doberman and Rotweiller which is called a French German Shepherd.
Sander explained the dog is highly trained in tracking, especially
to go after hot human scent and searching buildings. Chance had 14
weeks of very intense,,training and is even able to track in snow
with his eyes. Snow does not hold human scent. He is also trained
to scent crushed vegetation which helps track footprints in the
grass. He is especially trained to protect the officer he serves at
all times. Sander has a remote which will let Chance out of the
car so he can be of assistance if he is in danger.
UPDATE ON JAIL PANELS: Humphrey reported Lang & Associates are
still on schedule and plan on installing the panels by May.
MEDICAL EXAMINER'S REPORT: Shanklin reported on one autopsy for
January. A gentlemen, who was involved in a car accident, died very
suddenly a couple of days after the accident. Death was from the
accident. Motion by Krueger/Irwin to approve the bills of $4082.68.
Carried.
JAIL ASSESSMENT: Humphrey reported the need for a video camera in
the jail to tape any inmates who become violent or have to be moved
from one cell to another. This is a good silent witness and inmates
cooperate more if they know they are being taped. Humphrey told of
an incident in the Jail where it took six officers to try and move
an inmate to a different cell. Three of the jailers were hurt.
Humphrey submitted bids from seven different stores and decided the
one from Best Buy of Maplewood was the best package deal. Motion
by Krueger/Gunderson to purchase a Sharp VL-E760U camera and
battery, tri-pod, bag, tapes and lens cleaning kit for $850 from
Best Buy with funds from the Jail Assessment fund. Carried.
Humphrey explained the need for breathing masks for the jailers in
case of fire. She has nine on hand but needs an accessible cabinet
to store them. Motion by Gunderson/Krueger to purchase this cabinet
for $352 from Anderson Cabinets from Jail Assessment fund.
Carried.
Discussion on the cost of boarding prisoners and how viable it is
to ship inmates off to Texas or other places. Irwin read an article
about no smoking or sugar in jails but inmates are able to purchase
these as rewards. Hillstead said we are going to have competition
with renting jail space because of all the new jails being built in
surrounding counties.
LINE ITEM TRANSFER: Humphrey reported the line item forovertime
went over budget in 98. Motion by Krueger/Irwin to transfer $7741
out of the salary budget and transfer into the overtime budget.
Carried. There were funds left in the salary budget because there
was an employee on unpaid leave in 1998.
MUNICIPAL BILLING: Sheriff Hillstead explained that municipalities
want the county to help with bookings and fingerprinting. We have
been charging for this in the past but Hillstead suggested
discontinuing this as the paper work costs more than the bill is
worth. Municipalities can impose fines and if the person cannot
pay them they can be sent to jail for which we will continue to
bill. Motion by Krueger/Irwin to eliminate municipal charges for
booking and fingerprinting. This motion does not include charges
incurred by persons being incarcerated due to municipal court
action. Carried. Motion by Irwin/Gunderson to drop the City of
Hudson's bill of .$455.98 in lieu of the help with the
investigation of the suicide that happened in our jail in 1998.
Carried.
Hillstead also suggested we receive a radar unit from the City of
New Richmond, which they are no longer using, towards their bill of
$1265. This will be subject to appraisal of value of the radar
unit.
Dan Breymeir,is officially hired as the patrol sergeant.
EMERGENCY COMMUNICATIONS/COMMAND POST VAN: Mehls explained the need
for a different command post van. He suggested Emergency
Government Department, Sheriff's Department and Dispatch all
contribute toward this purchase which could be around $40,000.
Discussion was held on possibly asking the community for donations.
No action taken at this time.
COUNTER TERRORIST TRAINING: Mehls informed the committee if there
is enough interest within the county, we might be able to get the
State to bring the training to St. Croix County. We need about 24
people. It was suggested to contact the surrounding counties to see
if they would be interested .
ERU TEAM EQUIPMENT: Due to a recent incident where officers
suffered frostbite because they had to be out in the snow and

freezing rain from before sun up until after 1:30 p.m. more
winter/rain gear for the ERU team is needed. A request was made
for $2800 for two snow ponchos, four snow camo cover shirts, four
pairs of bunny boots, eleven ECWCS pants & parkas and four camo
ponchos from the Polk/St. Croix drug account. Motion by
Krueger/Gunderson to spend up to $2800 to buy the needed gear for
the ERU. Carried.
DEPARTMENT NIGHT SHOOTS AT CYLON RANGE: Klanderman wants two night
shoots this summer. One neighbor is not pleased with this because
of the noise. Klanderman will talk to the town chairman as to when
this will happen. The DNR has indicated that they will not renew
our contract for this shooting range after the year 2001.
IMPOUND LOT CHARGES: Martell informed the committee that we are
looking for a $10.00 per day charge for leaving cars in the impound
lot after the Department is finished with the investigations.
Motion by Gunderson/Krueger to charge $10 dollars a day for impound
storage. Carried.
Two drug investigators are requesting permission to go to school in
Kansas on how to disassemble methamphetamine labs. They need a very
extensive physical before they can be admitted. Motion by
Mehls/Krueger to authorize them to take the physical and pay for
any part of the bill not covered by insurance from the drug fund.
Carried. The officers,will each get $1600 worth of equipment free
from this school.
EXPENDITURES FROM POLK/ST. CROIX DRUG FUND• Captain Klanderman
asked the committee to consider buying jackets for the Drug Task
Force with a special logo to identify drug enforcement officers for
a cost of $58.00 each. They also need two cellular phones for a
cost of $199 each. Motion to approve $748 for the jackets and
cellular phones by Gunderson/Krueger from Polk/St. Croix Drug fund.
Carried.
Sheriff Hillstead reported the Cops Grant will run out in April of
2000. We must maintain a plan to extend this service after the
grant or we will not be eligible for future grants.
He also said there is a need for someone in the Sheriff's
department to coordinate the new computer program. Department
personnel should possibly have compensation for all the computer
work that needs to be done.
BILLS & VOUCHERS: Motion by Krueger/Irwin to approve the Jail 1998
bills of $17,945.76 and the 1998.Sheriff bills of $5566.81.
Carried. Motion by Krueger/Mehls to approve the 1999 Jail bills of
$39,557.05 and the 1999 Sheriff's bills of $9778.68. Carried. The
revenue for January was $184,037.79. The average daily population
for the month of January was 104.
Captain Klanderman reported on the disposition of the old radios
which were sold to various county fire departments.
DISTRICT ATTORNEY'S REPORT: Motion by Krueger/Gunderson to approve
the bills of $2773.12. Carried.
CHILD SUPPORT REPORT: Irwin commented the Child Support office is
doing a fine job with collections compared to state averacrea after
reviewing the report fro
